He literally needs to relax the other workaholic elfs have shared there concerns about him, so we have to keep on trying until he finds something or he will burn out so hard he will literally get brain damage and I rather not happen to him.

Well discussion in the discord indicates that the DC for Rick finding a relaxing hobby may be lowered considering he isn't just focusing on doing gardening anymore, so it isn't a lost cause like the first attempt. Still think that the way we do that is doing the language option and using 3 dice max in any politics action. Considering that once again, Ricky is a workaholic and genetically engineered so it may be questionable in how effective such measures are. Not that I am that against taking a rest action because I am sure Ricky would have the most interesting commentary in leisure activities.
 
Should bring down that ship soon to turn it into a museum this turn don't think it will survive for much longer by the sounds of how the other ships are doing.

Made a plan that is basically just a mix of trying to shut down most major information streams the PPLM have on us because i think that is still our number one priority. For the PSC i slowrolled them a bit this turn to see if it will either drive them further into a corner leaking even more or if it will inspire the goverment to begin doing their own attacks. Skipped procurment because i am already afraid we are close to overspending. Lastly i went with fighting paramilitaries politically because paramilitaries are just a plague on society. More internet regulation because we want less radicals. Lastly i went with Liasons because while it might lead to a diplomatic incidence this is vital knowledge we will need not just for our own warships but also how to fight them.

Department 4:
- Bandit Bingo starts infiltrating PRLM border areas as setup for future action against the PRLM, which among other things will enable us to do History Highlight once our SF are ready. I really don't think going for HH right away is wise, since it's a kinetic action that involves "snuffing out" PRLM agents (i.e. assassinating them) and the power armor we bought last turn doesn't arrive until the end of this turn with training only complete at the end of next turn (see quote below), so doing it now would mean pulling the trigger before doing *any* prep work at all which, uh, yeah.
The power armor from the program is expected to be available by the end of next year with a four-hundred-kilogram suit made available for a single-division strength formation of special forces for external work. Training and familiarization are likely to take another year with a degree of system commonality expected with more modern domestic systems.
- Prime Performance is a defensive counterintel option, nothing fancy here.

Department 6:
- Closed Eye gets us started on digital hardening, nice and boring. Watery Icicle is important too for addressing this issue, but closing the immediate security gaps for the most critical areas is more important right now.
- Sticky Bit and Purple Brain to continue working on the PSC problem. IMO going straight to Black Mark is too much of an escalation and risks undermining our relationship with the civilian government, but these two should hopefully get the ball rolling in time to cut them out of the next elections or at least kneecap them.

Procurement:
- Pre-Assessments of Purchase Classes to prepare for ship purchases next plan (also having some practical experience with particle beams will help once we get around to OFAC modernization). I'm not as worried about the budget because we're already halfway through the budget period and we still have 850B to play with, so hopefully we should be good on that front, and in any case I do reserves this turn which clears up the biggest unknown w.r.t. budgeting.

Politics:
- Frontal Commander Assessments and Assess the Reserve System to continue the work we did on conscription last turn and get things set up before the next conscription cycle rolls around, taken together to get all our personnel shuffling done in a single go. I'm not *super* attached to this and could live with a one year delay though, in which case idk substitute Implementation of New Orbital Economics and Publicly Fight the Paramilitaries or something lol.
- Internet Regulations to cut down on the awfulness of the elfternet and attack the PSC radicalization pipeline.

Volnay attention has radically shifted away from the previous insistence that Dannan has been ready to destroy them all as the children of their ancient enemy. Instead, propaganda has shifted to a fear of infiltrators and the traditional focus on unrestrained Xolotlan aggression as the main scare due to a new class of orbital dominance warships undermining their doctrine. Intelligence estimates have placed this as typical if unconventional in re-prioritization with the local informational team uncertain about what to make of the change. The Xolotlan supreme confidence that this is their normal is undermined by the scant historical records available as informational caches are too consistent for rapid-fire historical changes even with capable information revision. Secondary cultural touchstone effects that posed a major issue with panopticon implementation upon revision have not been detected or noticed, either indicating an absolute mastery of local information control or a lack of severe historical revision.
Sounds like the Seelies haven't yet figured out the different positions in Volnay politics. Not that being viewed as a proxy battlefield is much better, practically.

Trans-Species Genetic Applications: Broad genetic modeling of the species in the known sector has brought several improvements in domestic protein design along with several genetic innovations. Volnay genetic engineering has confined itself to the analysis of proteins in a consolidated system with limited cross compatibility but there is no reason not to take advantage of this. Similar protein folding techniques can be achieved through the use of local genes with several prospective receptor, metabolic, and signaling adaptations copied over and reverse-engineered. In-system testing will take time but the biological distinctiveness of the rest of the cluster can easily be integrated into new generations of genetic engineering packages. Looks good overall - a few thoughts, I think there'd be advantages to doing Truck Taboo before Bandit Bingo, as it'd probably make it easier to establish cover stories for approaching the more watched worlds in the actual PRLM sphere.

