A bit of a primer on the state of...the United States in the 2040s.
The United States is not in a good way, its economy has shrunk following the loss of France and Japan as part of its bloc and increasingly losing more and more of Africa and Latin America. The Two party system has broken apart following the fracturing of the Republican party when its cult of personality around its earlier candidate lead to the party tearing itself apart in trying to find a designated successor after he died. A sort of PR system was hastily established as the democratic party began to fragment too in an effort to build a sort of stability via the establishment of coalitions to appoint the speaker of the house while the Presidency shifted to direct popular vote as a minor concession. Give the people more illusion of choice while the coalitions ultimately consolidate politics more around the centre.
The current American parties with Congressional representation are from left to right: The International Proletarian Party of America, the Socialist Liberation Party of America, the Labor Party of America, the People's Party of America, the Green Party of America, the Progressive Reform party of America, the Democratic Party of America (Populist Faction), the Democratic Party of America (Liberal Faction), the Constitutionalist Party of America ("Compassionate Conservative"), the Libertarian Party of America, the National Conservative Party of America, the Republican Party of America (currently lead by someone who is best friends with the Grand Wizard of the KKK), the American Traditional Worker's Party, the American Ultranationalist Legion, and the American Christian Ultranationalist Corporatist Party which is exactly as horrifying as it sounds but is not poised to win any state besides maybe Idaho.
The current president, Karen Jane Whittaker, may or may not have been a Secret Service agent in her twenties and may or may not have killed a certain senator from Vermont on orders from the directorate of the Secret Service during the crises started by the fall of France and Japan. She's ruthless but pragmatic and understands that she's not in the strongest position but is always looking for opportunities to try and break that. She's facing challengers from multiple ends, left and right; but seems likely to win her re-election. She's willing to cut deals for survival though, and in the revelation of new land masses will focus more on expanding the American system outwards into the new world rather than try to focus on contesting the ULAPAC.

I'm probobly the most war-hawky one here, but I have decided that I must change my vote due to Valeriya's removable maluses, and general skills, as well as her incredible diplomacy buffs. We can put Xuan uncharge of the army, and you bet I will do everything in my power to push us and the GTO to war, but we need someone who can govern after that war is over as well, and Xuan just simply isn't up to it at nearly the same level that Valeriya is.
It's one thing to win the war, and it's another to win the piece. Xuan can be put in charge of winningthe war, but Rudenko will be able to win the peace long term. Regardless of the actual threat the Americans pose, it is better to deal with them now, than risk any future problems that may arise from letting them be.
We can do the war with either canidate, with Xuan were incompetent at everything else, and with Valeriya were great at everything else. Valeriya is the right choice
[x] Shido Shaciye Shuuriye: A Somali man who has served in just about every capacity to the point of having even been a Cosmonaut at one point in his younger years during the 2010s, Shido is a man of compromise and many trades. Having served as both a physical and an intellectual labourer and even as an accomplished novelist; Shido has connections in just about every circle and the smiling Somali man has virtually no enemies to speak of. Shido is also known for being rather lucky and always seeming to know when and where to commit to certain actions for the best possible results. Able to do anything and everything to ensure the triumph of the revolution, Shido makes sure to avoid tying himself too much to any one field or form of activity or tactic. However his desire to keep everyone pleased has lead to him frequently being highly stressed, and many worry if he is pushing himself too hard to stay on everyone's good side.

[]: Valeriya Mykhailivna Rudenko: A Ukrainian Woman with a distinctively relaxed attitude towards her duties, Valeriya is an experienced manager of personnel and well regarded as a people person who can build teams from even deeply disparate individuals. Though relatively unproven in genuine crisis due to being rather young, Valeriya has demonstrated tremendous aptitude in simulated exercises, particularly when it comes to decisive action in highly contested debates and environments and managing complex and tight budgets. A masterful planner who has advised many a five-year plan and deeply familiar with the ins and outs of Cybersyn, Rudenko is regarded as something of an economic prodigy. Cool under pressure and even seeming to revel in having stress placed on her, Valeriya's chief weakness is her relatively limited connections due to her political career having only really begun in 2038. She will be seen as needing to prove herself if selected for the burdensome task of shaping the policy of the people's of nearly three-quarters of the Earth.
