From my understanding, even if people realize that Isshin basically deserted, if they want to do anything about it, that would require confronting a captain level combatant.
So, the weirdness that is white zangetsu. He's like that because of something to do with Ichigo's mom? Who was a quincy? Which is why there was that old man Zangetsu in canon on top of white Zangetsu?
My real question is why Ichigo has a hollow part to him tbh. Or why it fused and made white Zangestu in the first place? I am horribly confused.

As far as I remember, Aizen made White to try and Hollowify Isshin or something along those lines, but Masaki stepped in and the Hollow ended up going after her instead. Because she was a Quincy, rather than Hollowifying, she just started dying, so Urahara worked things out so that Isshin would give up his Shinigami powers to create a seal seperating her Quincyness and the Hollow's Hollowness.
The Hollow gets passed on to Ichigo when he was born, and I think fuses with his Shinigami powers? Or maybe Old Man Zengetsu and Hollow Zangetsu were both expressions of his Shinigami powers reflecting the Hollow and Quincy parts. Either way, I'm fairly certain that once Ichigo unlocked his own abilities rather than borrowing Rukia's, Isshin got his powers back because they weren't needed to keep the Hollow in line anymore.

Masaki got infected by White. When Ichigo was born either White, or some of his power, latched onto Ichigo's nascent Shinigami powers. This resulted in Zangetsu having hollow powers. Old man Zangetsu is actually the manifestation of Ichigo's Quincy powers (which is probably only a thing because he has an Inner World unlike -- I assume -- other Quincies) and suppressed his true Zanpakuto, because he's kinda a dick like that (he is based on Yhwach, after all).
It's all horribly convoluted; but hey, that's Bleach!
