This won't make us any friends but we don't need any more of those. We've got an adorable mad scientist little sister, an alcoholic team mom, and a suicidal tsundere that probably had a crush on the girl whose corpse we're piloting. All we need.
 
... hmm. This is actually a bit of a tricky situation.

On a broad sense, we know that 'our' side is just a morally dubious as the 'enemy.' Although there's been nothing in specific about Chise, I think it's a fair assumption to make that she'd see the girl as a recourse, something not to be discarded out of sentimentality.

Of course, now the question is 'what do we do about it?' And there's the crux. Hell, even assuming we manage to trick Chise, what then? What's stopping the girl from just getting kidnapped all over again after we return her to her family?

Okay. First of all - while returning the girl to her family sounds great, realistically there's nothing preventing this from happening again. There's also the fact that we have zero reason to trust Chise, so if we want a solution it should be taken into our own hands.

This is a much more convincing Bluff option, that also has the side benefit of perhaps learning something about 'Madoka.'

It's not about making sure she never gets kidnapped ever again. It's about not being the person who took a kidnappie and handed her over to other kidnappers. Yukina can't be there for her until whatever nebulous factor determines her potential goes away or goes down. What she can do is get her back to her folks this time. Some times that's all that can be done.

Getting more info on Madoka is a good move though.

It's still an easily disproven lie. We are literally standing next to another organization member who has made it clear she wants to follow protocol. Unless your plan is to knock her out and make a run for it, the lie is only going to last until she pulls out her own phone and calls someone. Realistically, the only way her safety is guaranteed is if Kyoto puts her under their protection, now that they know about her. Which they are more likely to do if we work with them and push for it, using what leverage we have as a successful agent of theirs. Given the leader of Kyoto seems pretty invested in maintaining the status quo, I suspect she'd back a deal where the girl remains uncontracted and under surveillance. Most importantly, your vote doesn't actually do anything to address the problem. It's just stalling and fishing for information that while valuable, is not directly relevant to helping the girl out.

You considered your words heavily. Touko still had that thoughtful look on her face but she was observing you closely. You only had a heartbeat to decide on what to say. It would steer on how this situation would be resolved. Madoka didn't plan on giving the girl to the Kyoto group because she didn't trust Chise specifically.

And not only that but she didn't trust the outsiders either in handing the girl over to Tokyo. Thinking back, she mentioned that Tokyo will be a safe haven for the girl but if the outsiders were going to sell or hand her off anyway, then Madoka shouldn't have any problems. Not unless she meant a different factions altogether.

A split faction within Tokyo that would be able to provide ample protection to the child. Was that what she meant?

You're not sure. Which was why you did the only thing you felt right.

You and Touko stared at the house before Yuri came down stairs. She moved to the door which you could see from the backyard. She opened it to reveal a girl in full combat suit and a gas mask.

Yuri blinked in surprise as the person looked at her, "I... Do you need Tuning?"

Touko frowned and transformed before you held up your hand to bar her path. She gave you a look of alarm then but you simply looked ahead. The Gas Masked girl stared at Yuri for a second before speaking.

"I came to collect," she replied as she looked at Yuri.

You walked forward before the Gas Masked girl turned to look at you.

"It's you," you observed with an uncomfortable look.

"Wait, Yukina, what's this about?" Touko asked you as she was in her kunoichi outfit before shooting the Gas Masked girl an alarmed look.

"It's me. I did say it, didn't I? I came here to collect the girl," the Gas Masked girl hummed before crossing her srms.

"Who are you even? Are you from Tokyo?" Touko snapped as she bared her weapons.

"Mitakihara. Not Tokyo," the Gas Masked girl replied as the lenses of her mask reflected you, "My name is Madoka. Kannazuki Madoka."

Her first name and hometown match the protagonist of the show, Kamena Madoka. She also had pink theming. But that girl was painfully nice, to the point it hurt her, while this girl is a violent thug. Which isn't all bad in my book, but we don't know what her intentions are.

I kinda want to get straight to asking for help, but Yukina doesn't know Military-chan, sadly.

On the other hand, she's got a good impression of her, and not the best understanding of the situation.

Madoka looked at you from behind the lenses of her gas mask. You could almost make out a pair of pink eyes studying your expression closely. Touko remained alert and primed to attack while Yuri only seemed confused and wary.

The Gas Masked girl patted her best before replying, "Because isn't this what we're supposed to do as Magical Girls? Saving kids, keeping them safe, fighting the bad guys? At the very least that's what I think."

Touko blinked before stepping forth but you stopped her, "You can't be serious."

"I am. Very. I take my tasks very seriously," Madoka replied as she turned to you, "We're supposed to be heroes. People little girls like the one upstairs could depend on. I'm bringing her back to her home... And if you stand in my way, I will remove you."

"This has gone far enough from simple heroics. The whole city could be in danger," you told her in a hard tone.

"But that doesn't mean we can forget what we stand for. To give Hope," Madoka answered you with the same intensity, "No matter how turbulent, no matter how hard the struggle, as long as we have Hope we can surpass anything. That's the same for the situation now. Even with the world is out to get that girl, I'm not giving up on her. It's why I'm here. It's why I took this job so far from my home."

"Who gave you this job?" You asked with a narrowed look.

"A girl from Tokyo, this girl's sister. You might have dug up the information but the child is on vacation," Madoka explained as she crossed her arms.

"You should have told me," you flatly said.

"As if I would trust a GriefBorne affiliated with Kyoto of all people. But I guess you have your own will after all, Walpurgis," Madoka said as she gave you a meaningful look. You didn't know how but judging by her body language that's your impression of what she was doing.

Yuri frowned as she spoke up, "Uh.... Why Walpurgis?"

"Walpurgis... Because of the Seeds implanted in her. A hybrid is a fusion of two Witches. Anymore and they become Walpurgisnacht," Madoka raised her finger at you to point at your chest, "Fitting, don't you think?"

Touko grimaced as she glanced at you, "Yukina, she's crazy. You can't possibly believe what she says. She's a mercenary."

"Chise Haruyama. The Named known as Spartacus. It's no coincidence she's called by that title," Madoka offered as she walked to the side, "With the Organization's current state, she might try something stupid. If... You get what I mean."
