As I said previously, the debt and the peace are things that can be accomplished by taking care of Naval Defence and expanding Industry; few things more unifying after a partisan conflict than an external threat, and making the place flush with coin will take care of debts far better and in a more stabilising fashion than austerity-driven debt focussing
One thing that should be noted is that Westeros is a very heavily export driven economy with a population that dwarfs most of the other Free cities (with Volantis itself the only one capable of even coming close to Westerosi population size)
Westeros just plain old outnumbers the Free cities, are martial focused.
We have bodies that the slavers want for their markets, gold that the Cities need to operate and the capacity for a population explosion…
Oh and at this moment in time, a high (in a word) literate population. Although it is mostly in one book, the Seven Pointed Star.
Let's just say us getting even of our objectives that Help Westeros itself might cause a lot of diplomatic shifting across the east.
And with magic coming back, things should get real fun.
Remaking King's Landing isn't a hugely necessary part to these, but it will help both to make it a better locale for trade and industry, and to make it a workable navy yard/base of operations for a military force. (also, that's been a pet thing of mine for ASOIAF stuff for literal years now; I've done embarrassingly high amounts of research into it all, from sewage to expanding across the Blackwater and more).
Let's just say that turning Kings Landing into London is something I really want to do, and give Stannis his Naval Academy for the Memes.
Think about all the grinding of teeth that will occur as the students adopt some of his mannerisms.
Make the big expenditures that are necessary before you start getting too worried about debts, else you'll find yourself a failing state. Not that the debts are unimportant, but it's more important to consider how we square them than an absolutist viewpoint that we must square them.
And there in lies a big problem. We might get sucked in to paying more debts then we need to pay if those creditors try to fuck us over.
After that, we can focus more on debts, and on getting the gentry more involved; after all, they might be more willing to cough up for taxes and debt repayment when they see returns on investment, and when it's their own interests on the line (Spend their money to expand King's Landing? Controversial. Let them spend money to build a Parliament for themselves? Economical).
You know I've spent a lot of time planning how we can change Westeros into a parliamentary system… far longer then I should have to be honest.
But it involves the Political Madman named Tyrion Lannister.
I'll confess I'm also a sucker for transition and constitutional wonkery (like, one house of parliament or two? composed of whom? what margins needed to overrule the monarch on a decision? is there a judiciary, and if so who populates it, who fills it?) and, of course, succession business. But that's all secondary to getting ourselves on sure footing
