So this girl, she is an Espada now. I guess that makes her like equal in strength to somewhere between a captain or a lieutenant

There's a funny thing. The shinigami have never encounter an arrancar before.

That ignoring people talking to them? It's like the canon Rukia meet all over again. Is Cirucci's reiatsu signature too different from a normal hollow's that she could walk up to them and mingle without them noticing? This is both hilarious and terrifying at the same time.
 
I bet Ichigo's spirit pressure is masking Cirucci's, as often happens around Ichigo.
