Thirty three years after the exchange Seelie civilization has more than recovered under a new democratic government driving forward progress and development beyond the conception of any state that came before. Combined left coalitions have managed the recovery after the initial triage period with economic growth coming from committed policies and a guarantee of basic prosperity for every citizen on Dannan. It is not to say that the decades have not been filled with their measures of tragedies as the ecology of the planet has been effectively mostly destroyed in spite of last minute efforts by ecologically minded politicians and parties. Universal education, universal healthcare and an end to poverty has already been accomplished, all that remains is the final frontier along with settlement of the system and beyond.
Previously, the state was the leading factor in triage after the exchange with committed efforts to salvage something from the crisis but now that the planetary government has solved the worst problems of the situation, the focus can move towards the development of other worlds. The army has led the charge previously being the first into the void and the only organization that can currently be trusted with the tons of enriched material driving every spacecraft and at the heart of every colonial venture. This has only followed on with several uneasy compromises with the army as they have assumed the roles of protecting the young democracy from itself all while further developing the orbitals and beyond. Current emphasis has almost entirely fallen towards the expansion of asteroid mining as cheap metals sent ground-side have slowly brought previously precious metals into circulation as industrial ones.
Further work towards shipping back thousands of tons of conventional metals has already started with programs only likely to expand over time, securing revenues and providing an important service in the orbits. Ignorance by the previous government of the realities of procurement and constant problems in sufficient allocation has led to a bloated space force with few other career chances with an aging atmospheric force and a ground force that has received a new gun and truck with few replacements. Pre-war equipment is entirely aging out and will only become more obsolete with time leaving no option of replacement. To a large extent the current command has been given so much procurement authority only because of significant compromises made, forcing the army to take matters into their own hands.
The main goal of the new minister of defense is to serve as the ultimate higher authority as a mixed post between the civilian and military forces, directing procurement and political programs sponsored by the army. In case of warfare the post is automatically promoted to the highest level officer in the nation with the supreme command structure formed under it in the instance of mass-mobilization. Peacetime priorities rest in the further exploration of the planets and industrial development of the colonies as civilian standards cannot be used when operating tons of bomb grade material. The position itself is technically one of combined forces, but under it rest the Dannan Army, Air-force, and Naval commands with an independent space-force, orbital logistics corps, and colonial command.

Glory was not won that day to any significant extent with nuclear attack following the coup attempt in a desperate attempt of the old regime to take the nation with it. []Navy: An admiral's billet was practically guaranteed from a noble birth and that bore out in the years before the war, with the patriarch easily able to push for one. The first waves of hypersonic attacks and committed drives to penetrate naval screens quickly debased any notion of nobles being capable officers, but better incompetent officers today then competent ones a decade late. Landing support operations were never not bloody with the carrier force strained unimaginably but they would only be part of what was to come. The seventh fleet made it through the exchange nearly entirely intact, making contact with the surviving government and effectively going to the breakers. Post war, the question of if to even have a navy was an open one but with the advancement of new officers a better fleet can be born from nothing. (+1 Pts)

Aircraft have gone through a massive number of changes from the introduction of jet engines to stealth to laser defensive measures but a strong air force has remained. Drone operations were critical for inducing attrition in wartime and as one of the pioneers in their employment for more conventional prior operations it was logical that new support units would be formed. After the war, the only place for an old air officer without a command or force was the procurement office but some good was still done, ensuring that the most essential programs could at least go through. []Air Forces to Space Forces: Going up to the orbital forces on the eve of the war was something out of science fiction, dreamed of by every lower officer. Seeing the massive ships being built in lower orbit and the grand drives that would launch them further from the observation decks of the first cylinders was a moving experience. Commanding the ships was like nothing before but handling them with an experienced XO from the submarine force made the arrangement more than functional. The start of the war had the effective policing ships slaughtered in their berths, but for those that made it to the lunar orbit, the rest of the war would be a series of patrol actions. (-0 Pts)