+: Enthusiastic; Rudenko is much more resistant to developing stress points as a result of her job, only accruing stress at one quarter the normal rate.
+: Personable; Rudenko greatly enjoys working with people and enjoys handling negotiations herself when possible, and is relatively easy to make friends with, making her more likely to succeed at diplomatic actions with a +10 bonus.
+: Organizer; Rudenko is a masterful organizer of assets and gets a +15 administration roll bonus to virtually all administration checks that increases to +20 when in a high-stress situation. Her skill in administration also applies to military and espionage actions; where she gets a small +5 bonus.
+: Planning Sorceress: Rudenko grants one additional die for each economic field such as production, agriculture, and military design and she can reroll the outcomes of planned economic activity and take the better of the two.
+: Mediator; Rudenko thrives in highly contested environments and is extremely good at swaying a debate one way or the other. She may reroll diplomatic actions that are needed to resolve a conflict between two or more parties.
+: Former Prodigy, Valeriya gets a +5 bonus to most checks except when under crisis, which causes her to lose her bonus entirely. This bonus doubles to +10 for Academic checks and triples to +15 for Administration checks.
=: Soviet Citizen; As a citizen of the Soviet Union, Valeriya's appointment as Commissar in Chief would increase Soviet influence in the Otmezosob by five and also automatically generates five Soviet favour points per turn.
-: Inexperienced; Rudenko has not been tested in a genuine crisis and will take a temporary -5 penalty on most actions (as she loses her former prodigy bonus in times of crisis this becomes -5) in times of crisis until she loses the inexperienced trait.
-: Lacking in connections; Being new to her post means that Rudenko will need time to build up the networks of trust that underpin virtually all forms of collective organisation. She generates -5 ULAPAC and Comintern influence points until this modifier is obsoleted.
-: Disliked by the GTO; Rudenko is distrusted by the GTO for her policy proposals of promoting revolution in the remaining peripheries of America's sphere and doubling efforts to assist the underclass organise. Her appointment to Commissar in Chief would be seen as a direct threat by the GTO. She takes a -5 penalty to diplomacy with the GTO and increases the likelihood of hostile actions by the G.T.O.
By overwhelming majority vote from the ULAPAC STAVKA, Cybersyn Polling, and the Supreme Soviet of the Communist International, You, Valeriya Mykhailivna Rudenko has been elected to serve as the Commissar in Chief of the Otmezosob. Though very young at a mere twenty-five years of age, you; a former Child Prodigy and organizational savant have managed to win over the electorate with your confident charisma, dedication to problem-solving, eager smile, a stellar record of mediating conflicts, firm but fair stance towards the Global Treaty Organisation, and masterful work with smoothing out the common plans integral to lower stage Communism.
The second youngest major candidate up for the election, your victory, especially by such an overwhelming margin was seen as something of an upset in the face of the more experienced Shido and Shirvan, but has been welcomed by many; not the least of which is the Soviet Union.
Though the election was at first quite hotly contested, foreign policy proved to be one of the most dominating issues of debate. A clear distinction between four camps rose quickly; the so-called Fire, Earth, Water, and Air camps. The Air camps which had backed Mastache argued passionately for a need to resolve the problem of the Global Treaty Organisation immediately through the backing of revolutionaries and the launching of all-out war before either the indigenous polities or the Americans could gain their bearings. The opposing Earth camp backed the veteran and widely respected diplomacy wizard Shirvan, whose depthless experience and not even begrudging respect from the GTO was used to champion the cause of peace and an amicable path to communism for our erstwhile rivals.
