The First Quarter Quell has ended, The Capital of Panem has reached its Zenith, its rivals destroyed, and its enemies torn asunder.

Now there is only one thing left to do rebuild and finally end this madness.

The Year is 25 ADD, and Panem has if not embraced the Peace of the Capital, then its districts have learned to endure it. The Hunger Games, the yearly reaping and gladiatorial combat games that have been a fact of life for nearly a quarter of a century has ended its first Quarter Quell.

But this Jubilation among the powerful has led to a small slip within the Capital's ruthless machine...

It allows the gathering of people in one place to mingle and talk in hushed whispers. The Dark Days rained flams from the heavens.

But there are those who are willing to stand, now only if they can get something real out of it.

This can be a short sentence or paragraph, basically just how and why it exists.

Where the core base of your support is. Ex. District 12. The Outlands/

Ex. Miners, factory workers, railroad workers, farmers, soldiers, intellectuals, petit-bourgeois, factory owners, big business, feminists, pacifists, etc. Can choose multiple.

-[] Ideology

Ex. Mutualism, Folk Religious Cult, Semi-Organized Religion.

Location Explanations:

"The Capital" -The Beating Heart of Panem, the main command and control of the Continent. Filled with the Riches, wonders, and masters of the Brave New World. Filled with Technology, splendor, and one of the world's latest array of great wonders, but even so in this glittering husk, comes the Byzantine power plays, the trade of secrets and information and the games that we play are not the same as the one we present, but the game is played all the same.

"The Inner Districts"- The Career Districts, the golden children of Panem, who orbit the Capital like the sun, whose pain endured in the Dark Days was somewhat lessened by the swift brutality…they treat themselves to the wealth and splendor but know how hollow such a life truly is; it does not bring back their dead children or the world they struggled to create oh so long ago.

"The Outer Districts"- There were once Nations and people, before Panem, and once where there were homelands, peoples, cultures, and a world full of opportunity no more. The Outer District's suppression was a long and brutal affair with thousands dead and former homelands reduced to the shells and husks that remain. The grief was everlasting.

"The Rail Towns"-Even a monster like Panem needs stitches to keep it together, the Rail Towns and Depo-Villages dot a continent like the bones from the great colossus being used to keep the flow of things together, a District unto itself, unstated, but existing, alive and yet only just.

"The Outlands"-Things exist between the district, old things, dead things and more, Panem did not rise from nothing, and the primordial soup of chaos that spawned it still remains, after all. Who knows what old ghosts linger in the Outlands, beyond the districts just out of sight.

"The Wilds"- Here be dragons from the Fall, Here Be Dragons with their Sleeping Song, Here Be Dragons from Beyond.

AN: Okay you can make any Faction you want, as long as its written to be consistent.

But ONE Rule, you can have only ONE Communist and TWO Socialists, that's final. No Nazi's or Neo- Confederates either, the wars of the past got rid of them.

Other then that, any faction is a go.
 
[X] Plan: Name - Keepers of Old Law
-[X] Circumstance of founding - The Keppers of the Old Law study and worship what came before the Capital and its rule, wishing for a return to what they view as a better and free world where people may make their own fate. The symbol that links them all is the Iron Star. Another part of this is a view of Iron and machines as holy things with cybernetics being something most would love to make use of.
-[X] Locale -The Outlands
-[X] Core supporters - Hunters, Survivors, Drifters, Preist, Nuns, Academics
-[X] Ideology - Semi-Organized Religion/Mystery Cult

-[] Circumstance of founding: Starting as a group of hobbyists wanting to share their passions, they have morphed into something more. In the cutthroat society of the capital, friends are hard to find and even harder to find one safe to trust, as everyone tries to get ahead and prevent others from doing the same. But in relatively hidden locations in the capital, they found more than just people sharing hobbies, they found others whom trying to carefully navigate the same political minefield of life they are, others that were just as uncertain and lost as they were. But even then, the group hadn't had any real direction besides being a safe circle to unwind a bit from the demanding life in the center of power, until a chance discovery with a piece of paper that would no doubt have been considered dangerous contraband.

-[] Core supporters - Gun and Video Game enthusiasts
-[] Ideology : In flux, the only foundation currently based on a smuggled copy of the Declaration of Independence a member stumbled upon by chance.