[]Acceleration: Technology has given us innumerable advantages in the immediate scramble for colonization and through it we have reconstructed the planet. There is no reason to limit technical development out of some misplaced conservatism or love of the past. Galchobar has proven that any old system can be felled and there is no reason to believe that the systems of today cannot be replaced by something more effective.
[]Progressive-Center: Ros for all of her many faults was not wrong on the necessity of reform to the state or the reforms she conducted. She may have been a poor corrupt vehicle for achieving the aims of the progressive movement but she still accomplished them. Accepting that mild growth and mild improvements to democracy as an endpoint is misguided, but it is evident that it has worked. There are few reasons to bet against a working system and better a constitution that works then some novel bright idea.
[]Progressive-Right: Ros was an element of massive and systematic state overreach to build a nanny state insulated from change and the market. A political reversal towards the private sector may not happen just because every youth is convinced that the end of capitalism is near. The highest priority of the state should be to provide an equality of opportunity and not to sap the vital process of competition by insulating the populous from anything too upsetting.
[]Right Radical: The mistake of Galchobar was explicit in the rejection of the national struggle in favor of some super-national pact. Breaking with that thought entirely and decisively in favor of the Moura which held the seas and the entire world in the palm of its hand is essential for all peoples. No more compromise with nations that were built by us, no more concessions to the ungrateful. It is the people's duty to break out of this prison for nations and re-establish the dominance of the old instead of some new age drivel.
[]Apolitical: Saying one's political ideas in the presence of the panopticon or the old army was the height of lunacy unless one was agreeable to the officer a step above. By keeping any views quiet and ensuring that everyone saw the image of a loyal patriotic officer that was faithful to only the army was challenging but doable. Even now old habits die hard and it is almost always better to appear as an impartial servant of the state rather than waddle into the political fires of parliament.

[]Tir Na Nog Military Academy: Going to the officer school was an honor for those capable of being sponsored for two thirds of the student base along with a third going in for merit. The academy practically immediately graduated candidates that were going to be pushed to a near-staff rank with it becoming one of the most desired military schools in the country. The Galchobar revolution did end with many of those going in as a result of their family names dead, but the network of graduates is wide and encompassing along with some of the best military education available. []3rd Generation Design Child: Final refinements to pre-war engineering practices resulted in a series of children with few of the issues of the previous engineered generations. A greatly increased capacity for numbers along with a favorable stress response and several general improvements in attentiveness have been produced at an acceptable degree of drawbacks. The effective engineering package offers a total overhaul of the genome with neurochemistry tweaked such that long sessions of intensive activity have few downsides. Chemically assisted sleep is required along with some limitations in diet along with minor psychological side effects. (-1 Pts)

