The problem with Kings Landing is simple. It's too big to properly govern. We have 7 kingdoms to run, and the city itself has overgrown the original purpose.Not to mention the growth that comes once you start instituting a larger government than 'King and Council', and hey, so long as we're expanding, why not construct a new centre of learning and knowledge for the Citadel, like the way the Sept of Baelor was a gesture to the Faith? (we can really trump Oldtown, and the Reach at large, at their own game)
