Yes, under an assumed identity. She's not going to become a conquering warlord in her own name for any length of time, but for short periods, she could play the role. In theory, a Sidereal could go Ronin, meaning not work for Heaven. This will get them to butt heads with Heaven sooner or later, but Ronin
can use the same tricks normal Sidereals use to pass as other people, and then try and rule a nation or command an army under a succession of assumed identities.
Now that I think of it, I'm not sure what the rules say about a Sidereal using a Resplendent Destiny, and then under that identity using a mundane assumed identity to keep the mundane identity from fading from people's memories. For example, we create a Resplendent Destiny of a spy who
pretends to be Zhou, the Warrior King. Zhou is a fake name, nothing special about it, and thus when the original Resplendent Destiny runs out (they are limited to weeks or months before fading), we create a new one, and
that identity also pretends to be Zhou, the Warrior King, keeping the mundane false identity existing. As far as Fate is concerned, Zhou isn't a real person, and its just a list of different people pretending to be him, but from a practical standpoint, most people in Creation won't know Zhou isn't a real person, they'll know there's a guy calling himself Zhou leading an army conquering shit. Basically, a continous Dreaded Pirate Roberts gambit, where the Sidereal switches between Resplendent Destinies
pretending to be the conquering warlord.
Not sure if this would actually work, or if Arcane Fate will still apply to it, making people forget Zhou after the first Resplendent Destiny runs out.
