If anything the Flesh Change cure would probably need to be soul-based, to keep Tzeentch's curse from even managing to activate by rebuffing his influence. I suspect the Rubric in canon was a semi-failed attempt at this.

It was but I suspect it was doomed from the start because Tzeentch is an exceptionally cruel and manipulative god. Because when Ahriman and the sorcerers launched the spell they had already chosen Tzeentch as their patron god, who sometimes makes a mockery of his followers. The result was the non psykers become Rubricae and the Sorcerers more powerful whose power was tied to Tzeentch thereby permanently leashing the legion.
