Huh, i definitely remember including the background when I first made the plan in the quest planning thread, wonder where it went to when I copy and pasted it.You need a background, though. Also, preference would be for the 'action' vote to be outside of the Plan Vote, or something!

Since the story isn't about a consulting detective or somesuch.
Maybe we could be the random background detective? A new face in each episode helped via disguises and makeup. This is tolerated by the Chief because we get results.

Okay, so plugging my plan a bit: It was intended as a sort of Columbo style detective. We're eccentric, we lie and confuse people and act like we're not anyone worth worrying over. We have crooked, so we have connections to go with our skills, and our background might help people not take us seriously.
Our hobby has the nice side benefit of letting us handle codes, and maybe notice clues at a crime scene a little better.
And okay, so we're already using costumes and props and switching up styles for different investigations and audiences. So why not go for being androgynous, which expands the number of disguises we can do, and makes it easier for us to distance ourselves from a persona someone saw? If we're worried about criminals targeting us, this helps immensely as long as personal information doesn't get out.
(The drinking problem is more for flavor, but it fits the eccentric Columbo thing in my head.)

I was inspired by Jason Bourne and Harry Dresden and tried to mix the two of them. Plan is mostly intrigue. We're rarely straight with people and are kinda of spook with how easily we disappear and appear. With Crooked, we've crawled into the underbelly of the city in search for our perps, unafraid to get our hands dirty to bring justice to the city
Jonathan's Hobby allows him to pursuit criminals or escape them more easily. Also allows for getting into places we normally wouldn't be able to.
