I was thinking that, at Game Start, 35 K is the absolute maximum, and that would prob only be held by Broly, and maybe Vegeta.

Yes, he's over 9000. But, most all of Team Saiyan and the Z-Fighters are Over 9000 due to where the hypothetical midrange is, which is around 16k.

There are a few plot questions I had that I wanna address here.
What characters will be relevant?
Besides all the main characters, Yamcha, Tien, Chiaotzu, Launch, Gure, Dr. Gero, Androids 13-15 and 21, and Dr. Lychee will be more relevant/exist.
Concerning Lychee, the jury is still out on whether he will make Hatchiyak or Baby.
When does Beerus come into play?
We will be running on the Retconned history of Beerus being active in the work of both Freiza and the Saiyans, which might end up with Freeza revealing Beerus's ordering of Vegeta's destruction as a pity play. The character himself should not come into play anytime soon, or at least he will not be directly interacting with Team Saiyan or the Z-Fighters.
How does Team Saiyan know about the Dragon Balls?
The Earth Team Saiyan is invading won't be as unprepared as in canon.
The Trade Federation and a few other independent parties have tried knocking Earth's block off, and none have succeeded so far. The survivors from the Trade Federation now tell tales of mystical balls that can grant any wish... This is also how they learn of Goku, as the last group of Federation invaders faced off against the Z-Fighters, which included a male whose energy and powerlevel seemed distinctly that of a Saiyan, albeit without the tail.
What about Trunks's timeline? will that be affected?
Nope. Nada. Zero. Zilch.
I follow the same mantra MasakoX (usually) uses for his What-Ifs. I will not change Trunks's timeline, (except, if we ever get that far, the ending to the Goku Black arc) instead having him show up to this altered Earth and deal with the consequences.
When does Team Saiyan come together?
Team Saiyan is not a long-running group, and only comes together about a month before present day. Beforehand, the groupings are as follows:
Vegeta/Nappa
Bardock/Gine
Tarble/Gure
Raditz
Paragus/Broly
Inyon
Rigor
Who are Inyon and Rigor?
Inyon and Rigor are two Ocs not owned by me that I just kind of added for fluff.
Inyon is a female Saiyan warrior from the well-written and long-running fan fiction The Fall of Lord Frieza.
Rigor is from the Fan Manga Dragon Ball New Age. He is said to be Vegeta's half-brother, from the King and another woman. However, I ENCOURAGE this part of the backstory to be changed so that:
1. Rigor doesn't despise Vegeta
2. Vegeta and Tarble don't have another brother
I don't know, but having that part of the backstory kinda throws a wrench into the way I had seen the start of this.
Inyon, Rigor, and to a lesser extent, Broly, allow for the most creative freedom in regards to personality and backstory, as well as, well, everything else too.

I'm torn between thinking about signing up, and the fact that my Dragonball knowledge is basically limited to Dragonball Abridged and the aforementioned Masako 'What If?'s (mostly just because I'm a sucker for 'What if?'s) - and the latter is limited to the longer running Radiz good, Nappa good, and GokuxBulma.

With Abridged, the only part you're really missing is personalities closer to source and the full Goku and Piccolo Drive episode. Other than that, there are plenty more people here who can help you along.
EDIT: Actually, due to Tree of Might being a Christmas special, Turles's goals and such are radically different from your POV. If you want to make him, get help from someone.
