Well, a hundred grams of material was worth 10 EP back in the main quest but it's a little different here in this quest. It's easier to make stuff than it is to convert stuff. Energy conversion is the same both ways but material conversion is a lot more iffy.

alright so convert ship metal to EP is viable great.

hmmm so 1EP per minute by conversion we need 400 more EP to unlock shadow minions so how about this,

at most should take 400 min or 6 hours 40 min to unlock shadow minions without attracting any attention

What happened to the shadows that came with him through the portal? Are we unable to order them to collect energy until we unlock the ability to summoning them?.

So it's 10 minutes for less than 10EP... let's assume 8 for now.
So it'll take more than 400 min, about 480 min, so 8 hours. That's more than an afternoon. Imagine how bored Jacob will be!
2 men worth of Life Energy got us 100 EP. 8 people necessary to get your quota.
(EDIT2: there's 500 LE in a human being, 500 LE = 50 EP)

Of course, there's the problem of attracting attention.
If someone catches us in the act (and gets away from the scene), we'll be outed as a villain who can drain people's energy.
That'll be a blow against our neutral reputation, but heroes are too busy to give a proper damn anyway, and villains don't mind. (outside of the gang we targeted...)
Outside of being caught, local villain population will eventually find out that it's members are mysteriously vanishing.
It will make them vary in general, but they'll first consider either heroes or other groups.
But by the time that happens, we'll have a swarm of emotion-draining Shadows and won't have to stay in Brockton Bay anyway.

Also- hiding isn't going to make us invisible. I mean, we were minding our business, and then BLAM! Oni Lee in your face!
Hiding and trying to be unnoticed will just bring excitement to our doorstep.

So, needless to say, I vote for draining thugs.

I think converting matter to EP, is a really boring way to go about it. I mean yes, keeping a low profile is important but this is ridiculous.

only until we unlock shadows and have them provide a passive income from stealth draining prisoners in jail so we don't have to do it ourselves.

This way we can level up our draining to either drain at a distance or drain negativity. Either of which gives us less attention that disappearing people in broad daylight. We probably want to wait for nightfall to send our shadows into the prison anyway, or have them roam about draining gangsters.

    [X] Buy a map of the city and take a walk around as much of the city as you can doing both a) draining negativity from the air for more EP and b) marking down which gang had control of a particular area.

Except we have 8 of them already- 4 Shadows and 4 Denizens...
We probably should send them out tonight when we sleep.
We could even send out pairs of Denizen&Shadow, so that the smarter one can order the dumber one around.
Give a few orders like: "draw energy until a person starts to notice" "avoid brightly lit places and crowds" "if detected, escape and don't come back to me until you are sure there is no one following you".
...
I think we should leave one pair with us, so that they could warn us about any intruders.

What about water? Can we convert water into Ebon Energy? Probably not that much but it's something and there is an endless supply of it.

I'd say that this was dumb, then I remembered that there actually is an endless amount of it, because of the guy busy making more of it down in the trenches in a sneaky attempt to flood the planet.

We are looking at converting 4000g to 4800g. There will be no shortage of material at the rate we are converting; if we get desperate there is always water, trash, and dirt.
