More through the loyalty of you new retainers than personal skill, a basic map of the forming factions in your midst has begun to take shape. While your own pointed questions gained you equally pointed denials of any alliances outside of clan lines, over an evening meal Sakura quietly spoke to you and your fellows. "Rinkusu-dono, the wind has whispered some interesting tidbits to my little sisters. Your father's friend, Yoritomo Cheiko has become an influential man. But influential men make influential opponents with ease."
Four known factions appear to be forming, but there could be more.
De-Bana; A traditionalist faction forming behind Yoritomo Cheiko. It appears to be intened to support classic Rokugani culture and clan structure. Feels that the Lynx clan duties mean that any gaijin should be dealt with as gaijin, below even the status of eta. Militant and Xenophobic.
Fusegu; A small faction taking the stance that a new land should mean new connection and a disolving of old oaths. Clans and castes are of little concern now, all should be allied to form a new kingdom in a new land. Far stronger among the ronin and heimin. The leader of this movement is Kaito, a ronin monk. Egalitarian and Xenophobic.
Han-Geki; A growing faction that seeks to blend the strengths of the Empire with this new land. Believing that such a small sample of Rokugan can't survive in a new land without adaptation. Believes that the Lynx Clan directive means that gaijin customs can be adapted to being Rokugani without surrendering what it means to be Rokugani. Known Leader: Utaku Akari, a young and charismatic samurai-ko. Expansionist and Xenophiliac
Ippon; The smallest faction, they feel that the expedition has failed and the Lynx are welcome to these lands. Ships should be repaired and new ones floated; all true Rokugani should dwell in Rokugan. The fate of the lost ships and the struggles are sure signs that the Kami do not favor these lands.

The following morning you awake to the sight of Ran watching from the corner of your cabin.
"My apologies, Rinkusu-dono; I allowed my excitement to overcome my better sense." Blushing she lowers herself into a kneeling bow. Without raising her eyes from the floor she excitedly informs you that she has made a break through with the local kami. " My lord, the local spirits seem pleased with our presence, nothing more than simple prayers or a small shrine will be needed to assist in gaining the attention of the local kami and their favor." Looking up her eyes spark with delight and bearing some of the first good news since your arrival.
"Excellent work Ran-chan," you praise with a smile. "what of the Luck of the Kitsune and those who perished in the bay?" Before your eyes, the young shugenja's face appears to almost crumble; tears welling at the corners of her eyes. Quickly lowering her head once more, Ran whimper"Kehei-san, I mean Rinkusu-dono, she will barely speak with me. All she says is "never forget". The best solution I have is a temple on the wreckage and an annual ceremony, but when I suggested it she just looked back towards the sea. I have asked her daily if this would do; all she will say is the same thing as the last time. She doesn't seem hostile, but she won't speak and I worry the dead may not rest quietly within her hull. If you wish me to wipe my shame from your eyes, I will... just tell me." And with those wors she sniffles into the sodden rug on your floor. Another hour passes before she calms enough to understand that you are not truly disappointed in her lack of complete success.

Pressing a tightly rolled scroll down upon the low table in front of you, he booms out; "Lord Rinkusu, the tally is complete, and not an hour too soon. I half thought my brush hand would fall off by the time I was complete. I have felt less pains after weeks in saddle and days in dojo." Unfurling the rumpled scroll, you are greeted with a mass of blurred and smudged kanji and rudimentary hashmarks.
"Honmaru-san, what exactly am I looking at?"

"Ahh, so is that why this reads as confused blowfish?"
One afternoon of aggravated transcription later, you have a surprisingly accurate tally of your supplies.