Any help on a possible name? 😅
This group is basically Capital friend group built around two hobbies. A love of guns, which as I have talked to Cyber about is something the Capital never could truly snuff out, only effectively relegate it to the high society of the nobles.(AKA befriend the guy enforcing gun rules).
And of course, computer games.:V
 
Adding a map of the districts and what the wilds are would be helpful.

[X] The New Rising Sun
-[X] Circumstances of Founding - Many fled to America from other nations, particularly Japan and England, when the disaster struck only for that to not be true. Still they lived through the dark times and the rise of Panem passing their stories onto their children even as it became distorted by time and intermingling of local stories. They spoke of their old homes during their peak of rich culture, wealth for all, mighty industry, and technological discovery. So now their descendants want that for themselves free from the Capital.
-[X] Locale - Outer Districts (12, 8, 6, and 11)
-[X] Core Supporters - Academics, Industrialists, Miners, Business Owners, Historians, Freedom Fighters
-[X] Ideology - An odd mix of capitalistic, aristocratic, and republic leanings do to a mixing off different national backgrounds.

Decided to make this an interesting mix of an idea of Victorian England mixed with Japanese stories with a bit of old USA thrown in there to make a really interesting bunch of people.

Also the heck are the Wilds?
 
[X] Plan: Name - Society for Human Improvement though Nonconventional Enterprises: SHINE
-[X] Circumstance of founding - Formed out of talks between scientists, Mutt handlers, and future looking capital citizens. The idea of cosmetic mutations escalated into ideas of permanent changes. Ideas of solving what they saw as the social ills of the time though genetic improvements took hold.
-[X] Locale - Capital
-[X] Core supporters - Academics, Intellectuals, Socialites, Mutt handlers.
-[X] Ideology - Transhumanism

Well I don't exactly have one.

The Wilds are just a catch all term for stuff that are beyond the outland.

And the Outlands are stuff not inside the District.

A very dangerous place, its like the edge of the map in terms of stuff, because well, the power projection of the Capital is somewhat...limited.

Given what they have to hold onto and how inefficient their society is.
 
Well I don't exactly have one.
Fair and keep finding a bunch of different ones and can't tell which one is accurate so I would suggest just going through those and finding one you like or think works best.

So either other micronations or whatever ended the old world.

Not sure of the name, but I think this would work.
 
My goal is the oddest group inspired by both cowboys and in a way tech priests but not quite. A worship of older technology and rules of laws that are viewed as better then the Capital's view of the world.
 
My group is gonna be basically fumbling around in the dark, slowly spreading and finding things out under the central gov's nose...

Corruption is very much gonna end up being my groups best friend most likely. 😅
Nothing like a few bribes to turn attention away....
Up to a point at least.

Hey, maybe there might be caches of pre-apocalypse games playable without execution squad with the right setup.:V

-[X] Circumstance of founding: Originally the third empire started off as a delusional project of a historian who labeled themself a francophile, in an mad attempt to preserve the memory of what he considered the 'greatest civilization' of the old world. That project spiralled into something beyond his imagination. The stories of the land of Francia had for reasons unknown lit a fire in many souls. The tales of the legendary Napoleon Bonaprte who brought to heel any enemy that dared defy him greatly resonated with the defeated and downtrodden. The exploits of his nephew Napoleon III who brought Francia to a golden age of economic progress of cultural excellence greatly enthralled scions of the elite and academics alike. When the historian died, he had not just saved the memory of Francia and the Bonaprtes, he created a cause. The members of The Third Empire seeks its namesake, the reestablishment of what it considers the peak of mankind's civilization as well as it's millitray glory.

The progenitor of the Third Empire stated it as popular national leader confirmed by popular election, above politics, promoting equality, progress, and social change, with a belief in religion as an adjunct to the State, a belief that the central authority can transform society and a belief in the 'nation'. The emphasis on 'nation, is very stressed showcasing the fundamental desire of Bonapartist, to have a place to call their own.

Honestly, me trying to larp as the third french empire could be seen a mile away, I mean cmon cult of personality for Napoleon III? Sign me up
 
Well...

There are 4(Now 5) groups so far, one(two) is on the outside, a transhumanist group in the capital, a rebel group that is a mishmash of pre-apocalypse cultures in the Districts, and then there is my hobby group that as written, is gonna shift towards rebellion thanks to the 'random declaration of independance', which, to be honest at this point could be pure chance or something more.*Looks to the fact District 13 is the NUCLEAR DISTRICT.*
