Gideon has not been mentioned even once before this update for example. Not even the people who knew about the adventure book bothered mentioning him at all even if it was potentially relevant. I'm not diminishing your concerns, spoilers are spoilers, but… The line on what does and doesn't mean anything is not exactly as clear cut as you're trying to make it out to be. Whether from you or higher up, there's a lack of framework to support what you're asking for. Stealth doesn't matter so much here. We'd be going out the back and running away, not really sneaking out, so we'd be entering a chase scene and using Athletics. Which is also at 26...Markus has Stealth 26, so I don't think we can reliably get out of here without being spotted fleeing from a murder scene.
His Intimidate is indeed very strong*, but I don't think he'll be using it here. He'll be leaning on authority and evidence to turn the watch to his side, so Leadership is what I think he'll use. He's decent at it with Leadership 51, though noble status won't apply since Inquisitors and Watchmen are both Silver tier Careers. We'll need to rely on the evidence to boost our odds, and of course we'll need some luck.We gave Markus Law 40 for a reason, and he is a pretty intimidating (61!) man so I think he has a better chance of getting the Watch to go along with him by using the law and his status as a templar and noble to get them off his back.

God damn, I just looked it up and Witch Hunters don't get Athletics at any level in their career. Watchmen, meanwhile, get it at level 1.

I'd agree that gunmanship's the better investment (as well as fighting and socialling our way out of problems). Being good at agility-based stuff just isn't in the cards for poor Markus. Better leave the job of chasing after perps to other party members. Max is actually well suited for it - Protagonists get Agility and Athletics at level 1.Huh, wonder if we should invest into Athletics if we get the opportunity. Though, since we move with someone else at all times, we'd want them to have Athletics to keep up with Markus during the escape and since we don't handle how our party members develop their skills, it doesn't seem worth it. Even when we can use it to chase someone down, using our gun and upgrading the skill associated with it is probably a better investment.