Sunset finds your discovery of Sakura reclining in wait upon your bunk, jacket draped loosely behind her. As you enter she leans forward slightly, a slow smile gracing her face. "Rinkusu-dono, I do hope you are prepared for an enlightening evening?" With that she seems to almost glide across the room to your side, taking your arm in hers, loudly stating; "Let me help you get truly relaxed, my young lord."
With that she guides you carefully towards the low table, perching lightly upon it with her foot resting on the lip of a low chair. Leaning in close to you she whispers; "The timber harvest is proceeding apace my lord but, one of my girls has stumbled across something interesting." Then with a smirk, her foot rocks the chair into the cabin wall by the head of you bunk, eliciting a sold thump. Interspersed with steadily more frantic thumps, she outlines her news.
"Rinkusu Sana, one of my younger girls, allowed herself to get distracted by a former cli... friend. After they reacquainted, she chose to wash the evidence of her exertion away in a nearby stream. But apparently, her footing was unstable; the young fool blamed unstable ground, I suspect wobbly knees." Her smile appears to grow more feral as the thumping grows in volume. "After little Sana pulled her self from the chill water, she had time to ponder her choices on her walk back. When I confronted her on her sodden state, she told me what had happened; I'd be happy to share details later if you want. But she also told me of an oddity she sighted on her return, an overgrown hill with what she assured me was a great door in the side. Perhaps we can play in the woods later and I can show you where it lies?"
With one final echoing thud, she stands before leaning heavily into the cain door. Running her fingers through her hair, she throws it into a loose fluff while releasing a deep throaty moan; face turned to the edge of the door. With a final wink, she tosses her jacket loosely over her shoulder and steps from your chamber. As the door slides shut once more you over hear on final exchange; "Ran-san, its good to see you; would you like some tea? I find myself rather parched."

Some of these things don't make sense. Like having more samurai than Ashigaru and 5 daishos between all the samurai.
Is the stock pile literally our spares?
Stockpile are the spares that you have unassigned and I have tried to make my life simple by doing the weapons in the same "unit" style as the other supplies. 1 Daisho will include enough katana and wakizashi to equip one graduating class of samurai once you have a dojo or to equip one unit of light infantry, if they are lacking appropriate gear.
As far as ashigaru, I am referencing peasant soldiers, basic militia. The average army in Rokugan tends to have far more peasant spear-carriers than Samurai true, but add into this the issue that your original destination was near a pre-established colony from which further reserves and settlers were to be drawn. You have some pre-trained troops, but the vast majority were meant to be working your new fields. Your Samurai totals include both courtiers and bushi, the vast majority of which are not answering directly to you, yet. The 300 ashigaru are technically answering to your clan's 21 samurai. The other samurai are living on your resources with the understanding that their lord's will reimburse the cost. This is the traditional way for their class to operate, the reality of being cut off from said lords hasn't entirely set in for some and is being actively ignored by others.

As has become something of a tradition, you are joined at you morning fast by Ran, Honmaru, and Sakura. Ran has chosen to sit on the far side of the former Unicorn from Sakura and a faint red tinges her cheeks when ever you look her way. Sakura on the far side, looks to have more in common with a pleased cat with feathers in her whiskers.
"Thank you my friends for you aid in these early days. We have made a strong start, but that is all it is. Just a start. Our people shelter among wrecks and in holds, samurai sleep on ship decks. We have much work yet to do. I have valued your strong arms and willing minds and do hope you will continue to assist our people."

Just as clarification for those seeking to establish a council, the free action being listed is establishing a base action pool. At this point, Ran/Sakura/Honmaru are effectively filling the rolls of your adviser for Piety/Intrigue/Martial respectively. The steam curls slowly from your cup as you settle down to look over your notes prior to speaking with the rest of your forming counsel. Honmaru had set about arranging a guard schedule like a Crab warding from oni. Interlocking patrols, random spot inspections, a focus on flying columns for relief, and an almost fanatic attention to detail; so much so you overheard one of the Kaiu stating it was passable, a large compliment from some of the greatest defensive engineers in the Empire And the picket was set with little time to spare, a large herd of elk had chosen to migrate through some of the lower passes into the north and were followed by equally large packs of wolves. A few specimen stood as high as a tall man hip at their shoulders. With the pickets in place, not only was the timber harvest allowed to continue unmolested, numerou elk and wolves were added to you larders. Even more interestingly, this morning Honmaru brought word that a pair for gaijin had been discovered. One a young woman with odd tattoos on her arms and face the other a young man in leathers with an heavy ax. The young fellow had been found savaged by wolves, while Honmaru had the pleasure of interrupting the girl bathing. The view was more than worth the missing tooth and cracked ribs, at least according to his description. Pickets, no deaths from animals; + 3 food, gaijin capture * 2
Intrigue Advisers
Despite being asked to seek her own replacement, Sakura threw her all into your request. Four months of quiet meetings, back corner discussions, and constant searching by her subordinates later, she has presented her list. It is a who's who of the shady and duplicitous among the Rokugani present. While her name does lead the list, three others are worthy of special note.

