Probably, but didn't that option make it very difficult to bring new people onto Marcella without them getting attacked?
I think this guy is a kind of vampire. Immortal, fearless, makes himself into mist, attacks during the night
I don't think he turned into mist, he just fled through the already present mist?
Maybe not a traditional Vampire, but Redman being some sort of sentient Undead makes the most sense of the available options. There are at least a few sorts which either look like normal Humans or can disguise themselves to fool most people. He could have been in stasis or imprisoned for the past several centuries.

There is also the possibility that they're being told whatever they need to hear to motivate them. With magic and sharpshooter possibly involved, the shitty communication problem can be compounded significantly. One cabal could have several disparate groups working for them, with each wholeheartedly believing they're following someone completely different.

This makes me think an 'Ansefu' might show back up soon, too, miraculously escaped or rescued from his captors.

I'm getting really bad vibes from this situation, and it's making me nervous.

That does sound like a dangerous option.

Though doppelgänger are not exactly common here and illusions would be hard to maintain, unless they actually manage to get his corpse and possess it like they did with Obari.
 
On an unrelated topic.

@DragonParadox , where does Inge's "distant cousin" lives? If he is still alive, Roland's stepdaughter should pay him nine times nine the cost of twelve jugs of fish oil and ten coils of rope. We pay Inge for more than half a year, she surely can afford it. ;)

He lives in the capital (that is why she would not get off the ship initially) and as far as Inge knows he is still alive yeah. As for her oath it should be said that she also promised to become a great mage. Arguably that is the case already, but you will have to talk that over with her IC.

Also, how are Swift Pebble, Runs in Rain, Straight Tail, Green Branch and others are doing? Are otter-kin even with us? Also, I can not find information about them in info posts. Neither character sheets nor even total count of otters.

They are doing fine, mostly keeping out of he fight and below decks when they are not playing translator. I will get to an info post on them... er probably tomorrow, depending on how things go. I have been getting a bit better about not losing myself in a news feed lately at the very least so I think we will be getting back to reliable two update schedule soon though probably not today because I have some background stuff to write up for the quest.

Inge said that she "would grow to be great storm-weaver, make lighting my spear and the wind my shield. And then when I came back in glory I would pay nine times nine whatever contract he made with father."

It's still a work in progress, but she's getting there.

5th level isn't too far away. I'm not sure what spells we will end up selecting for her, but there are a couple good choices that could fulfill her oath sooner rather than later.

DP has already approved Inge being able to learn the 2nd level Elemental Dart spell, and that one can be used to launch electrical darts, which would work for the lightning part of her oath. Windy Escape isn't normally on the Witch spell list, but DP might allow Inge to learn it, since it's a nice thematic fit for her Sea Witch archetype and it would definitely count for the wind serving as her shield. It's also a pretty good 1st level defense spell, which would be great for Inge to know.

Unfortunately, there are not really many suitable wind-related defensive spells in general, and none that are on the regular 1st-3rd level Witch spell list. Cloak of Winds is a 3rd level spell that DP might also rule is available to a Sea Witch, but it's fairly niche for what would be one of her very limited 3rd level spells (she only learns one without using Epic feats to expand her selection).

I'm not in a hurry for her to rush to fulfill the oath, though. Thinking about it, I believe I would prefer she learn Spectral Hand as her next 2nd level spell. There are several good spells that require a Touch Attack, and being able to deliver them at range would be really helpful, especially for Inge who doesn't have any business in close combat. Better yet, she could use Spectral Hand in combination with her Healing Hex to quickly and easily heal people without having to go them or them having to come to her.

There are several good 1st level Touch-range spells she could learn to use in conjunction with Spectral Hand. Frostbite only does Nonlethal damage, which sucks, but it also inflicts the Fatigued condition without a saving throw. The effect from Touch of Blindness only lasts one round, but sometimes one round is all you need to win a fight. Chill Touch is probably my favorite of the three; 1d6 damage is not a lot, but it also inflicts 1 point of Strength damage on a failed saving throw, and it has the added effect of being able to cause Undead to panic, giving it more versatility. All three of these spells also benefit from being able to be used multiple times (equal to caster level) each time they're cast, so Inge could get a lot of mileage out of any one of them.