However, the contest would ultimately come down to the Fire and Water camps. The Fire Camp rallying behind Xuan Xulian of China and the Water Camp behind yourself. Both camps sought hostile relations with the GTO, but were differentiated by wishing for either a hot or a cold resolution to the cold war. But what had once been a close race changed dramatically as former supporters of Shrivan changed to your camp out of a belief that your pragmatic view and lack of experience could allow them to shift her policies towards their ends, and of course, your initial supporters lauding you for your incredible talent at organization and broad base of skills in many situations over Xuan Xulian's brusque, undiplomatic and militaristic approach.
With your triumph, the Soviet Union cements itself as one of the more influential member states of the ULAPAC over the Otmezosob but you are no chauvinist, seeking to ensure that the voices of the whole of the Communist International and the people they represent are heard in accordance to the principles of justice and progress. An ardent advocate of Soviet Democracy and Revolutionary Progress, you will seek to ensure that the spirit of Red October lives on forever whatever the storm ahead might bring upon the peoples of the Earth and beyond. And should it be necessary, you will fight for the freedom of whatever people live in this new world too and even into the stars themselves; for the promise of Communism is one extended to all peoples.
"Comrades, I thank you for this honour despite my youth and the short notice of the election. I promise that you will not be let down by me and that I will work tirelessly to vindicate your trust. We face an unprecedented situation, and we have many questions that must be answered regarding the strange surroundings we find ourselves in. [] Marini Risala: An African woman from Tanzania and a seasoned veteran of years of work in organising communist movements in the global south, Marini considers herself a student of Amadeo Bordiga and his theses. As such she works to ensure that the party itself is running in the optimum condition and is working astutely to ensure that it remains focused on the goals of class struggle and is an expert at keeping people on task. She can delegate tasks excellently, motivate people who are feeling down, help manage building stress levels, and ensure that everyone's morale is kept up and running as good as possible.
+: Morale Officer: Marini can make a diplomacy roll to remove accumulated stress from a single character every turn.
+: Keeping spirits high: Thanks to her frequent tending to the needs of those she works with, everyone operating under her has halved stress gain.
+: Building a movement: Marini has a +20 bonus on rolls involving setting up, organising, or building up a communist movement.
+: I know a guy: Marini has an eye for talent and can recruit new characters at a 25% lower cost that stacks with anyone else's.

[] Phạm Trường Phát: Pham is a Vietnamese Labour Councilman of significant experience and a staunchly proletarian man, Pham has spent his whole life working various fields of labour and has his fingers on the pulse of the workingman's life even in the transition to lower stage communism. As a man who has both read Marx's capital and seen the marks of capital in his daily life, Pham is a powerful advocate for the workingman and calls many heroes of Vietnam's struggle for freedom his ancestors. Pham also will report on the state of production available to the task force and works closely with those involved with the means of production and so can be trusted to help make such matters more efficient but fair. He is also tremendously skilled at organising groups and in studying the labour situation of foreign powers.
+: Labourer: Pham generates a pair of additional dice for all forms of production if he is in the Central Committee.
+: Organizer: Pham generates a pair of additional dice for all forms of revolutionary agitation, organization, and insurgency so long as he is in the central committee.
+: Councilman: Pham generates 5 Favour points with the STAVKA, Comintern, and the general populace every turn.
+: Experienced: Unless Pham would receive a penalty, he receives a broad 5+ bonus to all rolls.
+: Means of Production: As long as Pham is on the Central Committee, your resource point income will be increased by a quarter.
+: Proletarian Triumph: Pham is an eminent every man and extremely down to Earth, offering a +10 bonus to diplomacy rolls that doubles when speaking to other leftist powers.
-: A bit unsophisticated: Pham disdains bourgeois formalism and two faced legalese and grates with more aristocratic societies that place high values on such concepts. He loses his bonuses against Countries whose cultures have a high value on formality.
-: Card Carrying Marxist: Pham tends to regard non-marxist socialists such as Utopians and Anarchists as rather naive at best, losing his bonuses with them, and possibly outright dangerous at worst if they reject revolutionary struggle or make a lot of reactionary concessions and his bonuses invert into penalties with them.
