Wow. That's a very different program from what my troop did. Camping also covered survivalist cooking and emergency shelter building. Knots covered from how to tie up a boat to how to tie up an animal or person. We covered tracking and stalking, and engaged in guerilla warfare via pranks. And that's before you get into archery, knife and gun safety, and the use thereof.
Frankly, I vote we should have the local Girl Scout troop be the nucleus of the resistance since, if you do it right, we're clearly well trained for it.
And of course we have the cookie vector to if necesarily add something to the local population with added controllgroups, Shoggy Thin Mints!

. We got .22s with broken magazines that jammed half the time.It's more a matter of the Girl Scouts changing in more recent years. The manuals are the best way to show this. In the older ones, you have "cut down a small tree, make pancakes for your parents, here's the recipe" while in the more recent ones you have "ask your parents for help and permission to boil oatmeal WARNING FIRE IS HOT WARNING ASK YOUR PARENTS WARNING".

[X] Civic Government: Have the local government incorporate the slice of land the bookshop stands on as part of a new industrial zoning district.
This seems very in theme; hit the woman in the hospital with lawyers then use Government zoning and red tape. Plus, this way if anyone investigates they'll probably just see the lawyers taking advantage and not realize that the government helped them, thinking that the lawyers had a tip off on the up coming zoning instead of the government doing the zoning to help the lawyers.
A key thing though is that we want to make sure that the poor lady gets hired somewhere by Black Goat. After all, which is more likely to be a plot hook: that poor old lady who was in the hospital when the big bad corporation got a hold of her property, or that nice lady down the block who's happily employed by the company that ended up taking control of her library.
Heck, we could probably spin this into something to expand our influence with those pesky teens by taking that library and putting it in as part of a new youth outreach center with Anna as the librarian. (I think someone else suggested something along these lines previously.)
