The Guardian Units of Nations (GUN) is the world's premier force for preemptively addressing threats before they can harm the citizens of the United Federation, as well as the world at large. Reaching their highest prominence fifty years ago, the lack of crises in the world has dulled their ability to respond to serious threats.

In one timeline, GUN would barely be capable of managing the threats posed by a chain of crises caused by the arrival of one Ivo Robotik onto the surface of the planet, and faded into irrelevance as its forces were repeatedly depleted by world-threatening crises. Without the repeated assistance of visitors from a foreign world, they would fail to achieve victory against any of these disasters on their own.

In this timeline, under your governance, they may have the opportunity needed to stay a militarily relevant force in the world.

Setting

The world you are playing in is a hybrid of several games in the Sonic franchise, as well as elements of the anime adaptation Sonic X. As a general rule however, assume the following about the setting if not explicitly laid out in information posts.

  1. If a storyline occurs in multiple settings, assume that the account will best resemble that of the games. The games being strongly adapted are Sonic Adventure, Sonic Adventure 2, and Shadow the Hedgehog.
  2. While Sonic Heroes and Sonic and the Dark Brotherhood both have elements that feature GUN, their story events will not be adapted.

Character Creation

In its prime, GUN was heralded for its extensive intelligence network, which, when combined with its partnerships with the world's greatest mind and the bravest military force on the planet, gave it the capacity to handle any threat the world faced

But, as the greatest problems facing the planet were dealt with, the need to exist as an expensive force in being was non-existent. Over the tenures of the previous three directors, GUN's largescale facilities gradually were reduced as the need for grand operations around the world was diminished. Even its Prison Island Base, once the highest concentration of intelligence and military resources in the world, is mostly defunct, with only a token force employed in its surface-level facilities.

Your tenure began almost 5 years ago after a long and celebrated term from your predecessor. Due to concerns about the decline in GUN's capabilities, the oversight body chose to look for a director focused on growth. [] Regional Field Commander near Station Square. While GUN had no shortage of strategic-level planners at the top of the organization, recruiting high-level regional commanders proved to be an excellent method of maintaining excellent operational readiness in the field. [] Peacekeeping action after Central City protests. GUN is nominally an independent body that doesn't interact with the main politics of the United Federation. However, when corruption scandals caused massive bouts of civil unrest in the capital, it was your quick response that allowed for the situation to be de-escalated quickly before widespread violence followed, earning GUN the gratitude of the greater public. Quest Mechanics and Rules
Quest Mechanics

Turns
Turns in this Quest take place over three phases. The Planning phase will start every turn, and determine how you will allocate your action die and agent actions. Following this, any encounters that occur as the result of a project completion or agent action will occur in the Situation Phase. Finally, on Turn 3 and every 3 turns after, a Mandate Review will occur that may change your mandate priorities and reward/remove mandate dice.
Projects and Deployments
For the Project Phase of your turn, you will be given a selection of 5 different types of die. Infrastructure, Operations, Research, and Intelligence die are specific and can only be applied to their specific category. At the start of the game, without any modifications, you start with 0 Infrastructure Die, 2 Operation Die, 2 Research Die, and 2 Intelligence Die, though this will increase as the United Federation becomes aware of the threat posed by the Mobians and Eggman. Mandate Die, instead of being bound by category, are instead restricted to projects labeled with the mandate tag (M), which will usually be spread across all four project categories.

Project Progress will be determined by the sum of all dice rolled on the project. Additional costs of the project will be paid upon completion of the project, but otherwise projects can be started and stopped at will barring occurrences during the Situation Phase. Some projects, until researched or removed from the project board, will have a continuous cost in resources until fully resolved.

Deployments (separate from regular) require a non-fixed GUNpower commitment that is limited by GUN's deployment capacity, and are encounters between different large forces (such as GUN's robot fleet fighting Eggman's Badnik Fleet). Forces will make a roll against each other and inflict losses proportional to the success or failure rate of the opposing rolls. GUN's default deployment capacity is 5 GUNpower per month, and vary depending on the information known about the goals of different factions.

Projects that are at least 90% complete AND have less than 10 project points left will autocomplete the following turn.
Resources
In this quest, GUN will have three resources that they will need to manage, GUNpower, Public Trust, and Chaos Drives.