-: Hardcore Atheist: Pham does not believe in Gods and even in Xarazanth's high fantasy setting, sees no reason that the deities deserve their special relation with mortals rather than mortals harnessing such power for themselves. Remove his bonuses when speaking to supernatural beings.
[] Marie Isabelle Marinette: A French bisexual woman and a second-generation revolutionary who witnessed the revolution of 2025 as a young girl, Marie is an advocate of the cultural revolution and the radical transformation of society to wash away all the oppressions of old, famously criticising her revolutionary parents for lingering transphobia and binarist thoughts. Marie is a ferocious advocate for the dispossessed of all stripes and has been active in the continuing revolutionary struggle against all elements of reaction in France. "I want a world where a woman may feel free to walk in a burqa or stark naked without fear or worry; where she may say no to advances or embrace as many as she would choose; where she may limit her interest to only women or to whatever assortment of genders she desires" She is famous for saying. She also seeks to push people out of getting overly comfortable with certain lines of thought, taking the dogma that to be a marxist is to question everything to heart.
+: Cultural Radical: On any roll that involves dealing with cultural effects, Marinette gains a +20 bonus towards recommending a change in policy and ensuring that these changes become reality and not merely legality. She also gains a +25 bonus on diplomatic rolls with people from dispossessed or oppressed groups. She also generates 10 favour points with the general Proletariat per turn.
+: Revolutionary Theorist: Marinette is an expert on the theory and praxis of revolution, having immersed herself in every aspect of revolution and its science from an early age and as such, allows any dice roll involving a revolution to be rolled twice with the better of the two being taken.
+: Aux Armes Citoyens!: Marinette is almost frightfully good at getting people to organise and fight for a cause, generating two additional insurgent activity dice per turn and generating two additional dice for forming radical movements abroad per turn.
+: Charismatic: Marinette is a genuinely charismatic figure who gains a +10 bonus to diplomacy rolls that doubles to +20 when she's trying to sway someone into taking action. Her automatic success range also increase to 99 to 100.
+: Art Nouveaux: Marinette is a gifted artist and animator who is deeply familiar with the sort of art that speaks to the soul and the stories that really resonate with people, allowing her to reroll any diplomacy dice used on propaganda/internal diplomacy efforts and take the better of the two and in propaganda, her success range doubles again to 97-100.
+: Fearless Elan: Marinette never suffers mental health negative modifiers to rolls she is asked to assist with due to her boundless enthusiasm for the cause. She is also virtually immune to accumulating stress.
-: A tad gauche: Marinette is often prone to saying rather shocking or rude things to people she dislikes or has issues with and as such the automatic failure range for diplomatic rolls involving her increases from a natural 1 to a natural 1 or 2.
-: Everybody's Critic: Marinette will grate on the nerves of more conservative politicians or those whom she perceives as holding back the struggle against all forms of oppression and can make quite a lot of enemies. When speaking to characters with the conservative modifier; her natural failure range doubles to 1-4.
-: French: France is a young revolutionary Republic and as such it does not carry the same prestige as some other revolutionary states. Until France has established itself more solidly she causes an automatic bleed of 1 favour points with the Soviets and Chinese.
Commissar of Foreign Affairs (Diplomat)
[] Sirvan Vahdat: An experienced veteran of the Iranian Communist Party and the inner workings of the Communist International, Sirvan has drifted along multiple career tracks from the military to civil service to Communist party politics and diplomacy across a long and distinguished record of service. Well regarded for his virtual incorruptibility and varied skillset, Sirvan is perhaps long in the tooth but remains deeply dedicated to his duties, whatever they may be. Sirvan is even respected by the GTO due to his role in negotiating peaceful solutions to the crises in Japan and France that saw the fall of the American aligned governments there when he was a young diplomat. An advocate for detente and understanding between the blocs, the GTO genuinely seems to hope that he will be elected to the position, and those who hope for peace also look to him for amicable solutions to the world's problems; even in the now greatly expanded world that we live in.
