Looking back I would definitely say that the choices we made in the first two votes really defined the tone of this quest.
 
Sea cow would also be good because it is an aquatic mammal something I don't think Henry has worked on yet so some difficulties for him to figure out and USSR is less likely to hold a huge event for us so more work for him it's a win-win for Henry I believe.

If anything in this era they might hold more of an event that the US. The cow is kinda a nothing burger for both sides, not especially prominent like the pidgeon. And as the USSR is currently crumbling, they might very well try to be very flashy with it to show off y'know?

That Irwin fellow was especially gifted in dealing with the animals. Maybe you could entice him to come work for you? You honestly did wonder what he'd think of the dinosaurs. But he spoke so much about his parent's zoo with such an honest joy that you doubted you'd ever be able to
"Ah, Mr. Hammond. Good t'see ya!" Steve flashed you a smile, one that you couldn't help but return. You remember him lamenting once about the finances of his parent's zoo and how the honor of being one of the facilities chosen to house the new Thylacines had been a major shot in the arm. Maybe you could put some money behind that as well? Something to send to your people in PR at least. Having a partnership with a well-respected zoo could do wonders for your parks.
Love Steve Irwin being present, and even if he wants to focus on his family's zoo, which is totally understandable, I'm sure he will love to do interactions with dinosaurs and other revived creatures for his show down the line.

As is, I have no doubt he will become the 'momma' for a whole new generation of Australian tigers.

Seriously what the hell is Russia going to give us that is worth snubbing the US on this matter? Any fossils that are in the permafrost we can just buy after Russia goes oligarchic or during the collapse. The USSR is not worth saving, it's a failed state in pretty much every conceivable standard, and even if it was this project would do nothing notable for that. Its a political snub to the US that is all, its nothing more than a nothing burger.

You gotta go with the Soviet sea cow. I don't think this will really be a serious snub to America by this point. The Cold War is over. The Berlin Wall's been torn down. Germany's negotiating re-unification. Soviet puppet regimes have collapsed and been voted out of power. This is bit of flashy feel good PR before the whole Union gets dissolved by Yeltsin's clique of nationalists and oligarchs.

So that sea cow habitat will probably be sold off to an oligarch.... That'd actually hurt Henry a bit if his work becomes undone.

The upside though is the Soviets might give us some cool shit for free as payment. Maybe we'll get a submarine or something. We can potentially poach Soviet scientists looking for work afterwards. The amount of people with masters and doctorates in the Soviet Union is very high, setting up that pipeline to grab a bunch of suddenly out of a job researchers and newly graduated students is huge.
