Tech level. What is the average tech level of the Nortrain military? I'm not talking about the elite Vanguard or the stationary machine guns they have, what kind of weapons are being used by the bog-standard Nortrain soldier? Are firearms common or are they something given only to veteran/elite units? If they are rare, can we gain enough production ability to supply them with guns? Can we go even further? How far can we go with the System? 21st century? GAOT? Further?
Basic doctrine and equipment for Nortrain has a front line squad being a mix of half swords, half spears. Spear Soldiers keep the enemy at a distance, pin in targets, attempt to lock an enemy in place with their weapons and body weight while Sword Soldiers act as the finishing blow for those the spear wielders pin as well as acting as primary combatants. Squad commanders are armed with stub weaponry, or reserved for elite forces and even then they are used rather sparingly.
When it comes to production ability for pretty much anything everything depends on the size of your Holding(s), the number of subjects, and whatever you all choose to construct. You can get a glimpse of the difference the System can provide in the Farmland comparison to non-System farm plots, almost able to fit three Farmland in the space of one conventional real world plot meaning (roughly) triple the output. As for how far the System can take you tech wise that is entirely a mystery at the moment though revealed details have stated it at the least can reach the Industrial Revolution's era of tech.
Completing Ambitions will grant rewards all it's own, separate from those earned from completing Milestones, and the size of that reward also scales with how early you lock into it since going from running a small farm to essentially taking the Emperor's space upon the Golden Throne is a far more remarkable overall achievement than going from King of a sector spanning empire to sitting upon that same Throne. You can do it piecemeal with smaller, scaling Ambitions to obtain those final completion gains if you want as well, either path has it's pros and cons.Nope. Word of QM is that taking a big ambition gives quests and rewards proportional to what can do. That's it.
Ultimately I'm seeing this ambition mechanic as a QM way of saying "What do you want to do?" It's a tool to keep us from turtling and doing nothing interesting, and eventually killing the game. Going big right off the bat will let us focus on that and give us an actual ambition our character around, instead of taking baby steps and being lost when we complete our current 'quest.'
Also I'm fairly sure there are ways of changing the ambition if things are needed. Ultimately this mechanic is simply a way of stating what we want and rewarding us for working towards it. It's a way to prevent stagnation.
To be honest I'm fairly sure we're going to go down the 'saint' route anyway. It's how we're going already and how people tend to vote towards. Might as well codify it.
When it comes to changing ambitions there are essentially two ways to do that, you either complete an Ambition or you can fail to accomplish an Ambition which will bring about some degree of penalties. Furthermore, Salvation and Tyranny are not mutually exclusive. You can build both and walk a more middle of the road line if you want and they will both bring their own benefits or maluses into play as they grow.
As a side note: You are right in that the Ambition feature is meant to reward players for following plans they lay out, but it isn't really meant to prevent stagnation or specifically aim you in a direction. Merely rewarding following a path you've already set out for yourselves as I pretty much always intended for this game to be pretty free form when it comes to player choice, I'm just enjoying writing the story you all want to try and tell.
Events will still occur in the galaxy at large, but I would still find it pretty enjoyable if you all decided that the space hulk was as far as you wanted to go and spent the rest of the game turning it into some strange paradise in the middle of nowhere. I just create the world from the lore I know with a few twists here and there, at the end of the day what you all make of it is up to your choices.
