I'd guess the Four Academies given an improved version of the trait that works until all skills are Mastered.

Only five people have legendary skills that are canon.

Alright with the character sheet of Pyrrha showing Sanctum gives training rolls for all skills a +20 into the skilled rank this seems like the best choice for grinding stats like best Schnee.
So as with the previous plan I was voting for the first two actions are meant to build off previous successes.
The spartan regime due to it you know train for the inevitable need to pass escape rolls, and for adventures. Also hopefully working on the negatives of her traits.
I swapped the Sanctum route for True Student as it should give bonuses to whatever True Student trains, and +20 on a 1d100 is a considerable bonus.

Technically, Whitley is the bean. He's younger than her, but if we could sufficiently interfere than the events which cause her death than the death will no longer be possible.

Shouldn't be hard. Pyrrha heads to beacon because she feels overshadowed by her media persona in mistral. Once there she immiediately falls for jaune because he doesn't know who she is. As long as whitley treats he like a person and they develop close bonds she'll probably go to haven instead. Collecting a few friends to introduce her to could help. Let us preform the call of the mighty sloth and summon them.

So... We need to invoke the Power Of Friendship(TM), and make sure that Pyrrah gets actual friends so her fame doesn't become a burden (Or more like it already is), so she gets to Haven and survives? I'm all for it!
...Sucks to be Jaune though, he will probably have a Fun time over there in Beacon without Pyrrah as a friend to help him.
That is, if he survives the Team creation part.
I don't think there will be any friends of Pyrrha except us so she may still go to beacon
