We should consult with vietnam on how to proceed. They will be the ones in position to make the call on whether or not drawing down soviet support is worth the americans cutting and running.

Let the conflict become a local one. the Vietcong will inevitably win anyway even without our support. The South Vietnamese was slimy and corrupt as fuck and it's leadership got recently couped in 1963 meaning it's unstable and powerless (the coup that ousted Ngô Đình Diệm from power)
Also if we pull out the chinese and Laos can pick up the slack and said Chinese will appreciate us putting Vietnam under their sphere of influence

[X] At this very moment the only way the Soviet Union will cease direct support is on the dismantlement of the south Vietnamese fascist regime.
[X] Conditional support will be given to the major reshuffling of the Finance Ministry, Gosplan and TsSU; to avoid directly slighting those involved in that sector (Kirilenko, Shelepin and Semichastny), the cut-downs won't be as severe for the time being. Garbuzov won't be removed yet, but he'll be slowly pushed out
