It's chill, Donald. We aren't getting our domains right away. In fact, I'd wager it'd take about 6 to 8 actions or 7 to 10 dominion spent. I forgot why we got Madness (so I'll probably go read that action) but Madness is related to chaos. You could probably do that by just balancing a lot of different actions with different purposes and motives, to then not get any domain. Though, I don't remember that getting a domain gives a detriment to non-domain related actions. Let's take the Domain of Water for an example:
- Doing a dominion expenditure to create an oasis or a sea creature or water magic would all be easier done. Their respective plausibility scales would decrease.
- Doing a dominion expenditure to teach people how to fight doesn't really connect to the Water Domain but it also doesn't go against it so no bonuses or detriments.
- Doing a dominion expenditure to create a tornado of fire or blast the area into a desert actively goes against the Water Domain so the plausibility scales would increase. Of course, a clever god could get around this be simply removing all the moisture in the end or manipulating the evaporated water in the sky.
As for omakes?
Those are in a...tricky position.
The point of omakes isn't really to give anything to you guys outside of dominion; their point is to expand on the world itself whether it be by stating a gold dragon is flying somewhere, there's an eldritch imprisoned beneath the ice, two centaurs fell in love, you actively spoke to someone, etc.
They can't be used to justify changes that will provide an actual bonus or detriment (that's what dominion expenditures are for).
I guess you could argue that omakes can be used to get a domain, but they would still be less effective than the dominion expenditures.
It would be Dominion > Winning Plan Votes => Omakes > Herald Talk (if I had to decide off the top of my head)

An example is the domain of magic
The Magic Domain is currently forming due to the introduction of Green Magic.
After a few more changes are done that are centered around Magic, it will be fully formed and ready to be claimed.
It will then be open to those who have done the most for it where they can claim it if they desire.

I will admit that I find this type of quest to be the easiest for me to write for.
I'm mostly leaving all short stories centered around the centaur people to you guys.Why do I feel like most of these sidestories are going to be "Remember: You're little fish in a big pond."
