But one thing to say:

Kings Landing is not the most populated city in Westeros.

Old town is.
 
And if/when you start expanding across the Blackwater, improve the quality of life in the city, the port and trade, etc., that population will climb quickly.

Not to mention the growth that comes once you start instituting a larger government than 'King and Council', and hey, so long as we're expanding, why not construct a new centre of learning and knowledge for the Citadel, like the way the Sept of Baelor was a gesture to the Faith? (we can really trump Oldtown, and the Reach at large, at their own game)

But Oldtown has given its Location, One, Two million people.
True and there is also the great benefit of not being sacked in over 300 years, have people who actually give a shit about the cities wellbeing, and otherwise being fucking badasses who really hate the fuck out of the Tyrells.

yes the Hightowers hate the Tyrells so much, they make Oldtown the best city in the REach to spite them.

Lets put this into words that I will say for Viserys:

"Why does everyone want to live in this shithole?"

"Lets see, education opportunity, job opportunity in highly desirable occupations that have a future for themselves and their families, there is a brilliant and otherwise booming food economy, the port is always looking for more sailors... Need I go on?" Dany stated.

"It's still a shithole."

The problem with Kings Landing is simple. It's too big to properly govern. We have 7 kingdoms to run, and the city itself has overgrown the original purpose.

We might need a mayor of Kings Landing soon just to give more actions.

...I mean, we could really tempt fate by spitting in its eye, and establish the position "Prince of the City", have that be the role of the heir apparent and make Dragonstone the seat for who-or-whomever is after them? Sort of an "up to bat/on deck/in the hole" situation. Or make Dragonstone the family retreat in place of Summerhall. There's options for days.

...I mean, I was all for keeping the doom chair. I like the doom chair.

But yeah, it's always good to have things connect and tip other dominoes down the line, even if we don't see the results for 2 turns or 20. It's my preferred way of DMing, and it feels more grounded in worldbuilding.
I wouldn´t say that Dragonstone is such a great place to make a Family retreat... It is small, cramped, arid, and not especially comfortable...
On the other hand, we have money, dragons, relatives who ride them, and coin; all of which can help fix a lot of those things.
 
But it is very magical.

I am not saying that it is not an interesting place which can give us lots of benefits...

I am just saying that if we want to go on vacations with our family there are plenty of better places than this one.

Hell, I worked with @Cyberphilosipher for a hot minute for just some ideas that he had for another quest that he tried but never really got around to finishing.

Like a really good idea, Consequences for an Alexander the Great Destroying the Mongols... That sort of thing.

Well, Dany was always sassy, but I suppose that spending several months living among the Sand Snakes has put her sass into Obi Wan´s level.

That is why I want to put Davos in that position, he is a native to Kings Landing, and he knows well the worst aspects of the city because he has had to suffer them... So I am guessing that he will be very motivated to try and fix them if we give him power.

Say what you want about the court of Viserys the third: but there are two things that are needed to survive it. Competence and a sense of humor.

Ned and Stannis are the token straight men who's reactions are there to make things funnier.

And let's be honest when things aren't serious, expect it to be a palace of wit and rhetoric.

He's got his own problems to deal with, and I dont think that he wishes to leave his home again for an extended period of time when he wishes to be a better father to his sons, then the distant one he became in the last two years.

Lord Davos needs to make up for lost time, and he isn't shipping his family back to Kings Landing any time soon.

Understandable, even if it is a shame losing the best man for the job... I thought that since he was available for the position of commander of the Glodcloacks, he would also be an option to become the Mayor/Burgomaister of King´s Landing.
