This is moderately aggressive spending towards critical logistical and operational capacity. Not doing an ATGM system combined with the IFV program is just... not shooting ourselves in the foot, but stepping in lego. It's stepping in lego for no reason other then to make everything slightly worse on ourselves.

I really don't want to open all five procurement slots right away. Leave at least one for next turn, please, since these projects will take multiple years to complete, mostly.
 
I think first of all, we have to delineate the job of the military in the first place.

1. Defend the Seelie. To that end, any one of these projects contribute to that, though some more than others. The SSBNs for example are probably the project that would most assuage concerns of FTL capable invaders. We should keep this in mind.

2. Disaster Relief. In the prequel quest we shoved off that duty to the military, so if smtg happens and we dont have the tools to adress a crisis that would look very bad for us. Stuff like transport planes, helicopters and trucks are the most important for this.

3. Defend Democracy. We have that big fat coup button, we should be very careful with it, and make damn sure we can follow through with it. A military with no air force, rapid deployment capability, that is spread incredibly thin, and with unknown allegiences means it could go very wrong.

4. The exploration and development of space. Self explanatory.

There are other considerations of course, but we should keep all in mind when considering what we should prioritize.
 
I do think above all of that we must consider the fact that we are in a political position and will have to handle politics. Speaking of...

Army forces on Dannan have historically been entirely ignored for much of their post-war existence in the democratic government. Currently, modern forces are spread across two brigades with an unbalanced allotment of equipment, forming a narrow but functional division committed around the capital. Ground forces outside of that effectively exist as formations of light motorized infantry with subpar trucks and a force structure incorporating only seventeen further divisions at full call-up strength. Auxiliary formations are even worse equipped as only infantry equipment and civilian vehicle conversions are available in sufficient numbers to make up the force TOE. From this, the army is one of the most discontented services as it has effectively gone from the absolute leading service to one barely capable of performing operations above that expected from wartime people's militia units.

The army gets first dibs. They're the ones freaking out the most, and for good reason. We show them that we're willing to put money there way and they'll back us up. If we don't they'll grow erratic and hostile pretty quickly.

The navy has been stripped of any of its old glory and prestige as the nuclear ships were repurposed and broken up as power production systems instead of continuing service. The decision was almost certainly the right one for improving the rate of survival but one that came at a heavy cost. None of the fleet combatants exist in their old form and marine capacity is confined to four brigades out of which only one is entirely marine capable. The new expected threats from enemy orbital assets are the defining element of the new doctrine as surface ships on water represent a combination of detect-ability and vulnerability that is hard to significantly fix. Admirals have strongly pushed for a new submarine program but even that is expected to be expensive as production capacity has dropped significantly over the last three decades.

The navy is pushing for funding, especially boomers to make a more solid nuclear net against spaceborne threats. This is all very reasonable but also they're not literally foaming at the mouth right now, which cant be said for the army. Combine that with the fact that we are a navy guy and it should be pretty simple to keep them content with promises of more funding in the future.

The space forces have been the darlings of the civilian government and the increase in funding shows with actual infrastructure built out that far exceeded even the pre-war system. Regular asteroid mining pushes have been passed as a political compromise with the army, allowing profitable operations to effectively contribute towards the military budget. Actual space forces outside of the infrastructure built are however obsolescent remnants of the pre-war transit fleet that have been militarized in the lead-up to the war. Transportation capacity is massive but there isn't that much done to utilize it as the civilian government has focused entirely on infrastructure. The development of more mining infrastructure is going to be essential for improving the budget situation but even that can only operate to a point with massive funding required for the orbital industry.

Space infrastructure is currently being built at a massive scale, which is sort of sideways to our budget right now. There is no immediate need to fund spaceships as we did not budget for that last plan, and space is absolutely still receiving a ton of development funding. Later on a new mining fleet is very high in priority though, but that can come after we've solved the whole army situation.
 
Logistics needs almost all the band-aids, but does anyone else think Light Vehicles could be good ?

