think every dice should be focused on the vampires
Pretty sure this is the exact sort of thing which caused the events to have this outcome, rather than something potentially less devastating. Now, mind you, I'm not saying ignore them or even have them at 'average' priority. But I think care must be taken to ensure that other things don't get ignored in favour of smashing in the faces of the Vampires lest we beat the Vampires only to find that the
next crisis appeared due to things we'd been ignoring as 'we can deal with this after the Vampires are beaten up' not staying stationary. Above and beyond what repercussions the Negation Crisis might have for worsening their underlying conditions...
For an example, my thoughts for UNEEF would be:

I'd prefer putting one dice on one of the Project Lovelock options, likely moving over the Monitoring Office one, but due to the Negation Crisis I'd very much prefer to get Project Riposte complete whilst also ensuring work to stave off the oceanic collapse that Project Cambrian is dealing with gets started. Before one of the Vampires goes 'fuck this' as they are losing and unleashes ecoweapons. So instead there's this where we make a fair amount of progress towards completing Project Riposte and get started on Project Cambrian.
Meanwhile UNHCR would
probably be:

--[X] The Bella Ciao Initiative (0/300) 1 Dice
--[X] Build the Rest Stops (0/250) 1 Dice
Why? Because we want one of the two Major Crisis Projects done ASAP. But we don't want to ignore the other, and whilst I'd
prefer The Bella Ciao Initiative to be the one focused on due to the permanent bonus it gives, the fact it takes one hundred more Progress to complete deters me at this point. As for Build the Rest Stops, this ensures that we keep ticking away at helping the Neo-nomads but is actually an
extremely important action militarily speaking. Because that action? It specifically calls out that it improves our general logistical capability, particularly those away from the megacities we
don't want the fighting to happen in as much as possible. And in Industrial Warfare, Logistics is God.
Having said all this, some of the dice placements for the above two organisations might be re-arranged a little if I actually made up a full plan which I... I just can't push myself to do right now (who knew screwing yourself over by staying up all night might cause issues?
) but it should be enough to get the idea across. Focus, but don't ignore non-military or crisis activities.
Oh, and having just re-read the two full plans that have been posted already I absolutely didn't take into account that Free Dice were a thing for this plan. This means I
absolutely would change dice placements for at least UNHCR as I think I'd use Free Dice to try and two-turn The Bella Ciao Initiative whilst chipping away at Project Icon, instead of the reverse.
Also should Project Rohirrim replace Project Road Warrior as well, or does it just replace Project Barefoot and help Project Road Warrior
