Xander and Anya chose to be a part of that, however more or less reluctantly. Harmony wasn't consulted, despite Buffy knowing there might be sexy influence shenanigans. She is definitely owed first "make this right" time, and I think that vastly outweighs the possibility of making people think.

Xander is Buffy bro, they have a deep relationship that only people who have literally saved each other lives have with each other. Anya is a former vengeance demon we should not leave that but she is a adult somewhat. Harmony should not be approached. Buffy coming "out" will cost her the election so let's let Harmony stew for a while.

Hmm, @DeAnno , could we try and subtly signal for Harmony to meet us at our house to talk there? If we make it look like we're just going home for the night, then most of our people will be over at the filming and we can talk things out with Harmony without worrying about letting any secrets slip

Sometimes words have two meanings
Buffy's current plan for Harmony is to go into Cynthia's van, which isn't super suspicious but not super unsuspicious either. If you want to do something more subtle than that, vote for Harmony and stunt an exact course of action (how does Buffy signal her exactly?) If there seems to be broad support for the stunt Buffy will do that instead.
I would like to remind people that the United States in the late 90's was not accepting of gay people and it will cost Buffy the election. Even in California she will loose the vote. Buffy already has multiple things against her such as being a teenage girl that is suspected criminal. I think it be better to hash things out with Xander or Anya and handle Harmony in private.

I know that is the sad thing. Any romance with Harmony should be put on the back burner till after the election. A incumbent is essentially guaranteed to be elected again in the United States because of apathy. Also most of the people who vote are the elderly and they would not look kindly on anyone too different.
That is a pretty good point, but one that I think can be handled with a stunt. Keep in mind that Harmony is in Cynthia's van, we can go get in it and tell Cynthia to drive. We don't have to have the talk right here, we can start having it 2 miles down the road. Cynthia being in the know already is very helpful for having this talk somewhere else.

I suppose keeping Anya onside is also important, as she is both in the know regarding Harmony and an important member of gang when it come to the election. Which means losing Anya could be crippling to our electoral campaign.

I agree. It's slightly meta, but from Harmony's pov we know that Cynthia already knows Harmony feelings so she might suspect something already.
I don't want to lose Anya's support but I think she understands. Hopefully.

There was a gang attack on the school during graduation which ended in a gas explosion, after which Wilkins was missing. Sunnydale fell into chaos for a day or two, with much of the former government (including 4/5ths of the city council) abandoning their posts until Buffy became interim mayor, leading a youth effort to clean up the city.
Anya is off a little ways beyond the edge of the clearing with Clem right now, making exaggerated hand gestures while Clem nods along. They don't appear to be wandering deeper into the forest but people are giving them space.

It's an alright idea, but I don't think it'll work out perfectly. Using the radios will probably auto let cyber willow (and by extension regular Willow) know plus it'll at the very least look weird to be radioing someone else since everyone who could be contacted is already here (making it even more suspicious when Harmony picks up her own radio in the car).
Hmm, I wonder how good her super hearing is. We could mutter our desire to meet up with her at home and she'd be the only one to hear us
