With the successful summoning undertaken by Project: Green, conclusive evidence of trans-dimensional dynamics has finally been proven enough to be funded. Modern science has no explanation for anything for now, but with sufficient focus and dedication that can be fixed. To that end, your national academy has assembled a top*, well funded**, and respected*** department to study the matter and verify the conclusions from the first test. The organization has been left to you, the poor bastard given a pile of incompetents and a grant for the investigation of the paranormal. Failure here will kill any semblance of a career, as after all, who would ever hire someone studying the daemons behind the wall. The new millennium is calling and there is an absolute certainty of us entering a truly new age, and it is our duty to explore it.

Initial Artefact:

[]A Book:
A veal? leather bound preserved volume that has not been touched in literal centuries. No matter where one stops reading it, they are re-set to the point of the last page entirely comprehended. It has so far been read to page 23, with a seemingly infinite supply of pages. Attempting to turn the page without entirely comprehending what came before is impossible, but every page depicts a horror worse than what came before. Attempting to skip pages leads to a constant feeling of anxiety, fear, and pressure. Rapidly leading to a necessary step back and even managing to give an intern a mental break after he attempted to push through.

[]A Sword: A runed hand and a half sword recovered from under the floorboards of a monastery with a curious property. Once a few drops of the blood of a young lamb are dropped on it, the runes light in a pale blue hue, with any surface the sword is stabbed into opening a small gate. This property has been demonstrated to a number of academics, but no one can offer a reasonable explanation. Further testing has been authorized with the runes copied down finding them not that distinct from modified versions of Assyrian, but proper experimentation still needs to be done.

[]A Staff: A capable artifact stolen from Egypt and acquired from the British Museum, which the longer it is held the more knowledge is broadcast into the brain. Starting with brilliant and revolutionary solutions to physical problems unknown to modern research, and continuing to more alien things. The longer it is held the more of these thoughts come, starting at runes and continuing to new glorious vistas of an unrealized but glorious future. If the instructions are followed and the steps retraced, we can replicate every achievement beheld and advance yet further. The only limitation is the complete reset once the staff is released or the holder falls asleep, limiting content retrieval.

[]A Marble: A seemingly clear glass marble found in a random pawn shop, inert and non-active until looking up in a clear night sky. Instead of the normal constellations, a constantly shifting landscape of alien plains can be seen across it, easy to focus on each of them for a more detailed glance. Every look-up shows something new, but so much knowledge is there in the heavens ready to be written down and distributed. The core problem is that with every look, something new was shown and without replication, it is hard to receive enough information even if looking through it for an entire night.

[]A Basement: A plain unfinished concrete basement located in the capital, with no distinctive features outside a massive and beautifully drawn runic art piece. Going from the floor to seemingly overlap on the ceiling, it isn't clear or the easiest to interpret. Despite securing and utilizing a goat, lamb, and pig it has so far failed to activate, but its pieces have been repurposed for other uses. Learning from it indirectly, a smaller and simpler copy maintaining the core elements has opened a small gate to something somewhere. If we can comprehend the language and understand what is going on, it may be possible to cross into another dimension progressing our understanding of the universe by leaps and bounds.


Who are you?

[]Professor:
A doctor of physics and the most capable mind for understanding these phenomena available and on call. You might not be the most published or the most wilful, but a drive to understand has never failed you before. Many of those working under you are your friends and some students that understand the importance of the current work. Experience securing grant funding has also massively helped you, ensuring that every small application to "prove" the supernatural has been claimed for research.

[]Soldier: Rotating out of the UN and finally being able to retire, finding a new passion has been a clusterfuck of attempts. You may not have a leg anymore, but you are still going and if serving your country by studying the unknown is what you need to do then so be it. You lack the experience with the financial aspects of running anything, any real science is beyond you, but you have seen the things behind the walls and have been able to walk away.

[]Faithful: You believe in a form of a higher power, preparing you for the trials ahead. The rituals may be heretical to some extent or other, but they work, they prove that something is out there and every confirmation has been made. Your political allies in the government have provided enough donations for blessings and favors to ensure that a decent treasury is there waiting to be realized. All that needs to be done is to find what is beyond and contact it.

[]Official: You're a minor politician that has wandered into something and as you have formed a unique combination of disposable and ambitious your job has become overseeing the supernatural wacko's trying to do things. Funding is easy to secure, but you are personally incapable of understanding any of their work or directing it to any reasonable degree. Any progress however could help your image with specific demographics or even bring in jobs to the province.

[]Doctor: A doctor of medicine with a long career practicing neurosurgery, you put together enough money to purchase an ancient nick-nack on a lark as a tax exemption. After discovering that said object actually functioned, the collective benefits to humanity immediately become obvious and critical. Medicine could be revolutionized for almost nothing, with the sacrifice of animals the entire medical field could be changed and we could all bring in a bright new era.