+: Old Wizard of Tehran: Sirvan has been a dedicated servant of the Iranian Federative Council Socialist Republic and the Communist International for decades. Sirvan gains a +10 bonus on virtually all checks unless he would take a penalty instead. This bonus doubles on Diplomacy checks.
+: Join the Party: Sirvan is good at negotiating with other Communist or Leftist parties into joining the Communist International, halving the number of diplomatic points needed to get a foreign leftist group to join the Comintern and the ULAPAC.
+: Man of peace: Sirvan is skilled at defusing potential conflicts before they happen or de-escalating tense situations while still ensuring that the people's cause comes ahead. Sirvan gets a +10 bonus to conflict de-escalation or resolution diplomacy checks and an additional +20 bonus to diplomacy checks in general.
+: Party support: Sirvan gets three additional dice for establishing above-ground channels of revolutionary activity per turn, such as supporting foreign parties, trade union movements, and activism.
+: Beloved by the GTO: Sirvan's role in negotiating amicable peaces with the GTO has meant that he is one of the few "commies" that even the GTO offers a great deal of respect for, and his election would greatly de-escalate possible tensions with the Americans. Sirvan will make the GTO much less likely to make hostile actions and as foreign commissar reduce the likelihood of the Americans starting a conflict.
+: Comintern Regular: Sirvan has been drifting amidst various positions in the Communist International for longer than many of the other candidates have even been alive and is well aware of how things work within it, giving a +10 bonus to the generation of influence points with the Comintern.
-: Peacenik: The ULAPAC however, regards Sirvan as not overly suited for service in wartime and the ULAPAC STAVKA is unlikely to wholly approve of his election. Sirvan takes a -5 penalty to generation ULAPAC influence points and his selection will cause him to try to influence you away from aggressive actions. Repeatedly overriding him will worsen relations and eventually make him resign. He will get along poorly with militaristic Committee picks.
-: Honourable: Sirvan dislikes the cloak and dagger approach to spreading revolution and prefers to work with more open channels such as supporting unions and above ground parties to create the base needed for a worker's movement to flourish. Sirvan has a general -10 penalty to Espionage rolls.
-: No fabrications: Sirvan cannot be used to fabricate reasons to go to war.

[] Akifume Shinzo: A veteran of the Japanese revolution, Akifume Shinzo is a transman with something to prove. Famous for finally eliminating the Yakuza after his predecessors had struggled with the remnants of the group for a decade, Akifume has been fighting the revolutionary struggle since he was a teenager. Akifume is an expert in sussing out reactionary infiltrators and calling upon the populace to deal with the threats amidst them themselves rather than relying on heavy-handed purges or policing. He is also tremendously skilled at getting reactionary groups to turn upon themselves and tear themselves apart to save the people the pain of a protracted struggle. He is also well familiar with the on the ground facts of revolution and foreign spy work, and is a master of setting up spy rings in foreign countries and knows more about the Australian government's military disposition than the Australian prime minister.
+: Proletarians, defend yourselves!: Shinzo forces foreign infiltrators to have to reroll successes when they try to infiltrate your field of operations if he is the Commissar of Security, while failed rolls to find infiltrators can be rerolled.
+: Spying is Risky work: Shinzo increases the automatic failure range for enemy spying efforts to 1-5, while increasing the automatic success range for his spy work to 95-100.
+: A velvet glove: Shinzo does not generate resentment when he does security actions, particularly useful in occupied territory.

[] Verano Cetta: An Italian veteran of many efforts to try and sneak the forces of the descendants of Mussolini back into Italy by the Spanish as well as helping to clear out reactionaries in North Africa, Cetta takes his duties very seriously and doesn't often joke. Very often he barely talks, and he tends to show up to his meetings in full hazmat NBC gear to add an air of mystery to him and also to prevent people gunning for him from knowing what he actually looks like. Even the overwhelming majority of people only know him as "Il Manos", though at least you know his real name. He is certainly eccentric and distant, perhaps a bit on the creepy and offputting side, but he gets the job done well and quietly, usually with nobody noticing. He tends to steal your morning Coffee though. Prick.
