Holding an election while we are unable to guarantee its legitimacy is a recipe for disaster, especially when we consider that claiming that the other side 'stole' the election is practically an American tradition.

I think waiting until we've eliminated the last confederate army on the field is a justified reason why we'd delay the election.

I don't really want Texas voting anyway until we drop the hammer of reconstruction on them but that's a bit too far away.
 
I think Arcanist has a point, getting Congress on the band wagon for a stronger reconstruction could be very useful in the long term.