By ensuring that subordinates are not seduced by various temptations and running a tight neatly organized system some of the issues in procurement and command can be minimized. []1st Generation Design Child: With the discovery of error correcting systems and their modification with viral packages it became almost a foregone conclusion that improvements could and would be made. Targeting the neurochemical system and ensuring that tolerance cannot be built to several transmitters outside extreme circumstances while minimizing the effect of feedback loops was done to significantly improve outcomes. Effects were far more mixed as the combination led to fast response and reaction times along with an effective permanent state of stress. Those augmented were still ambitious and more capable then their alternatives just with a severe stigma of mental issues and faults. (+3 Pts)
[]2nd Generation Design Child: Iterating on previous projects the second generation of standardized genetic modifications combined several important lessons learned from the first. Tuning of the general signaling system was still performed but instead focused on maximum response cutoffs for a far healthier degree of processing and capability. This effectively minimized the maximum response to any stimuli and massively improved productivity both in stressful and normal situations. Reduced responsiveness past a certain point significantly improved coping skills, even if many of the personalities produced were far more prone to risk-taking than expected. (+1 Pts)
[]Sickly: Between the bio-weapons, inadequate nutrition for a prolonged period, and the general severe exposure to persistent radiation in the aftermath something broke. Weakness and issues conversing are persistent symptoms of overexposure as even robust error correction systems can be worn down with time. Constant disease vulnerability and a lithe body even for a Seelie have left little in the aftermath of the war, but with a cane all that's left of a great military career is confinement to a desk (+2 Pts)
[]Mildly Incompetent: Being a not great commander holds little relevance in a desk post and that is even more true in the current period of peace. The general state of the forces can be easily managed and maneuvers made, but the art of effective military command is just a bit beyond. This combined with an excess of micromanagement would be criticized in wartime as an over-promotion to an undeserved rank, but now is a time for peace. (+2 Pts)
[]Suggestible: Sometimes there are good suggestions from the lower ranks and various politicians and sometimes there are bad ones. By ensuring that the right opinions from the right lobbyists are heard several problems can easily be made to go away with few further challenges. Some may criticize such approaches as too permissive and too expensive but given the state budget it's almost always easier to grease some palms rather than fight to the bitter end. (+3 Pts)
OOC Note: Normal turns will be effectively once a year updates on several procurement projects and decisions related to them with an economic update and a political one occurring on different five year intervals. The political update will be posted with the new election, basically indicating a change in government along with your negotiated priorities with said government approximately every five turns. The economic phase will coincide with tech rolls, both of which are conducted every five turns. These will not be full turns but more of intermediaries around the long term priorities of the military. Conventional turns will be a year long and focused on the procurement of new systems. The vote from the previous quest will respectively be implemented with results reported in each respective phase, allowing things to continue smoothly. The next economic result will be at 35 AE with a political one at 37 AE barring unconventional circumstances.
The core mechanic will be the management of procurement programs and build programs for naval matters as that is your primary peacetime role along with decisions on doctrine, interspersed with programs for the colonization of other planets and more general politics. There will also be a number of so to say political reactions if you ever need more resources or funds, though in general you will be allocated funding for five years, do not spend it all procuring a single thing. Further, your starting order of battle is going to be frankly deficient in a number of ways, leaving the first few turns likely hectic. Expect 3-5 procurement programs to be running at once, with some going far longer than others, for example an aircraft. Dice will be rolled for each of the programs as a modified d100 with problems and decisions each turn. Do note that a lot of your information stream will be to an extent biased, and depending on traits personal management will be an option to make sure that something works.
Furthermore, am trying to be as reasonable towards science while still building out towards an interesting universe that does not involve slow boating between stars, so am going to take a view of there being a universal reference frame for the sake of FTL interactions but try my damnedest to keep to semi speculative science. Tech lists will be posted with every turn as a unified thing along with equipment per category in a spoiler so that it is easy to view what you have in service, though formatting will come with the first update.