+: Man of Mystery: Virtually no one outside of your group really knows much about Verano and his veil of secrecy is nearly impenetrable. Hostile attempts at espionage need three successes to pass if he is in the committee. He also gives a +25 bonus to all espionage rolls in general and generates three free espionage dice per turn.
+: How did they even get there?: Verano is a mad genius at infiltrating and exfiltrating places and gives an amazing +50 bonus to espionage rolls involving infiltrating locations.
+: Frogman: Verano gives a +30 bonus to military and espionage rolls involving special forces.
+: I know what you know: Verano gives a +30 bonus to espionage rolls involving stealing information
+: He's a dead man: Verano has a +30 bonus to rolls for assassination operations.

-: Please enter the door like a normal person: Verano's preferred means of entering meeting rooms such as crawling through the ducts or rappeling through windows can cause stress points on a roll of a one due to their jarring nature.
[] Sayar Aktug: West Asia is a busy and difficulty fraught place to work in, especially with the continual orbit of spies and agents near the city of region of Palestine. Kurdish on her mother's side and Turkish on her father's, Sayar is well aware of the fraught difficulties of working in highly ethnically divided regions such as the complex tapestry of religions and peoples of western Asia and North Africa. She knows how to get people in communities, how to build up networks, how to pour into every facet of society until the time is right and flip the table all at once as she did in Ba'athist Iraq, toppling the heir of Saddam Hussein's regime in under a day with little bloodshed. Though she's patient to a fault, she will get the job done.
+: Organisation in Chaos: Sayar does not accrue stress points when working in highly complicated scenarios and in fact, her usual +12 bonus to espionage doubles to +24 in such chaotic scenarios with large numbers of factors interlocking with one another.
+: Keep an ear to the ground: Sayar is skilled at setting up citizen watch networks who will inflict a -20 penalty on enemy attempts at infiltration.
+: Setting up the Dominoes: Sayar's espionage bonuses double once again when it comes to setting up coups or revolutions.
+: Revolutionary Networking: Sayar halves the diplomacy points needed to turn occupied territories politically reliable and halves the number of diplomacy points needed to build revolutionary cells or organizations abroad.
+: Building Friendships: Sayar not only doesn't build up resentment in territories under her purview as Commissar of Security but she actually builds up gratitude which greatly increases the speed that these territories can be integrated. This bonus is doubled in ethnically diverse areas.
+: Rise up ye who are oppressed: Sayar's mission cost is halved when dealing with areas with significant oppressed ethnic minorities.
-: Mononational countries are not my expertise: Sayar's usual tactics revolve around looking around for vulnerabilities in a security network by looking for those who already don't like the system. Mononational countries remove this and so halve her bonuses against them.
-: Overly Patient: Sayar will wait an extra turn to overkill an espionage project which while producing better results, takes more time.
-: Target for the Mossad: the Mossad has its sights set on her and is still trying to assassinate her to this day.
Commissar of Culture (Culture dude)
[] Marie Isabelle Marinette: A French bisexual woman and a second-generation revolutionary who witnessed the revolution of 2025 as a young girl, Marie is an advocate of the cultural revolution and the radical transformation of society to wash away all the oppressions of old, famously criticising her revolutionary parents for lingering transphobia and binarist thoughts. Marie is a ferocious advocate for the dispossessed of all stripes and has been active in the continuing revolutionary struggle against all elements of reaction in France. "I want a world where a woman may feel free to walk in a burqa or stark naked without fear or worry; where she may say no to advances or embrace as many as she would choose; where she may limit her interest to only women or to whatever assortment of genders she desires" She is famous for saying. She also seeks to push people out of getting overly comfortable with certain lines of thought, taking the dogma that to be a marxist is to question everything to heart.