What Drives You?

[]Science:
Understanding whatever is beyond our current scope of understanding has been the goal since two apes banged two rocks together. Continuing that into a new millennium is a simple extension of humanity's relentless march toward progress. Sure newer concepts may be more dangerous than previous scientific avenues, but did danger stop us from understanding fire? Steam? The atom? No.

[]Power: Personal power has been a goal since time immemorial and what better way to secure it than doing novel research on something no one understands? Even if all that comes of these projects is a mess of publications and a few new theories on the universe the sheer prestige of being first can be leveraged. Of course, if the fiction authors have it right, nearly anything should be possible with a deep enough delve.

[]Nationalism: Getting an advantage for the nation now that the cold war is over and foreign politics are in near free fall is critical. Conventional military technology may be one thing, but cooperating with the army and enhancing it can secure near-infinite funding and the support of every patriotic politician. Even if the current program fails to pan out, another patriot with connections can only help us stay on the right course.

[]Fear: Every indication of the unknown has so far indicated that we are at the weakest point of the cosmic ladder. Most entities treat us as defenseless gazelles roaming reality, ignorant and delicious. Fighting back right now isn't even a concept in the minds of the army, much less the public, and we have no weapons to do so. As researchers, it is our duty to stop the great feast and give every soldier and human the weapons to fight back the horrors until they are off our dirt ball.

[]Legacy: Being the first to step into an entirely new field of science is the same as being the first to step onto the moon. The names of those brave firsts are remembered fondly in the sciences and exploration and now is the perfect time to add to that list. The research done here will be hard and essential, but a few papers in an entirely new field will create a reputation, a new invention, a career, and if it all works out perfectly: a new era.


Home Nation:

[]United States of America:
Rich on the achievements of the cold war and a force for democracy in the developed world. The United States has more money than anywhere else and both the army and the government are more than willing to fund anything remotely relevant. Even now DARPA is trying to invest in your little conglomerate, bringing in massive amounts of military and technical expertise. You may have to deal with Evangelicals calling you Satanists a few times and the political cycle, but money can solve any problem.

[]Germany: No defense expenditure, a recently reunified nation Germany is mostly ready to face the new millennium stronger and better than before. Unity has brought a massive number of disaffected assets over from the communists and practically opened the hiring of intelligent professors for practically pennies. Money will be hard to come by and military funding near non-existent, but the political forces involved are more than willing to invest in any enterprise capable of monetary gains.

[]People's Republic of China: A rising power reconstructing itself after Maoism under the auspices of the party. You have at least a minor official backing you and are more than willing to secure any resource conventional or not. The nation is not rich enough to give you much funding, but local assets are cheap and with money, nearly anything can be secured. Progress and useful innovations however will be easy to sell, and any ideas of mass production would make your party contacts over-joyed to provide funding to a little golden goose.

[]United Kingdom: With a resurgence of labor, the end of the cold war, and Thatcher gone, things are only looking up for the UK. Funding for several avenues of science is flowing from the government and policies toward forming a new company have never been easier. There is also no shortage of reasonable professionals that have just been rendered unemployed by the dot com bubble, providing plenty of hires. Funding will be hard, but if the idiots behind the bubble could get money, a company doing genuine research can too.

[]Singapore: The financial crisis across SEA has hit hard, with economic regrowth starting just now. The route forward is expected to be hard, but you are more than capable of weathering it. Starting a small company on a tiny island with many connections to both the party and other elements, anything that can be smuggled will be smuggled to you. Funding is available if hard to expand without significant exports across the globe and there are enough academics. Actual facility expansion will be almost impossible and some would caution against doing dangerous research in a dense urban zone, but they are cowards.

[]Brazil: To say your agency is a product of immense corruption would be technically correct, if not politically acceptable to admit. Through the power of charming a certain politician, you now have a nearly fully furnished compound in the woods with steady road access, local fields for farming, and theoretical access to anything that is needed. Logistical links are not the best and actually bringing in talented personnel will be hard, but at least safety and classification can be maintained without issue.

Small Research Complex: A run down lab without real computing hardware, semi-functional lighting and a simple locked door as the only entrance. Apparently purchased from a food evaluation company that went bankrupt for a pittance, it's spacious if nothing else. Non existent security, no real privacy, and no real assets, it's still a functional roof over your heads to work and with plentiful space to experiment and test new concepts. Currently subdivided into experimental rooms for testing and with half the building used as a warehouse for objects for testing.