With your comrades busy with the tasks you asked of him, you take the time to seek experts in their fields to assist you in running both your new clan and the new colony you are working to survive. Taking the time to speak with the various samurai, you spend hours inquiring after the training and watching the interaction for your various followers and guests. Samurai are warriors by nature and you have little difficulty finding a number of potential volunteers to help shape the martial future of your clan. Engineers and scholars on the other hand are far more difficult. In the end, you find a bare four willing to tie they fate to yours for the chance to build a colony worthy of the Empire.
The most difficult search, surprisingly, is to find any assistance with easing the tensions among you court or deal with the distant gaijin. Most of those you speak with suggest you speak with Yoritomo Cheiko, or merely offer you platitudes. Weeks pass before a white-haired courtier takes a seat at your side, sipping from a cup of sake. Without looking in your direction, he quietly whisper "Rinkusu-dono, it is a pleasure to see you here. Doji Haruki, at your service. This humble servant has heard some interesting whispers around the fires of late, that perhaps it would be wise for those who wish a future amongst the less martial to avoid your gaze for the near future. But I have always felt that a bird in flight should not worry about the glare of an insect, no mater how large it is. If perhaps you feel the same about a poise of the lynx?"
Martial Candidates [] Rinkusu Honmaru
In your few months getting to know the bear of a bushi, you have learned that while not subtle or skilled in courtly traits, Honmaru is a master of the horse. Accepting to a fault and more than willing to consider new possibilities, he has the unfortunate tendency to think a strong charge will solve most issues. Well that and sniffling into his sake over the loss of his horse during the sinking of his ship.

Your scouts have done far better work than even your highest expectations. When you dispatched them you hadn't expected the mash up of Hiruma, Kitsune, and Daidoji to work together, let alone thrive side by side. Over the months, individual scouts or small parties would continued to trickle back in with tales of large beasts and verdant wilderness but no real progress. Then a month prior to the deadline you had provided a trio of samurai approached you as a group. Representative of each of the major groups of scouts that had been dispatched they had chosen to take the initiative to pool the efforts of their subordinates. To the North and East the Hiruma had ranged, the Daidoji to the Northwest, and to the South and Southwest traveled the Kitsune Rangers. Upon their returns their notes and maps were combined into a master copy with points of interest highlighted. With obvious pride, they have presented you with the master copy itself.

