Why don't you combine the vote tougher?
 
Combining seems to go against the spirit of the exercise. Hrm. Having a clear idea of the setting is probably important.
 
Yeah I don't want to combine either.

Hmmmmmmmmmm. Space crystal knights going to planet to planet on a interstellar crusade? Or Iron Harvest it up with SUPERIOR not GERMAN SCIENCE!!!

    …Globe Spanning Gunpowder Empires​

    It is an age of gunpowder, grit, and great ambitions.

    Explorers have shrunk the world down into a convenient package that can sit on one's desk, and the remaining blank spots are expected to be filled in by the brave and the bold any decade now. This era of flowering curiosity and exploration has left it's impression upon our heroine, and she possesses that sense of insatiable curiosity that is prized in this era.

    This era is also one of great cultural and technological flowering; cross pollination from thousands upon thousands of peoples and languages and traditions have sparked a golden age of technology, philosophy… and perhaps religion and magic aslo.

    It is also a time of great empires, for the first time all the peoples and wealth of the world flows into and through the same arteries. And though all peoples are not yet one, some of the great dreamers of this Golden Age foresee a time when this will come to pass, be it by diplomacy, religion, culture, trade, magic, or blast of cannon.

    In the meantime this world is divided between rival peoples and empires, each more proud and wealthy than the last. These may be confederations of cities, federal republics, unitary Imperial regimes, constitutional monarchies, councils of learned men and women, or more, or all the above in a dazzling array of combinations.

    In any event this Golden Age has brought all of these people into contact, and while all the great civilizations have profited by the exchange, they yet jockey for supremacy, vying to be the home of the wisest philosophers, the richest merchants, the cleverest inventors, the bravest soldiers …and the boldest adventurers.

    Our protagonist hails from one of these great civilizations, one that styles itself perhaps the greatest polity to ever exist. Her homeland can be described as being under:

    [ ] An Absolute Imperial Ruler

    Perhaps united a generation ago by some Conquer, or instead an ancien regime, this Empire is governed from above by an Imperial personage and their court, perhaps from a great capital or a remote villa.

    While the details still remain to be painted in later, this civilization finds itself under the direction of a single individual.

    [ ] A Confederation of Cities

    Perhaps disdaining the fires of conquest as immoral, this civilization has come together around perhaps mutual trade and or maybe mutual defence. Rulership is perhaps rotated, or shared electorially between the rulers of various cities.

    While the details still remain to be painted in, this civilization is composed of city states working under a common framework

    [ ] A Democratic Federal Republic

    Perhaps born in the fires of revolution, the aftermath of conquest, or from high minded diplomacy and idealism. In this Republic, the questions of rulership are settled via debate and elections.

    While the details yet remain to be set, this civilization is composed of local territories governed democratically under the umbrella of a elected federal body.

    [ ] A King and Parliament

    Perhaps an ancient institution, or maybe this realm was only recently united. In this civilization power is invested not in a single monarch, but in a balance between the monarch, the nobility, and the people.

    Though the fine details are not yet set, this kingdom is at least nominally composed of a king, lords, and commons

    [ ] A Council of Learned

    Perhaps the evolution of religious and philosophical traditions, or a recent thing devised by the new breed of inventors and scientists. This council is selected via exacting criteria from this empire's leading minds.

    While the detail work has yet to be completed, this country is ruled by a council selected from those considered the most learned.

    As per the last votes, feel free to come up with a 60 word write in, I'm certain that you can come up with even more creative options than what I've presented here.

    Also remember that this is a loose framework to be filled out as we progress. Maybe every citizen of the Republic is technically a noble in an elective democracy? Perhaps each city is ruled by merchant houses or offices selected by sortition? Or maybe the Absolue Emperor is chosen and checked by a council of representatives from the provinces or via an arcane competition? It could be that the last king sat on the throne ages ago and the parliament rules on behalf of a mythological ideal. It could be that the Council of learned individuals is selected by a guild democracy or via the gods.

    Kinda feeling a mid-late Roman Republic vibe for the Confederation of Cities.... The Social War but with cannons! Hannibal but he's got a magic gun!

    Different cities working together is always a great combination of fun, dynamisme and worldbuilding in my opinion.
