Martial:
I'd create some defenses before attacking, so we can return and hold with more ease in case we lose. The other strong option is building a headquarters, to get more options next turn.
Diplomacy:
Really, either seems good to me, although perhaps we should decide on what we're going to say before expanding our ideological hold.
Stewardship:
Farms>Industry. Getting another option is also very good.
Intrigue:
If we're going to attack soon, better to scout beforehand.
Learning:
Flight would be nice, taking away their aerial hegemony is a must for any campaign. But, again, if we get another option, we can do it quicker, and two things at the same time.
Personal:
Between studying ideology, speaking with the leader, and training in combat (ranged, I think).
