The only time? Ichigo can't have distractions (random events, trucks, strong emotions) without combat? That seems, well a weird idea about what a distraction is.

There's another point I need to make here about Shikai in general.
How common is it for shikai to be fully controllable upon the first release, because let's actually think about it. Between the shinigami's own reiatsu and self-control, the zanpakutou's spirit, and the shikai's own abilities can we actually say that Ichigo would be an odd one, aside from achieving Shikai in the Academy?
Canonically, Zangetsu's sole ability was to gather reiatsu on its cutting edge with each swing, so if that's still true here, could it be that the sword would sometimes have way too much reiatsu within its blade to be discharged safely and then sealed? Especially when proximity to the reiatsu generator that is Ichigo?

I mean, normally, a shikai would be achieved when a shinigami is in a Division, and then would work on it until they are ready to try to gain a seated position. So in that case, it would be perfect sense why control of a shikai means one is ready to be a seated officer.
They just gloss over the awkward training period before that moment.

Nah, my actal argument to keeping it sealed is not about the possible problems with control, it's just I found distraction can be only combat a strange statement.
I think we should keep him sealed for now, because bucking some trends in an organization we want a favor from might not be a good idea. Being the Hitsugaya style genius is a useful reputation to get a posting in Karakura. Being the Kenpachi style is a bit counter-intuitive. It could work, but not the road I would prefer.
"Hmmn? What are you talking about? Yeah, that's my zanpakutou. Huh? Shikai? Dude, what do I look like, a Shounen Manga protagonist?"

Where are you getting this from? the update specifically mentions he is actively resisting being in an unreleased state and wants to be in Shikai all the time.
This combined with what Yachiru told us about him being prideful is a pretty big indicator he doesn't care about being hidden or waiting for a worthy foe and just wants to be big all the time.

It might be that Zangetsu actually prefers to be in sealed form, but can't because his XXL package Reiatsu is simply too large to be contained.
Now I don't believe this is the case (hence my vote), but it is a valid reading of the events.

We also don't have in character information that Ichigo would be considered trouble for this. In fact given how he heard from Yachiru he has reason to think otherwise given that he doesn't know Yachiru's well earned reputation

Seeing a bit of paranoia here it makes sense to a degree but I'm not feeling it. I like the idea of potential control gains so I'm voting for that. Imagine if Ichi could actually use his tremendous power. For the other half of this a nonchalant "Yeah I got it...so what?" appeals to me but Ichi being that open doesn't really fit my image of him. *Shrug*

I 'm amused by how many people are confused by released vs unreleased
I don't see a reason to keep it sealed, just because we're 'king' doesn't mean we need to be a tyrant. Furthermore, basing it off of meta knowledge, like say, trying to keep it from Aizen, sucks.
Edit: And saying that teachers will think that we're being incapable of controlling him seems like typical quest paranoia. Ichigo could seal him for a second to show that he can.
I think this is the fastest way to get to Karin and Yuzu and that's what the character we're playing wants.
