Unreleased Zangetsu isn't actually small.So outside of letting everyone know that we have Shikai years earlier than most people ever get it, does keeping it permanently released actually make a difference to Zangetsu? It being a smaller sword just sounds easier in many ways, but I don't know enough about Bleach to know how significant this is.

And yet kings have been overthrown by those they control. Or to put it another way, in my culture, there's a saying, "Kgosi ke Kgosi ka batho." Or translated, "A King is King through his people." Zangetsu acknowledges us as King, we don't need to further drive the point home.This keeps us as "king" in the relationship the whole point of being in control.

Yes, but the issue with being unable to control your sword is a big strike against a mortal world assignment for the very same reason. Swords can be quirky, but you're supposed to manage these things...or you stay in Soul Society where your lack of management wont hurt anything.Explaining that our Zanpakutou is crazy willful is enough of an explanation for the teachers, as they should have achieved shikai and got to know their swords' quirks.
But we can manage it. If it ever comes as a problem, we can just seal Zangetsu to prove we can manage it. Wasn't it said that's it's considered extremely poor manners to leave ones sword in it's shikai state as it indicates that you are constantly expecting and looking for a fight?

Fucking Zaraki knew madarame had achieved bankai well before he first released it. This indicates that anyone worth a damn would already know.

Why is this in any way important or necessary? The only time we'd be distracted is in combat, at which point there's no problem with going Shikai.It means going around constantly under control even when distracted
