We have to be willing to let this end, for that we need to show that surrender will not mean a bullet in the brain and with Titan intact we can rebuild.
 
Anyway, let's go over the implications of all the options.

This is the simplest one. Pick this, and we keep the Guard as a future asset. Not only as an elite fighting force, but as something maintaining legitimacy.

Another fairly simple one. Titan survives. There are a few named characters whose relatives might be saved or killed by this option.

This is a more important option than it may seem at first point. If there's any rebellion, not only will we have to kill said rebellion, but it will allow the Divine Empire to claim that their forces didn't lose, they were betrayed.

If however the force surrenders at once, the Empire has to face the fact that it lost as a whole. It's a considerably more severe blow to their morale.

I feel this is important because it means we get those ships intact. massively boosting the likelihood of a counter-attack.

I mean, maybe. I am looking for a pair that does the most for the strategic situation. On the other hand, if paird with a complete surrender it might mean we get the ships with the lases amount of sabatoge.

While mourning for their Commander and their many lost comrades, there remains a battered core to rebuild the Guard around.

eh, their useful but not a vital strategic resource. So I'm not sure if this is worth taking.

Titan's infrastructure is miraculously far more intact than anticipated. Habitats were still damaged and destroyed, civilians still lost their lives, but it might have been far worse.

tempting. but if we get the fleet intact we may not need titan to be in good shape.

I call it plan found fleet. I figure making a point of treating them well will help reduce the risk of sabotage. If we get the fleet intact then we for a limited window, have force superiority.

Maximum ability to recover by seizing as many enemy ships as possible and maintaining the ability to repair and salvage what's left in orbit.

can I argue for A defeated enemy laid down their arms as on? it makes this more impactful. makes this not just another round of bloodletting but lets us get enough stolen gear to hit back.

Mostly because the other two taken together as not happening tells a story of it's own to be debated for centuries to come. Some say that the defenders thought themselves attacked by a perfidious admiral allowing attacks to continue after waving a flag of defeat when the enemy mutineers lashed out, others say that it was a decade of hatred and rage let loose all at once.

I'll be honest if we aren't voting to save civilians now, why didn't we just face a smaller fleet in the first place?

As much as I like 'A defeated enemy laid down their arms as one' it feels... dangerous to take alone without the 'defenders swallowing anger' vote as well (because then you have the enemy fleet fully surrendering and then getting warcrime'd, which is not going to encourage future surrendering).