Minister of Defense: Sadhbh Rath na Neamh: Serving first in the Air Force during the exchange war, Sadhbh was spared some of the privations of the conflict, shifting towards a somewhat front-line-mixed purpose strike role instead of higher rate of expenditure commitments. Mobilized midway through the war during the second wave to augment reduced units her service was somewhat unexceptional, rising to Major but never receiving a further promotion due to her lack of connections. Later phase shortages of food followed without many options for recourse and she lacked the standing to do anything, with two younger brothers and the rest of the family buried from an opportunistic infection before the exchange proper even began. Exchange service saw a series of rapid promotions up the ranks as the army was desperate for experienced officers, and more importantly, desperate for politically reliable officers with an absolute hatred of the old regime.
Promotions came quickly with a Colonel's billet arriving alongside responsibility for ground-to-orbit operations in supplying the orbital force. Good performance in the role led to something of a mixed-technical military position further on, administrating the development of launch capacity and significantly liaising with orbital commands to provide a basis for further industrial development alongside plans for colonization. Mobilizations during the lead-up to the CLP war came as a somewhat logical promotion to a full general, forcing the desperate development of new defensive systems without much testing alongside harsher training regimens. Lacking experience, capability, and technology ultimately led to all of those involved in the orbital defenses being left up in orbit and removed from existence by CLP particle beams, vaporizing almost the entire command.
Sadhbh's performance in the operation was considered a failure for many causes alongside a direct example of cowardice. Rumors still circulate for her lack of willingness to die amongst her troops even if open criticism has so far been avoided as she did little else but follow the manual. Promotions from that post were a somewhat logical conclusion given the demands placed on Dannan in a new era of international diplomacy and orbital development. In the view of Ríchathaoir the woman who almost ended the war in a single afternoon was more than worth the promotion, especially with the understanding of how little was made available to increase defensive commitments in those desperate months. Now in charge of procurement, a priority towards radical modernization is almost expected with a practical mandate for building up the fleet and expeditionary forces. General of the Armies: Eignach Siorain: Promoted for his service commanding the 29th guards armored through the war, Siorain is one of the pioneers of modern armor tactics on the strategic level. His command during the attacks and later retreat from Curach along with the defensive operations around Dulliech have demonstrated the skill required for the position. He is one of the strongest advocates for the development of domestic and expeditionary armored forces, as tanks in the last war proved instrumental on both sides. Aggressive in doctrine and orthodox if anything he is unlikely to majorly disrupt tactical thinking, favoring to refine it.
Fleet Admiral: Artur Bearain: The fleet admiral that was placed in charge of wartime submarine command, he has comprehensive experience in large-scale operations in a laser environment along with orbital interdiction. With the navy shifting its priorities towards planetary defense and logistical operations his experience is expected to be critical for supporting the planetary defense and the measures around it. Doctrinally more passive than expected and advocating for the navy to be shifted into a dedicated redundant anti-orbital force he offers some contrast in doctrine and temperament to other admirals.
General of the Air Force: Ceara Ailin: In charge of anti-orbital defense batteries in the Curach strategic direction and later shifted to coordinating defensive works around Dulliech, Ailin has the most experience operating against enemy airframes. The Type 46 interceptor project has been one of her largest drives in the command with her pushing the project to implementation and production. Further, she represents something of the new air force, focused on denying lower orbital operations and using a mixture of aerospace craft and anti-orbital batteries to protect Dannan over direct aerial operations.
Admiral of the Space Forces: Colm Feichin: Serving on pre-exchange shipping and then coordinating older mining ships before being given command of the SAS Investigator in a jump accident Feichin has a storied service record. He presided over first contact operations with the Lirrir and kept his commission through the war, undertaking missions on the ship for the good of the Authority. His current work has centered around the development of a coherent fleet doctrine from simulations and foreign information. Current plans are for the acquisitions of much of the involved tonnage, but tentative ideas for local production still exist.
General of the Colonies: Eithne Arasgain: Continuing her service as a storied administrator for the management of cylinders after a short stint groundside during the war. Her experience has been key for the development of orbital infrastructure and Arasgain has been re-appointed for the role in the rapid development of a new generation of orbital infrastructure. Her current main political goal is the rapid establishment of space infrastructure to start mining up again and expand space habitation. Lower Orbit needs to become a massive industrial park and she believes that in the next 20 years that can be achieved.