GUNpower represents the resources, mostly mechanical, that GUN has available to deploy on operations. Projects that require GUNpower will have their base cost listed next to the project time, and some projects can use additional GUNpower to complete faster. Human assets, while valuable, are assigned almost exclusively to defensive operations in cities, so are not counted in this resource.

Public Trust represents the opinion of the UF population of GUN's ability to respond to crises, and is scored from 0-100. Its default value at the start of the quest is 75/100. At high levels of public trust, Mandates assigned will generally be broader and have fewer restrictions. At low levels of public trust, they will be narrow and focused on whatever crises that the public is most worried about. If public trust reaches 0/100, you will be fired and the game will be over.

Chaos Drives are the resource that powers GUN's automated weapon fleet. Produced by a brilliant scientist over 50 years ago, all Chaos drives produced from that time are still used and reused today as sources of portable, limitless energy. As you need scale production of additional mechanical units, sourcing a fresh source of Chaos Drives will become a necessity.
Incidents
Depending on the completion of projects, or events relating to opponents, incidents will occur that reflect the change in the state of the world. This can include minor additions such as the application and deployment of new GUN technology, or an encounter involving an Agent.

Successes (or Failures) in variable result incidents are determined by competitive threshold, with bare advantage being a Success, +20 advantage being a Great Success, and +40 being a Critical Success. For incidents where one agent is competing to complete a task against a non-agent, the roll will instead be made against a fixed DC.

Failures, similarly, scale to a Great Failure at -20 differential, and a Critical Failure at -40.
Mandate
While GUN is a private institution separated from the operations of the Civilian Government, to operate smoothly it requires additional resources that they provide. In good times, these resources will flow freely to GUN's top priorities. In bad times, the provided resources will be reduced and funneled to topics of the public interest.

The current mandate for GUN is reflected at the top of the projects list during the Project Phase. Every quarter, your mandate may be modified depending on public trust, the perceived threat level of different forces, and the perceived disparity between GUN and the threats it needs to address.
Agents
Agents are named characters that engage in special actions for a faction, receiving special bonuses for performing actions they specialize in. Most notably, Agents are uniquely suited to assault enemy bases, hunt down valuable artifacts, and target other Agents that may be wreaking havoc.

At the start of the game, you have no Agents, though this will change quickly as the situation develops.
Omake Bonuses
An Omake Bonus of +10 can be applied to any single project roll once per project phase (so if three die are being rolled for a project, you can get a total of 3 Omake Bonuses.

For Agents, Omake Bonuses can be stacked (up to 3), with a +5 bonus to a roll applied per Omake Bonus. Omake Bonuses for Agents will only be consumed when it would have an impact on the result of a roll, and are held indefinitely.

In either case, once an Omake is approved just label to what project/character the bonus is being applied to

Apparent leader of the "Eggman Empire" with aspirations to take control of the world. Apparently related to the Infamous Criminal Gerald Robotnik, his plans appear to revolve around acquiring the 'Chaos Emeralds', artifacts of (apparent) limitless power.

Because his world conquest plans are apparently dependent on access to the Chaos Emeralds, his threat is believed to be lower when he does not have access to these artifacts.

I'm guessing we don't start during the Ark pre shadow age am I right

As far as you are concerned, you have no idea what an ARK or Project Shadow is. The current time is set to a quick prologue before the Sonic Adventure 1 storyline.

The ARK, while canon, was buried as classified information approximately 50 years ago with the death of Gerald Robotnik. All other records from that era are either deep within Archives or destroyed to preserve global safety.

Yeah I'll rock with the science plan. Definitely seems helpful for now.

I am curious though, what exactly is the world like? Like, do we just have parts of cities that are like Sonic The Hegdehog zones? Y'know, things like City Escape, the beginning race track in Sonic Riders: Zero Gravity, the casino in Sonic Adventure 1, etc.

It's just very neat to think about how the geography of the places we'll (probably) end up protecting will hinder and help us.

Also, are Mobians just a known thing in the world? Do they exist along with humans? Or is this taking more from Sonic X, and they're straight up from another world?

At the moment the world best resembles that of Sonic X or Sonic Adventure 2. As for Mobians, GUN and the UF are unaware of their existance, as at the start they are in a parallel world (as in Sonic X).

This may change as time passes however.

Quests always seem to tilt towards research and intel-type characters, which makes sense, but I want to see something different sometimes.
