For starters, I'm aware this build is not optimized and that will lose supporters, but let me explain myself.

The whole idea I'm going for is a general coming into a land expecting to be fighting a war. While this is true, we'll also run into the problems as acting as essentially governor of Germanic-Accadia and part of our characters development will be to go from military commander to leader.

What's more, since we are so focused on one set of stats, we'll have more linear choices to make, or have to creatively think our ways around problems. I also picked popular because I like my War hero's.

I don't care about the name and will defer to the most popular choice.

To make a push for the The Economy, we are going to likely be Governer General of German Arcadia, and so the most important thing for us is to make the New World profitable to invest in, if it's profitable for Germany then we will likely get more resources directed towards us, more resources means more soldiers, meaning more profits, more land, and more settlers, and should create a virtuous cycle once we get it started, therefore...

This should be the best plan long term for German Arcadia

Yes it's specialized, but I think it it's lacking combat skills should be possible to mitigate by finding good Officers, which should be semi easy in Prussia, and should be made easier by getting more money to play around with from our skills

Second choice is my other plan, the true military man pick, the power of our soldiers should allow us to conquer a lot of land, giving us a lot of prestige, which combined with Famous, should give us a large ability to get more resources when we need them, and Conquer faster if we need to

Mine is fairly simple, it leaves our stats fairly balanced with 1's in every category except Politics which has 2. I choose Conservative leaning since it'd make more sense since this character I have planned is a noble and because why not and Explorer so we can find resources and hopefully find goodies in ruins

I quite like this plan, so I'm going with it. I had only one issue with this plan as I would have liked to go Conservative, but it's fine.

A very shameless and even less min-maxxing take on @Weirdo's second plan, with a desire to put a pickelhaube on every elf/dwarf/lizardperson willing to serve the Kaiser. Glory and results can totally cover our not-noble birth, an awesome military can totally compensate for our lack of economics, and friendlier locals can totally mitigate middling logistics! This is not the best, or even the most optimal choice, but it is a Preußisch choice.
