As the voting is starting to narrow down to a knife-fight between the four leading options, this feels like a good time to throw in my thoughts about our long-term goals and how this vote should play into them.

Basically, I see this opportunity just as an another stepping stone in developing humanity's psionic and technological potential, hopefully in a way that favors Britannia and us. And while China currently lacks any true existing education or infrastructure, like I've said before? Getting the Geass Directorate involved through the Taklamakan Desert's Though Elevator could be a way to change that.

If we take the Stewardship position, yes, we would have a great amount of power and resources at our hand. But it will eat up our time into commitments that are not about developing psionics or psionic technology. Even with the psionics foundation in this scenario, we would almost certainly be managing to accomplish less than if we just focused narrowly on one thing to which we have unique advantages to.

And I mean unique. There is no one else, as far as we know, who has access to the knowledge base and the talent Lelouch has when it comes to psionic alchemy, as well as the blueprints and princibles of psionic technology of the ancients. Playing industrial development in the Chinese Federation wouldn't be useless for our goals, but someone else can do it. Even if the results almost certainly wouldn't be as if Lelouch would do it.

Psionics development, however? Even the Directorate doesn't have what Lelouch has, and here we have a blank slate to draw upon if we play our cards right.

...And besides, I find the idea of Lelouch inadvertently spreading his cult further funny. I can see him just trying to demonstrate psionics and explain how they work to his new underlings, and them starting to worship as a god-in-flesh. Maybe with a little bit of nudge from Crowley.

Or better yet, Lihua being exposed to Kenshin. I can already taste Lelouch's horror if Lihua asks to meet his top scientist working on psionic technology.

We can only pick four, one option would have to go.

How? The Geass Directorate is a Britannian based secret society. The Taklamakan Desert Thought Elevator will be under their control and not under Chinese. And they don't have unlimited resources so any "help" will be just to secure their work. There is also the fact that both the Directorate and OSI heads (VV and CC) need to agree to give permission to reveal the state psionic secrets. And the Britannian Prime Minister (Schneizel) wasn't on the approved list. I doubt we can get Lihua approved without a lot of work and can't just ignore it now that we know the facts are a state secret.

The Taklamatan desert option is basically a favor to Charles/Britannia to soften the blow if we fail in our stated goal (marriage). It won't give any direct advantages to China or us. Maybe a small favor owed if we don't need it to soften the blow.

And developing a Chinese Directorate equivalent that you seem to thinking about? We will need to pour our own actions and resources heavily or pray for crit after crit (like when we developed our own intelligence agency that can match OSI in our region). Most seem to think that the effect of Stewardship where a large amount of resources and AP being tied to larger amount of projects won't be felt in Piety. At this point China will be damaged after a civil war (that is still ongoing). There is also a global economic crisis. Combine that with us most likely going into a blank slate ministry then we will need to spend our own limited Piety, Learning and Stewardship actions to build what we are developing in Caledonia in China. And we will most likely need to invest our own private funds on top of what Lihua can give us. So less funds for taking over Australia (hiring mercenaries out of our pocket) and other projects.

On the other hand for example the plan A Better China will give us an extra Learning action for our own use (from the Psionic Recruitment & Research Foundation on Chinese Soil). We will get materials for our alchemy when we complete the project in Caledonia. And most importantly as a Stewardship advisor we will be able to first help rebuild China which will after the rebuilding period give us a stable country close to our planned Australia fief (which contains a large psionic society which we have a chance to take over). A Stewardship advisor can also help solve the global economic crisis. That means other countries will be able to work on a space program again which we pushed for. The extra resources from Stewardship and mining rights can help us develop Australia or build other large projects. Basically with more funds we can build bigger projects by hiring sub contractors (like we hired mercenaries with the Indonesian sakuradite using Stadfeld contacts).

If we are in a position of power relating to psionics in the Federation and with Lelouch already in the know after having found out and figured about most of the things by himself? And a treaty for non-aggression/defense going into effect between the Federation and Britannia? And Lelouch being married to Lihua to further cement things? Well, then cooperation and slowly testing waters with revealing things to Lihua should become much more palatable. Might require work, as you say, but I think it is something we should work towards due to its merits.