In System Objects and Distances:
HD 129923: A relatively conventional system featuring a F5 Va Star, with seven large orbital bodies around it. Three of these planets are far too close to the interior of the system to harbor any life. There is also a single massive gas giant in the system (HD 129923-VI), featuring a series of over fifty discrete moons, though most are just small rocky planets without any unique features. Dannan itself has two moons, both of which have been landed on and explored, helping to provide supplies to orbital efforts and providing the largest mines in the system, as there are only a minimal number of asteroids. In the outer system, there is a single word that has a confirmed presence of water ice and an interior liquid ocean, though drilling efforts have just started. The fifth planet itself is also fairly desirable as while it is colder than Dannan, there is a light carbon dioxide atmosphere and a crust that is heavily composed of iron.

Ríchathaoir studied the room he found himself in, and was struck by just how modest it was. Not cheap, at this point the new government could afford to keep up the basics of appearances, but compared to the pre-exchange dwellings he was practically impoverished.
"A-hem."
A pointed sound from one of the committee members brought his attention back to them, and he put on a mild and genial smile but stayed quiet. He wanted them to feel in control after all, wanted them to speak so he could develop a better picture of who they were. Speaking of, he studied the three people in front of him in more detail. At the left sat the man from the BFP, who was returning his smile. Everything indicated that this man was his ally and would support his ascension unless Ríchathaoir blundered terribly. The woman in the middle meanwhile was studying him intensely, a completely blank look on her face. The PPP delegate was neither hostile nor friendly, but instead cautious. He did not know why, so he would need to be careful and attempt to range her out. The last delegate to the right, another woman, did not hide her disdain as she glared at him. Ríchathaoir was mildly surprised by the openness of the hostilities, given that she was the PDL delegate. The PDL and the Army had a good working relationship as far as he knew.
"We might as well start at the beginning," the PDL delegate continued. "Let us discuss your 'heritage' as it were."
Ah. That explained it. Ríchathaoir closed his eyes for a moment, casting his thoughts back to the past, and-
-six year old Ríchathaoir Dealga Na Avalon was sitting at his desk, redlight lamp illuminating the organized chaos of notebooks filled with notations and calculations in front of him. He put down his pencil with a grimace, cradling his hand. He had a test in three days, and Father had made it very clear he expected perfect scores. Ríchathaoir had wanted to complain about the difficulty of the subject matter, differential equations were hard, but he knew better than to speak against Father in any way.
His thoughts were drawn to one of the notebooks he had stuffed deep into one of the many drawers in his room. On one of those pages was a secret he knew Father would punish Ríchathaoir severely for, if he ever found out about it. A few days ago Father had been lecturing him in his office, The Office, before suddenly being called away by a servant for work related reasons. In their haste they had forgotten about Ríchathaoir, and on a whim he had decided to snoop around a little. One of the reports had intrigued him, with fancy grown up words like "dissidents" and "suppression" and "liquidation", as well as graphs and numbers which seemed relevant to his current school courses. Knowing full well that dad or one of the servants could come back at any moment he'd quickly copied the texts and numbers over into his notebook so he could study it later in his free time. And so he did.
He hadn't been able to sleep that night despite remembering to take his medicine. The realization of what that report was about after he'd looked up the words and analyzed the texts...
Ríchathaoir clenched his fist, heart beating faster than normal. A stress reaction. Unnecessary and unwanted, he did his best to will it away even thought he knew that wasn't how it worked. Better to just focus on his studies. He switched the pencil over to his left hand and returned to his work, more determined than ever not to anger Father.

Pretty similar to @Adronio's plan, since I think there's a lot of juicy details we could dig into with the combination of a noble child and political opinions not safe to express in the old oligarchy. I just wanted to try making one without the designer child bit. It's a little more balanced at -1 instead of -2, but she's also got less issues without the whole "needs chemical meds to sleep plus other psychological effects" part. Just some long term health issues from living through the war, the nuclear exchange, and collapse afterward. Much more willing to clamp down on problems reported to us though, even if she's still having to deal with years of bottling everything up and not talking herself.

Former pilot that became an ace during the very first war seeing the use of fighter-planes, Marcach eventually transferred over to a command position on his reputation alone. He was a quick learner and ran a tight ship, but failed to make many friends especially with his lack of connections and his unwillingness to 'play the game', which eventually saw him shifted to procurement. He once again made a name for himself after the exchange for actually competently running his little military fiefdom assigned by Galchobhar, even through the absolute worst of times. Refusing to eat larger rations than the ones afforded to the civilians under his command, he almost died when a bioweapon strain ravaged his command while he was slowly starving to death. He barely recovered, but only partially. His reputation for actually going above and beyond for the civilian population during the worst year of Galchobhar has put him as a candidate they'd favour compared to competitors.
A much more modest character, no education or genetic wizbang, but a steady hand. His main funny trait is that he literally flew biplanes back in the day, and almost certainly shot at another plane with his service revolver or equivalent.
