Spells aren't grabbags of Charm effects. If you are writing a spell to give you a bunch of buffs, you've already done it wrong.

Well, then my headcanon is plausible.
Headcanon: As you go up the scale, the more demons you can summon. If you are terrestrial circle, you summon one demon per night.
If you are celestial circle, you summon dozens of demons per night.
If you are solar, you summon hundreds.

How about... once a scene, roll a dice. If success? Something good happens. Number of success determine the level. From finding a jade obol on the ground, to finding an invitation to Venus' bedchambers.
Most people prefer the terms Emerald/Sapphire/Adamant, to avoid confusion when talking about Solar Sorcerers.
IE is someone talking about a Sorcerer of the Third Circle or any Solar who is a Sorcerer.

Then yes, you could probably find more powerful Sapphire and Adamant versions of it somewhere in Creation, at some point in time.
Whether those versions are still around...well, you might have to recreate them from scratch, but it should be possible.
Now what exactly do you mean by "boosted up", a stronger effect, effecting more people at once, a longer range, longer duration?

Hmm... this should probably be above Emerald. Even with the population gathered it'd probably be Sapphire.

Making a single person your loyal slave is Sapphire Sorcery. Mass Mind Control is Adamant, minimum, and more likely an N/A artifact, see: Perfect of Paragon.

I always liked the idea of making it Primordial Circle Sorcery, rather than Solar.
Yeah, I think that either Primordial or Supernal would sound nice.
But with Supernal Abilities now being a thing I guess that Primordial is the way to go.

Why not? I mean, it isn't totally out of range for celestial or primordial sorcery....
adamant circle, not primordial, that was one person's headcanon, not the actual name. And yes, it is totally out of range of even Adamant Sorcery to cast a spell and brainwash a city. You need Workings for big sweeping effects like that, not something you pay for once and than can repeat forever pretty much at will. A powerful Celestial Working is doing outright supernatural nonsense on the scale of a city, but it won't be 'poof loyal to you'. Generally speaking, you don't get to press a button and enslave thousands.
Like, again. There is, to my knowledge, one Sapphire level mind-control spell. It works on one person, and enslaves them utterly, with a few complications and ways to snap out of it and realize what you did. And Adamant pointedly does not just upscale Sapphire. Just like Sapphire mind control is "actually enslave them to your will with ties of love" rather than "make them hella suggestible", while targeting only one person.