Similarly, I think publicly fighting the paramilitaries would be a good move if we're not openly moving against the PSC yet - doing so will both give us more arrests and leverage for operation Sticky Bit, and likely establish a narrative with the political center who might be won to the PSC's side if they look unfairly attacked. With the reserve system probably less time-sensitive than commander assessments, I'd replace it with the paramilitaries action.
 
Current military threats have come early in the year as a PRLM warship entered the system for likely intimidation and electronic intelligence purposes. According to the Xolotlans, the ship itself was a light cruiser, typically used as a reconnaissance or raiding force. Responding with two frigates to the incursion was if anything a lack of response but it was still sufficient to make the cruiser retreat. Diplomatic pronouncements have continued to insist that the oppressed local masses should revolt against the illegitimate government and Xolotlan occupation, missing several critical factors. From what limited amount can be determined, any supposed primitive nations in the region have been considered incapable of independent representation, forming a mass that is ready and waiting for liberation.

So, foreign politics wise developments mostly stay the same. The Volnay chill a bit, the PRLM declines to chill a bit. The Sovereignty continue being best allies.

Briefing: The developing foreign situation has not improved with recent inaction towards political aims and the lack of capability of local actors to stay calm. Current belief is that the Volnay have shifted away from treating the Authority as the great enemy with it taking the position of a secondary great enemy that is plotting to have them overthrown instead of active interpretations. Liaisons with the Xolotlan's have indicated that the behavior is common and is the principal way that their population is kept in line, but on the ground, intelligence observations disagree even with the limited amount of information available. Probing maneuvers by the so-called People's Republic represent the largest threat to state security and one that needs the local cruiser squadron to adequately deter. We are at the whims of the Xolotlans for better or worse leaving modernization essential for survival. To that end and considering penetrations into the system a broader series of operations can be undertaken to start securing local space and undermining the Volnay Puppet State. (Choose Two)

The main takeaways from Dept 4 is that the Sovereignty is clearly selling us a sausage when it comes to their understanding of the Volnay internal apparatus. We need to start doing operations to counter PRLM activeties.

Briefing: Revelations from the PSC and the significant social destabilization that has come from the PPP have left the internal situation delicate. Politics is unsure of where to go with the PPP currently accused of massive interference in the democratic system, if only because they got caught and Ros proved photogenic for the cause of attacking the progressives. Activities in Curach have reached a plateau in both violence and intensity as the depth of local nationalist and fascist paramilitaries has been reached with recruiting for both limited by the environment on the island. On a more concerning note foreign intelligence organizations have almost certainly achieved partial penetrations into local systems with an FTL communications node found capable of low-rate data transfer. The "professor" involved has been given over to the Xolotlan fleet with him flown back on a frigate to a local black site for intelligence processing. (Choose Three)

Okay, now this is interesting. Politics is in unstable, the PPP is in turmoil and Ros is gone. Curach is stabilizing somewhat, thanks to our rapid response. Foreign Intelligence is taking advantage of our internal focus to start making gains. In my opinion, it's about time we slide the dagger in on the PSC. Ros is gone so im not afraid of her using the opportunity to ratfuck us, the BFP is our political allies and control the Interior Ministry, the PPP will probably be very happy to have someone else be the bad guys in the media. It's time to go public, shake up a political situation that is looking too favorable for the PSC.

So, as I said I think this is the prime opportunity we are looking for to actually go public with our stuff regarding the PSC. Purple Brain leaks information in a controlled manner, letting us push civgov towards the actions we want them to do with Black Mark. This will throw another bomb in politics, so we really do want to fight the paramilitaries since things will probably get quite ugly. Watery Icicle is needed to develop an understanding of alien systems before we do Closed Eye.

I actually dont think Black Mark is too bad for our relation with CivGov; in fact, its actually cooperating with them. Nationalizing stuff would mean going through civgov, and as ive pointed out earlier the current government should be happy to cooperate with us on this. It's certainly escalatory, but the people we are fucking with are people that are not accepted in politics anyways. Their influence is limited and in a lot of cases literally illegal.

Edit: I think Black Mark is probably unnecessary right now, so im replacing it with Sticky Bit again. Purple Brain should still shake up politics and start the public maneuvering, so w/e.

I don't really see the point in not doing black mark. Yes purple brain is clever but its just a slower version of black mark more prone to political fuckups.

Or we could just send in the door kickers and dare the PSC to try to fight back
 
I think assess the reserves is more important than internet regulations. Also, it would be kind of funny to never do internet regulations as it matches the vibe of the Seelie, even their internet is ultra toxic.

A copy of adronios plan but purple brain switched out for Black Mark. I don't see the need to risk the PSC having time to shred documents if parliament is a bit to slow to act on the leaks when we're literally allowed by the constitution to drop the hammer now that we have evidence

We've gotten so much tech lately we should do ofac modernization next turn if there isn't a money-crisis. Pre-assesment this turn might help us out with it.

Made a version of the total PSC destruction plan that takes attacking the internet bots too, since that's what has me leaning Mass Violence over Lance.

They money backing the PSC is also the groups with the resources to run massive AI botnets to advance their aims, so working to get ahead some versus the massive flood of misinformation and conspiracy posting that will likely be rapidly deployed against us and the population the moment we start moving openly is the move to make IMO.
