I'm bad with plans but I think we should focus on the college choice for politics or laws as it'll help bribe the corrupt politicians/law enforcements along with the reputation, agent and business/wealth bonuses to manipulate the political affairs towards our favor.

*Now that I think about it, if it's set in the US which State is Dawn and Dusk City set in...?

Politics or law won't actually help with learning who to bribe both because it doesn't offer that much insight and because direct bribes don't work all that well in the US because they are fairly easily traced.


Edit: influence comes from favors and supporting a useful patsy's election campagin.

Medical college will be more difficult to study, but we can quickly get an additional specialty.
Over time, we will be able to create advanced implants, like Otto Octavius.
The agent will help us recruit minions and just a good friend is useful.
Business will give us money.
Reputation will give us the opportunity to interest the military. This is where all comic book stories begin.

Of course, your genius isn't the only asset that you have at your disposal. You have a few other cards in your hand so to say.

Here I'm picturing Leona as an already established leader of a group on her city block. Minions to satisfy that Rule itch. She has them act well behaved so civilians respect her and she gets loyalty and a good Reputation with them.
It's not like her engineering skill came out of nowhere, so she's already built a few things, notably a Supercomputer

I like this mostly because what kind of mad scientist are we if we are forced to do our dirty work ourselves.
