The Power plant used to supply detroit with it's electricity and can do so again
Stripping and moving the Power plant would simply not be feasible for now you will have to garrison and maintain it where it currently resides.

Journal Nuclear Power plant Supervisor Alfred Reed - 2077 Entry
This is Alfred Reed I've been told by my contacts in the department of Defence (The Enclave) that I'm to evacuate with my family to Vault 118 and if you are reading this that means that you are part of the group that told me this. I've been given instructions to place this Power plant in safety mode and leave I'm doing this now and everything should be in order for you ehm us to return one day. Good luck and long live the Enclave!
Captain Harald - 2251 Entry
(This Entry seems to have been made by the Ghouls and super mutants commander. They seem to be using Military ranks which is quite concerning to Enclave command. The Entry itself has military-grade Encryption normally the enclave has access to all military decryption keys but this one seems to have been made after the fall of the bombs.
You will have to assign someone from the science department to crack the Encryption to learn what the entry says.)