The Taklamakan Desert / Minor Favours for Charles, when taken together with Second Husband and Piety Administration? While I also thought that there was maybe a bit too much overlap there at first, it comes down to the fact that by keeping our goal tightly narrowed down we become more likely to accomplish the most important things and benefit from Lihua who has a more agreeable relationship with Lelouch.

Just because we squeeze Lihua dry in the negotiations due to Lelouch's accomplishements doesn't mean we should, after all.

Besides, it has been already confirmed by Slayer that the combo of Second Husband + Piety Administration brings a good combination of benefits to the table if we want to focus on developing psionic technology:
@Slayer Anderson A question about my plan: I'm thinking that asking for be the Second Husband and a seat in Piety/Psionics Administration would give us hopefully the most optimal combo of political freedom, protection, resources and time to work towards our own research. Are you willing to give a rough estimate how true this would be based on what Lelouch knows?

That protection is also quite important, as I think that a certain anti-psionic faction would have a much higher threshold for going after Lelouch if he is the Second Husband to Lihua (as well as in her administration). Especially as they should have currently even less room the maneuver with how much noice they have made with the failed assassination attempt at Charles, I assume.
If your aim/goal fits those parameters, it's a good set of things to go for.

IE: If you want to focus on tech advancement and minimizing further political commitments while still getting a position to further your prior goals... yeah, that's pretty good.

That's all I'll say.
On the economic side of things, again, producing sakuradite. Just developing that technology to mass-production would do way more than what we could realistically do in the Stewardship position, at least in the long-term. Can't develop an industry around it if the technology doesn't exist in a mature form first. So the faster we can accomplish that, the faster we can benefit from the true paradigm shift it would bring.

Also, I would like to remind that taking a spot in Lihua's government in Piety Administration wouldn't be (as far as I've understood) only about the development of psionics and psionic technology. It would also be a chance to mould the Federation into psionics-friendly faction. Currently, how it handles things relating to psychic individuals seems to be... variable. Different member states doing things in different ways. So guiding things towards a more psionics-positive view on things will have an impact globally due to the sheer population size.

I hope one of the Plans with the desert research will win, not only for further favour with Charles, but also because we just meet our new favourite uncle Victor, do we really want to disappoint him already and not get him his thought elevator he wanted as a late Christmas/birthday present?

Also having his and Charles favour probably will help in case we have to somehow get Kallen and her family out of Japan.

Look, I just. I just really don't want to have to deal with the intense level of effort marrying the Empress and the major political challenges that will end up happening as a result. I get why people want to, I can even see how it is the correct move.

I just don't want to deal with that between everything else we have going on.

This is an entire separate pool of AP that does not count into our usual turn actions and we have a source of actions related to piety in the form of absorbing New heaven soon, one likely far more developed than the Chinese Hearland's. There is also the matter of not being prepared to move our operations to mainland China and the Lesser security available to us.

Most importantly, developing and integrating Psionic industry and tech while under the restraints or a foreign and slightly archaic society and it's not quite in the know Monarch is likely to be far more complex than doing it in australia where Lelouch can shape things how he likes and build the rest of his government around it rather than the other way around as things would be in China.

Let's use China as the position of authority on finance and trade in the Pacific Ocean that we can use to encourage the growth of our personal psionic empire in Australia rather than ending up juggling two very different psionic systems on seperate landmasses. I know what I want to do with Psionics there, and what I want to do in China with stewardship. I'm not even sure what about our Psionics we could even begin to apply at this stage to the CF, assuming the first few turns aren't us getting basic facilities up and establish a talent pool to recruit from because it's bare bones.

In addition, Stewardship position will have us accomplishing more to aid Lihua in war recovery and ensuring the prosperity of her people, both of which are very important to her, easing the way to her trust and greater freedoms in how we direct the AP we are being given. Setting up a Modern Nation in Australia is going to be Civilian Infrastructure and Industry intensive. We'll reach space much faster with an extra stewardship or two too put towards getting the necessary industry in place.

I'll admit if we end up marrying Lihua I hope we get an Carine and Constantine omake with them reacting to it. Due to us possibly throwing an battleship sized wrench into their plans.

One battleship sized wrench? I think we have thrown far more wrenches of that size into their (and probably Guineveres) plans already. From our new fame from the Indonesian and Tugrunska conferences to us completly stopping their plan to discredit us, we already were accidentally throwing wrenches at them.