Staffed Small Clinic: A small clinic with four beds equipped to theoretically stabilize severe trauma cases and at least keep psychological casualties stable until they get to a proper doctor. Work here is more of a just-in-case, but being able to offer regular checkups on employees is at least something to improve the attraction of working in a run-down warehouse in north Beijing. Maintaining the clinic and it's doctor will be a consistent burden, but an important one given the danger of what we are researching. Armed Guards: A 24 rotation of external guards and a dedicated stay-in guard to manage the employees when the lab is open has significantly improved overall security. They may not be enough to deter anything that actually wants in, and is expected to be unreliable in the extreme if under attack, but their deterrent value is not to be under-estimated. (-2 R/t)

Artifacts:

The Red Room
: A entirely concrete basement designed for something unknown and likely unknowable. Eight by eight by two meters and built under an apartment block it is precisely that scale down to the smallest measurable distance. At the bottom rests a massive array with a complex highly compact script on every surface, reaching over into the ceiling and running across it to the point of overlap. It is estimated that the entire "array" contains tens of thousands of runes with some repetition with the radius of the array precisely 15 meters as accurately as can be measured, forming an overlap across the walls despite being inverted over and heavily overlapping. The ladder itself descends through the perfect center of the room into the center of the array, with no indication as to its function. Attempts at sacrificing animals to it have done nothing, requiring further study or securing far more pigs. We believe that the array is inert and inactive, but the state of preservation is worrying, as if it has a micro-effect on the dirt in the room, it can do far more harm through such microscopic changes.

Script of Levitation(Lesser): Combination of Seven runes, with the first identified as the initiator, or start codon as the biologists have coined it. None of the script is identifiable with what it does, but it is notable that significant efficiency gains are available when applied to crystalline substances without any metallic content. If that is a fact of the rune itself or a general rule is yet to be uncovered. With animal testing conducted, it can be strongly confirmed that the blood is a linkage to some form of essence or cognitive material. Greater efficiencies have been observed utilizing human linkage providing more than twice the efficiency of using animals. Material selection also significantly matters, with stone forming the baselines(2000Q2). Increasing area coverage can be thought of as a crude but functional technique for improving efficiency, with a maximum achieved effect of almost 49%, but a theoretical maximum of 53%. Animal testing has found the pig as the optimal essence supply, with weight reduction cut to a theoretical maximum of 20%, along with a mass limit of 890 kg mitigated per pig(2000Q3).

Zhau Guanghua: Deputy political officer of the 10th PLAAF Army, under the Central Theater Command. He is a relatively recent appointment and a route into military procurement. While not the most legitimate of deals to shuffle grant funding towards local factories, the man can see the potential in runic applications. He has so far provided starting capital along with a chance to bit for several funding contracts, along with a meeting with the higher-ups. If you fail, then other measures can be taken, but if you succeeded then he and his network are more than happy to be dragged up by your triumph. Assuming a solid procurement contract is secured, he intends to collect in a number of ways, but that is a concern for the future rather than now.

The plan name says it all this is a plan to revive LKY and bring Singapore into a new Golden age with a person named after him. I picked the marble because it seemed the most harmless at first glance so i guessed it would have a bunch of dangerous effects we know nothing about.

Alright! I was super excited for this quest the second I saw what some of the character concepts were going to be, so here's my idea. Essentially, we're a fundamentalist Evangelical Christian. And now that we've found this Staff, we see the opportunity to build a better world and bring in a glorious future. Will it work out? If it does work out, will other people think it's particularly glorious? Well, probably not. But it'll be interesting, that's for sure!

This is interesting. You taking an interest in the fantastic Blackstar? First literally real-world USSR, than mostly hard-scifi elves, and now Lovecraft shenanigans.

While I know this is absolutely the opposite of Genre Savvy, I personally would prefer to just seek knowledge to better humanity, and to do so in the name of a respectable country. So basically Germany or maybe the UK.

The thinking behind this lan is it be cool to enter another dimenisons and see what going on there which syngerize well with the faithful elemnt which should hopefully give us some resolve to push through and then syergnize very well with the fear thing fear of the hertical things in the dark. Also this seems like a better path to trying to save the world as well from the things within the dark. Finnaly I could not with a gun to my head name a quest where anyone has played as the people republic of china or some entity within there so I like to finnaly get a chance to play something or someone one in there

Would there be any support for a "you are a Dengist bureaucrat in China, you can't understand any of this science but you try to make this new science work in the chaos of post-Mao China" plan? Or would that be too similar to Blackstar's other quest?

Whatever happens I want to vote for a China plan, it seems a really interesting setting. Enough "posh British professor" or "mad US army effort" eldritch quests.

Ok, I figure Germany is too non-viable with funding limitations. So here's the "we're naively trying to use this mysterious physical phenomenon to better our already great(-ish) country the same way we used electricity or the atom" path.

Don't let that dissuade you, Germany has very good access to academics, which are usually expensive, and uhh... "attrition" is not going to be shied away from
