A big problem you are facing is that nobody is suppressing the partisans. The Arbites don't have the manpower to imprison or execute criminals and your troops are sufficient to prevent organised military units from rising up but they don't have the skills or the orders to crack down on the resistance.
So the resistance movement can plan and execute their attacks with no difficulty besides local guards
Yes, you will get tank actions as appropriate. It's just that Alfonix only cared about tanks so his replacement probably won't suggest 3 actions involving them per turn.
Because Colonel de Arsen requires his support in the regiment. The 250th lost 2 veteran senior officers and she relies on Wachs to train your replacements. If you put in Wachs as Colonel he would have dismantled the entire division if you wanted him to, but de Arsen wants to create the best Guard regiment in the galaxy.

Favours are the currency used to smooth interactions between different imperial institutions. They can be used to convince your allies to help you even when there is no immediate benefit for them and are used by them to reward you when you do beneficial actions. They exist on a sliding scale - if you have positive favour with an institution, they will owe you support while negative favour means that you owe them a debt. As the leader of the Imperial Guard, your favour is very reliable and you do not have to care about your debt balance.
Getting favour is a matter of pleasing other institutions. They may decide to reward you with favour when you do an action that pleases them or they may approach you with an offer of favour should you hit a certain goal. Offers from your allies will be displayed at the top of each planning post, telling you the amount of offered favour, the time limit of the offer and the required milestone to finish it. There is no need to accept these offers in your plan. Simply fulfilling the requirement in the allocated time will grant you the promised reward. Favours will also be a potential reward for your Omakes.
To use your favour, you can request support from other institutions in the form of stunts. Stunts are a write-in addition to any vote that boosts the result of that action according to the text of the stunt. You can tag me with all of your stunt ideas and I will tell you whether that stunt is possible and how many favours it will cost. Some people will also be open to sell you goods in exchange for favour, chief amongst them the forge worlds.

You can assume that you have access to all equipment a generic high ranking imperial officer has, but no unique relics. I am leaving your specific loadout vague, if someone wants to write an omake they are free to establish any equipment you want.

You are trained in all the competencies of a normal soldier and have some education in dueling, but your worth as commanding officer vastly exceeds your worth as a personal combatant and OOC that will pretty much never change because i want this quest to be about utilizing large amount of people and all the perils that come with doing that in the setting. For the same reason you will also probably never be able to command Hero units directly and only have options to try directing them.
2. Do we have personal attack gophers command squad and if yes, do they have any special skills or equipment?
You have some veteran soldiers from the 250th. They are good and skilled people and they would give their life for yours, but they are still just normal Guardsmen.

As far as you know it is 824M41. A 13th Black crusade has not happened. Imperial timekeeping and news is notoriously faulty but you would know about such a momentous event.

They are alright. The rebels never managed to reach their location so they are still intact... if an Astropathic Chorus could ever be called intact.
5. Do we have any dedicated Scholastica Psykana (battle psyker) assets?
No

The PDF does not have any combat capable craft. They have in system shuttles to transport goods between the two planets.
The Navy department is has a small detachment of escorts in the system to secure your supply lines and give you some amount of air cover

No. The majority of AdMech presence on the planet are the Enginseers attached to your units.
The Ecclisiarchy in the system never had significant military forces.

Yes, they will usually exist in universe. Wether your forces have them is not guaranteed.

Your Regiment may all have their own unique quirks like having rare weapons/being expert skirmishers/a special hatred of orcs/being led by a genius tactician. They get these either by earning experience doing actions or through Omakes. If someone writes an Omake about a regiment describing a trait it should have then it can retroactively give the regiment that trait.

You know that the majority of your supplies get shipped in by the Administratum. There will actually be an action next turn to get some info about it. Learning about local gear is locked behind that(but its going to be about sourcing civilian stuff locally, theres probably not much more than some lasgun manufactures on the planets)

No abhumans in either your forces or in the system. When you get more regiments there will be write-ins and you can get an abhuman regiments.

Infantry/artillery/penal legion regiments are in the low millions, tank/RR have lower amounts and are usually only deployed in support of infantry/artillery
An IG regiment is pretty much an army.
If you get smaller regiments you will usually combine them under a Brigadier to act as a normal regiment.

- I am introducing three mechanics with this update. Favours have their own mechanics threadmark and represent your political capital with different factions. Going into debt is not a bad thing - if nobody was willing to give out favour then the entire system would collapse and as the political powerhouse you are a few negative favours will support the political ecosystem on the planet and encourage cooperation.
- You can now see your available regiments. These units are not tied up with a task and can be assigned to any action that asks for one. You may dispatch as many units on one action as you want and they will work together to solve the problem. Your infantry is currently all tied up garrisoning their zones. You need to recruit more units to get them available.
- Resistance cell leads have opened up. These leads are brought to your attention by political factions, rebel activities or random chance. You may investigate these leads to get more information about who is behind them. It is possible for multiple leads to be created by a single cell or to have a lead that is not actually created by any cell and just an error by the initial investigators. Once you have any knowledge about the location of a cell you may launch an operation to root it out. Be careful! Just because you roughly know where the cell is doesn't mean that you can automatically defeat them, as Alfonix learned during his Initiative Operation JAGHATAI.

I think that we can start training up grunts without actually needing to contact the higher-ups. The training action doesn't specify "contact PDF" as a prerequisite. It'd probably be more effective if we waited, but our forces are stretched thin enough that we need all the warm bodies we can get. We also probably should do the Munitorum action to figure out our budget. Maybe the Administratum action as well, given they're our paymasters.
The training action is specifically for Nostrega Primus, though. We can train PDF regiments on Nostrega Primus fine, it's already stable and we know everyone. But we don't have an action for Nostrega I, presumably because we don't have contact with the PDF there yet.
Edit: I mean, we can raise a Penal Legion there, presumably because of our contacts with the Arbiters, but that's an Imperial Guard Regiment, not PDF.
...Double Edit: Not that I'm saying we shouldn't be raising PDF Regiments on Nostrega Primus, though. In fact, my own plan will do so, since then we can free up a regiment or two garrisoned there.
Okay, placing this as a separate post because there's a plan here. The basic goals of this plan can be summarized as follows: We need to get our current stuff stable before we can work on stabilizing anything else. We're likely going to be depending on the Arbiters to actually get work done on those leads, so I'm willing to hand them both our available regiments to help them actually get into a position where they can follow those leads for us.
Aside from that, we're working on getting information from the Munitorium so we're not completely blind about our budget, and building up the PDF on Nostrega Primus in the hopes of freeing up some regiments, though we should assume it'll just be a Penal Legion that's freed up.
As for Kanopka, I have him focused entirely on doing a double-action in restoring contact with the Nostrega I PDF, to make sure we get it done this turn. If @NSchwerte says it can't be done, then I'll likely move the second action to opening up the Administratum.
Finally, there's Musil's action... The only reason I chose fortified hard points over the cathedral is that more people like it. That being said, Tamazi mostly just likes it because they're likely to be able to use them once we're gone, while the cathedral is definitely going back to the Ecclisiarchy when we're done. Both probably need to be done eventually, so there isn't really any need to get the fortified hard points done first, I just feel like the earlier we get started on bigger projects, the sooner they get done.

Yes, PDF needs to be raised by PDF officers and leadership. You may be doing pretty much all of the equipping and training but you aren't allowed to raise new regiments yourself. The Imperium is many things, but it is not efficient.
Brigadier General Passaro will decide how to deploy any additional units. You will be able to convince her that she can survive with one IG regiment by using some favour.