[] Hillside location above the "Gateway"
To the South of the landing beaches are a number of low hills. With low woods below them and gentle slopes, they would provide a decent vantage point and room to plant fields, but would also likely lead to a settlement divided across numerous hills. Within their bounds lie the gateway located previously by the Sisters of mercy.
[] Low Lying "marsh"
East Along the river, The Hiruma return with word of a shallowly submerged stretch of lowlands, flanked by higher ground. Tucked in along the bank of the river, your scouts advise that this would be excellent land to cultivate a rice crop, but warn that the area evidences sign of previous flooding and that it is lacking in any defensive terrain.
[] Ancient Mine
Far to the northeast the Hiruma have returned with word of a rough mine dug deep into the mountain foothills. With no more than a bare and ruined hut on the slopes aside it, no further sign of habitation was noted. Judging by the samples of ore the scouts returned with, the mine appears to be the site of rich veins of iron and tin.
[] Abandoned Settlement
From the Southwest, the Rangers have brought word of an oddity, amid fields of untouched grain stand the deserted remains of a small settlement. With wooden palisade crumbling from lack of maintenance and a broken gate hanging on rusted hinges. The buildings within line packed dirt streets overgrown with thick grasses and raspberry bushes. The majority of the structures are in a dilapidated state, but the Rangers report no sign of recent visitors and that the fields will likely have a strong fall harvest.
[] Ruined Outpost
Located on the headland overlooking the entrance of the bay an collection of broken stone walls surround a number of ruined structures, the largest a bare tower of three stories. Due west of the landing beaches, they provide a clear view of both the depths of the sea and the length of the bay. According to the scouts reports, the roof of the tower is deep with ash and charcoal. The slopes around the ruins are terraced but bare and the spring that is present is small and shallow.
[X] Determine a military adviser: While Honmaru would be happy to fill this role, you are uncertain if he is the best candidate. Take the time to seek the best candidate to advise in this role.
[X] Determine a diplomatic adviser: While you have been filling this role to date, you are no courtier. While more than capable of speaking with others, your companions have mentioned that things might look better politically if you reached out for aid with this one. Sakura's laughter when you pointed out that things had gone well so far was worrying.
[X] Determine a Piety adviser: Ran colors faintly as you compliment her work with the local kami, but mentions that there are surely more experienced candidates to advise you.
[X] Determine a Intrigue adviser: To date, Sakura has been working to fill this roll for you, using her little sisters to keep an ear to the ground. But perhaps, she would better serve in another roll? Among your colony are a number of cunning individuals, seek them out.
[X] Determine a scholastic adviser: You are aware that you are a scholar of some note, but even scholars could use the input of their peers. Perhaps another keen mind can be found to aid your understanding of this land. You do have a lot on your plate at the moment after all.
[X] Determine a Majordomo: While you have been filling this role to date, you are neither a courtier nor an engineer. While more than capable of speaking with others and possessing a decent grasp of planning and management skills, perhaps a more adept hand would be useful on the tiller.
[X] Establish a Court: An established place for samurai to meet and air grievances or discuss goals will ease tensions somewhat. It would also make organizing and recruitment amongst said samurai simpler as well.
Spymaster wise, loyalty and discretion is the most important.
Sakura also has the broadest bonus, though her personal rank isn't the best.
Shugenja...either Komori or Asahina would fit our situation better, both with great skill.
I pick Komori out of the two since his attitudes are more convenient when dealing with the idea of gaijin magic and spirits.
Marshal wise, Honmaru is a wasted bonus, since we don't HAVE any cavalry at all. Daidoji has a great bonus but he's a powder keg amongst the traditionalists.
Thus, Junko, since we have literally rabble to work with.
Diplomat...urgh. Dissing Yoritomo is likely to see a goddamned Rank 4 courtier turning the traditionalists against us since he holds grudges, but he's also problematic if we want to conduct any gaijin diplomacy from any position other than strength.
But I'd rather deal with that problem internally than to deal with pissing off neighbors bad enough we get a hammer brought down.
Majordomo...since I'm dissing Yoritomo, gotta pick Kakita to quell tensions, reassuring them that we aren't going completely gaijin. If I wasn't I'd probably pick Kaiu.
Settlement sites...
-Gateway Hills - This will be harsh on day to day transportation, but defensible...unless theres a gribbly in the Gateway then we might wind up with everyone dead.
-Marsh - High food production, but we'd be dealing with regular flooding and its poorly defensible to boot. It'd be a good spot if we had time to fortify and dig irrigation though.
-Mine - Defensible, and we do need metal. Far from the water however, and mine soil is often poor for farming, so starvation risks are high.
-Abandoned Village - Very good location. We don't know why it was abandoned though, but the outpost says raid of some sort.
-Ruined outpost - Definitely razed. Not good for anything but watching the bay.
Settlement it is. We won't starve(which is a serious risk) and it'd be much faster to repurpose the ruins than to build from scratch.

Very loyal, and has proven useful. If there's one trait your Spymaster should have if you value your life, it's loyalty.
[X] Komori Ryuu
Good personal rank, and eases tensions. Seems like a generally decent choice.
[X] Daidoji Taichi
The bitter medicine. Irregulars and skirmishers are worth their weight in gold in hostile, unknown and heavily forested lands. The traditionalists will get their panties in a twist, but I feel like the Piety advisor and Majordomo will offset this negative.
[X] Doji Haruki
Pfsh, the old man thinks he can weasel himself into our council through intimidation?
[X] Kakita Ichirou
What the eye sees is important indeed, the other options are pretty shiny, but our settlement at least looking like Rokugan will go a long long way to putting people at ease.

Let's hope it wasn't abandoned because of supernatural reasons!
On the whole, I prefer Kairi over our Kakita friend because their are clearly gaijin and a raid indicates that defences are a good idea. While I don't like the culture hit, gotta live to have culture. Junko is an Akodo, the Akodo literally wrote the book on warfare, and she's the most flexible of the lot. Haruki wins out over the old man, because he isn't actively hostile to us.
Honestly we're a little too heavy Crane, but it is what it is.