Outside the capital, it seems like we don't have an army so much as bunch of elfs who hang around their area and maybe run a checkpoint. If they had light vehicles they could probably start to be helpful in their area, or least be seen as less of a joke.
 
[]Enforce Democracy: The current government has broken from the democratic principle through the alienation of the average worker and persistent failure to meet their needs. Instead of the army allowing the government to exist movements can be made to change over the green government and hold new elections to enable a transition to democratic methods. This is currently untested and it's questionable if elections would change anything but it remains a constitutional capability.
I want to do this just to stress test the system and see how the general public will handle a military coup.
 
Oh light vehicles is definitely good, but I think keeping a dev slot open is needed. There are also some benefits here I think of having the light vehicle follow after the IFV, that way we can have things that are derivative of it instead of having a parallel development process,

Wheeled IFV as a good compromise between cost and not being a death trap without APS, ATGM package to support the IFV, military trucks because we really need to replace the old ones and transport aircraft as probably the most actually useful piece of equipment there in case of any sort of emergency. The whole point is to provide the infantry with all the basic mobility options between less horrific trucks, the IFV and the transpoet aircraft. Assets that enhance combat power like drones and such can be saved for later in order to keep the army happy with a cheap project while we focus on snother branch instead.

I agree on these priorities, except maybe the ATGM systems. New infantry kit is cheaper and might even be more of an morale improver than new weapons? But the IFV will also have ATGMs, so the procurements might synergize...

I like this plan, but have you thought of doing light vehicles instead of trucks? The latter we do have production one, sure, its a shitty truck that is a danger in a combat situation. But it is fresh off the factories, has spare parts and is not literally falling apart.
Light Utility Vehicles: Repurposed vehicles ranging from civilian trucks to modified sedans that have formed several key fire elements. Design standardization has been implemented to the point that several models have a standard set of plating and mounting hardware, but these are effectively pressed into service civilian vehicles. Most mount some variety of medium or heavy machine gun but heavier variants do exist with anti-tank missile systems and recoilless rifles. A light vehicle replacement is considered a priority as the current mass of systems is both unwieldy and impossible to maintain.

We've got the capability for 5 procurement programs, might as well use them all!

Spends 200B+100B+(200+250+? divided) out of 640B budget, so assuming the "divided" is divided between 2 budget periods we get 640-300B-(450B)/2=115B for the FTL test bed, but multiplied by 2 since it's a multi-budget item so 230B. Which is perhaps a bit low, but this is meant to be a test bed so we shouldn't need too many of them, we'll want to build a real warship at some point but we're not there yet.

Cheap and with the IFV I'm proposing, we'll need to need lean more on infantry. No point in sending waves of soldier with shit equipment, they won't accomplish anything.

-[]Surveillance Drones (Around 40B) Given the dumpster fire of a situation we're in, we can't afford to not have the proper intel.
-[]Second Generation Mining Ships (250B, several phase) We need to get our economy going and the sooner we do, the more ressources we'll have available to do what need to be done.

It his horrific, but those old cars are almost certainly *safer* than the current trucks. Pre-war cars have crumple zones atleast. In addition units will probably buy new civilian electric cars to shuffle around staff and such while waiting for light vehicles, but theres too much demand for trucks to be able to do that. Light Vehicles are definitely coming sooner rather then later, possibly immediately if the FTL program cant be reasonably funded this next couple turns, but I still think trucks are more important. A guy crashing an elf toyota is probably gonna be fine. An elf crashing a ww2 tier steel frame truck isnt gonna be fine.

They might be safer in a collision in theory, but a forty year old vehicle, no matter what has been done to maintain it, will have a host of defects and difficulties that are likely to make it much less safe to drive than one would like. Overall safety isn't all about collision survivability, it's also about avoiding the risk of the vehicle suffering an accident because some of the parts failed in use.

Also, the industry hasn't forgotten what survivability is. While some of the machining capacity to make complex auto body designs was probably lost in the exchange, we still know that cars should have crumple zones, so they will to a large extent be designed accordingly.