+: Cultural Radical: On any roll that involves dealing with cultural effects, Marinette gains a +20 bonus towards recommending a change in policy and ensuring that these changes become reality and not merely legality. She also gains a +25 bonus on diplomatic rolls with people from dispossessed or oppressed groups. She also generates 10 favour points with the general Proletariat per turn.
+: Revolutionary Theorist: Marinette is an expert on the theory and praxis of revolution, having immersed herself in every aspect of revolution and its science from an early age and as such, allows any dice roll involving a revolution to be rolled twice with the better of the two being taken.
+: Aux Armes Citoyens!: Marinette is almost frightfully good at getting people to organise and fight for a cause, generating two additional insurgent activity dice per turn and generating two additional dice for forming radical movements abroad per turn.
+: Charismatic: Marinette is a genuinely charismatic figure who gains a +10 bonus to diplomacy rolls that doubles to +20 when she's trying to sway someone into taking action. Her automatic success range also increase to 99 to 100.
+: Art Nouveaux: Marinette is a gifted artist and animator who is deeply familiar with the sort of art that speaks to the soul and the stories that really resonate with people, allowing her to reroll any diplomacy dice used on propaganda/internal diplomacy efforts and take the better of the two and in propaganda, her success range doubles again to 97-100.
+: Fearless Elan: Marinette never suffers mental health negative modifiers to rolls she is asked to assist with due to her boundless enthusiasm for the cause. She is also virtually immune to accumulating stress.
-: A tad gauche: Marinette is often prone to saying rather shocking or rude things to people she dislikes or has issues with and as such the automatic failure range for diplomatic rolls involving her increases from a natural 1 to a natural 1 or 2.
-: Everybody's Critic: Marinette will grate on the nerves of more conservative politicians or those whom she perceives as holding back the struggle against all forms of oppression and can make quite a lot of enemies. When speaking to characters with the conservative modifier; her natural failure range doubles to 1-4.

[] Danny Murtagh: A young but already promising Irish firebrand who became famous for being the first to strike a hammer blow at the Belfast wall in 2025 as a young boy, Danny is a ferocious advocate for the liberation of oppressed nations and knows how to electrify the soul of the downtrodden into action. His hard-hitting agitprop, oration, and fiction has been lauded from an early age and the British government considers him so dangerous that they have made it illegal to consume any media that he has created, resulting in a widespread underground "Danny market" in Scotland, Wales, and Cornwall.
+: Shatter the Empire!: When it comes to waging propaganda and agitation campaigns against Imperialised countries or peoples, Danny gains a +30 bonus on the requisite diplomacy rolls, reduces the cost of a campaign by 25% and generates +10 favour points with China every turn.
+: A people United!: When facing questions of people divided by imperialism or other outside forces, Danny's diplomacy roll doubles to a whopping +60 (or simply to +30 if the division is not a result of Imperialism) and generates +10 favour points with Germany every turn.
+: Legacy of the IRA: Danny's parents were in the IRA and so were their parents before them, he can lend a hand to organising rebel and revolutionary cells, eliminating automatic failure on rolls of a natural one and increasing automatic successes to 98-100.
+: Celtic Pagan: Amidst a gaggle of atheists, Danny is a neopagan who tries to touch with the old faith of Ireland before the onset of the catholic church, this gives him a greater appreciation for esoteric forces (+10 on rolls involving esoterics) and the Fae (+20 on most rolls interacting with Xarazanth's fae, increasing to +30 when dealing with the Red Court Fae)
+: Tech Savvy: Danny is well experienced with modern media campaigns, and can generate two additional dice for propaganda diplomatic efforts that revolve around modern media.
+: Novelist: Danny is an accomplished creator of fiction and generates an additional 50 Cultural resource points per turn.
-: Laser-Focused: Danny is strongly focused on the anti-imperialist struggle and can sometimes forget that there's more avenues of oppression than merely Imperialism. His bonuses in campaigns not revolving around Imperialism are halved.
