Instead of killing ships you could have her start swatting drones and satellites out of the sky. That would be a threat but not back you into a corner regarding her post-brainwashing concequences.
 
Actually, if I remember correctly, the shots from Photon Cannons CAN bend and curve as necessary. See Vampire and Repulse's first appearance in the manga.
We see it exactly once and water explosion bigger than usual - i think it's some other weapon.

. There's also the anime where Haruna and Kirishima turned their Photon Cannons to ones that fire explosive slugs strong enough to break through Yokusaka's Wall with one or two hits. I'm also sure a railgun is easy enough to replicate with nanomaterial so no, the curvature of the Earth won't stop Kongou from wrecking entire fleets from BVR.

It's probably thanotonium torpedoes, but still resupplying of Fog happens not in form of stream of silver dust.
Case can be made that creation of new missiles are not happening in seconds.

For, shall we say, the integrity of the story, there needs to be blood. It needs to be 'real' and there needs to be consequences, and remorse.

I had forgotten that the anti-abyssal forces are not monolithic which helps.

As others have said, for the purposes of the story, Kongo has an 'I Win!' button she can use anytime she wants. There is nothing in the world that can stop her if she decides to do something.

She just doesn't know what she wants, and everything hurts.

To get her onside, any human government would be wise to give her anything she wanted to get her assistance and smilingly swallow whatever she had done as the price of doing business. War and surgery are two areas where winning is not only everything, but the only thing.

(nods) I'm also of the opinion that some special weapons, the SGC for example, are not configurable out of 'standard' nanomaterial, maybe even needing a fixed physical structure for some components.

On resupply, same with torpedos. Iona had stores of nanomaterial, and if necessary could probably cannibalise less necessary systems but never did that to get extra ammunition. There must be some limit to it.
 
Take note that Corrosive Warheads have Thanatonium, or however you spell it, in them. This is most likely the reason why they can't make more C. Warheads on the fly, but hunks of steel or ordinary explosive missiles should still be in reach.
 
Toothmaker has a bit of a point... Kongo already regrets a *lot* of her recent actions, and in fact is questioning everything about herself.
 
Yeah, but the entire point of the story is that there's already blood, consequences, and remorse. Piling more blood, consequences, and remorse on top of Kongo feels...redundant.
Eh... I disagree. The only thing Kongo has done so far is throwing a tantrum while on port. There were a few scares here and there but nothing major. As far as I know she hasn't shed any blood (not here, nor in canon (that I know of)). The bagagge she's carrying from canon, however, has less to do with death and everything to do with her purpose in life; Kongo's problem here is that she'd like to be more than just a weapon, and being hypnotized and used for death probably won't do much for her self-esteem. It'd be like being blindly following the Admirality Code again.

Kongo killed hundreds while blindly following the Admiralty Code, killed a goodly portion of her supposed allies in the American FoF fleets and nearly killed the person who ended up being more or less her first real friend.

She doesn't need to kill anyone to be filled with regret. She already is.

Regarding the humans, Kongo literally wasn't around to feel guilty about it. Regarding the FoF... I don't remember this happening. Was it the first movie? It's been a while since I saw it. In any case, I would have to ask you then, did any of those ships have MMs? If anyone did, were they attacking Kongo? And if they weren't, what was Kongo's state of mind at the moment? Regarding Iona, we all know that there's no resentment between the two of them.

And all of that doesn't matter, anyway, because so far Kongo has shown no signs of feeling guilty about any of it. If Kongo has a problem, it certainly isn't about killing someone in the past.

It was from the Anime, Kongou snapped while imprisoned by I-400 and I-401, absorbed a couple other FoF ships and became something vaguely death-star like and upon finding Blue Steel as they were staring down the American Fleet, quite a few of which were Battleships so they probably had Mental Models (the anime hasn't shown any american mental models yet), fired a SGC that could apparently turn and obliterating them.

Mental state? Mind-numbing and thought obliterating *rage*. She was *pissed*.

And even before they had Mental Models, they still remember what happened. She wasn't tall blonde and purple but she does remember what happened.

And yea, there's no bad blood... anymore. Iona's the one who basically Therapy-No-Jutsu'd Kongo back into sanity, and in fact the frame of mind she was in when she found our little portal.
