Dwarf!Lychinus would lead to all sorts of hilarity. I mean, have you ever seen a bearded techpriest? neither has he.
And in typical Lychinus fashion he will replace the organic beard with a veritable forest of fine mechadendrites. Easy to care for, gives him a wonderful set of fine manipulators and anyone that gets into close combat will be in for a very nasty surprise.
 
[]An outpost of sanity: You'll get them to sign over some planet in nowhere. The Undying is nice, but it just doesn't have the space for proper research or production facilities. Why go hunting for ancient junk, if you can probably come up with something better on your own. Eventually.

I have been thinking about doing a spin-off quest where Lychinus gets dropped/reincarnated in Warhammer Fantasy. That would be a very similar experience.

I would read the hell out of that. I'd rather see that one than the "Lychinius starts his forgeworld" one... especially if you dropped him in generally hostile territory first.

The paranoia and (potential on his part) backstabbing fits. The biggest difference is that Lychinus actually believes in the notion of quality construction and proper equipment design.

Seriously the average Skaven technology makes Ork gear look mastercrafted. Sure it technically works (about 50% of the time) but has a similar chance of targeting your own troops instead of the enemy and is always in danger of simply going 'boom' for no reason.

Well, yeah, but more to the point is that it exists at all. Lychinus scavenger works better when he has existing tech to scavenge. That basically means dwarves, dark dwarves, or skaven. The dark dwarven stuff is all pretty badly Chaos-tainted (they tend to run their tech on bound demons) with the associated issues. The standard dwarven stuff actually *is* pretty well-built, but it progresses *slow*, and if he was a dwarf himself, he'd fit in a bit too well (unless he was in one of the lost holds, I suppose. That could work too.) The Skaven stuff is the most advanced, and also the least well-built, which means that there's all sorts of stuff that can be broken down for potentially useful materials, with no temptation to use it as-is.