-: "Oh I'll show you a fight": Danny is easily angered and trembles with outrage at every injustice in the world. He will demand propaganda campaigns against any reactionary or fascist entity discovered and may resign if he is overridden on his requests for targets too often with failed diplomacy checks.
-: Banned in the U.K. Still smarting from the loss of North Ireland and regarding the Celtic firebrand as incredibly dangerous to the unity of the United Kingdom, the British government has made it illegal to consume any content he produces and as such his election to this position would be seen as a declaration of intent, immediately escalating tensions with British and to a lesser degree, the Spanish.
[] Sophie Sligman: A Dutchwoman of tremendous acclaim as a writer of fiction and a game designer, Sophie is the propagandist for the new age; deftly woving themes into her work to get the viewer or consumer to stop and think. When she makes something, even the very game mechanics are selected in such a way as to reinforce a certain point or view and the very act of enjoying them gently seduces someone to the way she sees things. This allows her to work with a great deal of subtlety that allows her to slip under a lot of censors who are mostly looking for more overt propaganda but it does mean that she tends to be a bit less flashy and direct with what she's trying to say. Which can be an issue when the point is something that very much requires blunt force to get across.
+: Works of Art: Sligman gets a +30 bonus to diplomacy checks involving fictional agitprop.
+: Won't even notice it: Sligman's agitprop usually goes by unnoticed by any but the most observant people or people versed in media analysis, allowing it to slip by censors more often than not.
+: Subtle: Sligman's agitprop gets to reroll failed attempts at influencing opinion because it's not particularly in your face.
+: Loves her work: Sligman accrues stress points at only one eighth the normal rate.

-: Not a documentarian: Sligman's focus on fiction means that she has little experience with documentary propaganda work which might be more needed sometimes, giving her a -10 malus on such propaganda until she learns more experience.

[] Zubair Sahetapy: An Indonesian journalist and screenwriter, Zubair has won numerous awards for his in-depth documentaries, his factual and emotion stirring reporting, and his often gut-wrenching films. Zubair's expose into the war crimes of the Australian government in the 80s in Indonesia that they had buried for decades touched countless hearts and unravelled a deep web of mystery and intrigue. Though he's most comfortable with media made with a video camera and a trusty keyboard, Zubair is at least somewhat flexible when it comes to what he makes and experiments with other mediums sometimes. However he also has a particular style of his craft that works best with certain types of people and can have more difficulty trying to cross into overly different cultures without at least some common ground.
+: Indonesia's golden boy: Zubair is well trusted by the Indonesian and thus the Chinese government and so grants a +15 favour point bonus with the Chinese.
+: Hard-hitting facts: Zubair gets a critical success on a roll of a 90 or better due to the strength of his factual reporting.
+: Transformative sensibilities: Zubair is able to attempt agitprop campaigns against normally very resistant populations that other Cultural commissars would not be.
+: Emotional writing: Zubair gets a +20 bonus on all diplomacy checks involving agitprop.
+: Muckracking: Zubair also gives a +10 bonus on espionage checks due to the widespread nature of his expert journalists.
+: What a scoop: Zubair's agitprop campaigns have a one in two chance of turning up useful intelligence.
-: I don't get it: Zubair can sometimes struggle with cultural barriers. If a culture is sufficiently different from his own, his bonuses are halved until he familiarises himself with them.

[x] Shido Shaciye Shuuriye: A Somali man who has served in just about every capacity to the point of having even been a Cosmonaut at one point in his younger years during the 2010s, Shido is a man of compromise and many trades. Having served as both a physical and an intellectual labourer and even as an accomplished novelist; Shido has connections in just about every circle and the smiling Somali man has virtually no enemies to speak of. Shido is also known for being rather lucky and always seeming to know when and where to commit to certain actions for the best possible results. Able to do anything and everything to ensure the triumph of the revolution, Shido makes sure to avoid tying himself too much to any one field or form of activity or tactic. However his desire to keep everyone pleased has lead to him frequently being highly stressed, and many worry if he is pushing himself too hard to stay on everyone's good side.
