All Level, No Experience (Worm/Pathfinder Amnesia Quest)

i had thought somebody floated in the thread to pull a rachel: open a portal to an uninhabited world and start our own thing.

i like the idea of being able to start our rule from scratch.

i don't know if it would be possible to open it up to immigration from earth bet, but we can also just pull a cauldron and start "rescuing" people from other earths.
This is viable, the gate spell would let us access those worlds, there specifically developed divination spells/rituals and tools meant for exo planner travel, navigation and exploration to help us find those worlds
 
I first proposed starting an extra dimensional colony. I still think it'd be cool. Alternately, I would rather start any world conquest on literally any other continent besides that one that's already mostly functional.
 
We want to be here because Parahumans are a resource we want to use, and what few threats are left by large don't care about us being in different dimension.
 
You fail to understand that starting an extra dimensional colony is cool in of itself. It needs no other reasoning than cool factor.
 
Having slept on it, I think that whether or not I do other things, one thing I am going to do is that if a commitment is made, like back with the S9 sending the video to Legend or might be about to happen with Taylor, then Iluontar won't let you forget.

He, like a number of Lawful characters, loathes Oathbreakers, so generally won't let himself become one. So on that S9 video for instance, he absolutely would have eaten up however much time it took to get that squared away before bothering with anything else.

I'm thinking about still doing one or both of the other ideas thrown out, but this one at the least I think I will be implementing.

a system for commitments maybe, like every time Iluontar commits to something all actions and write ins that contradict that are vetoed and every turn we have action locked on towards fulfilling or advancing Iluontar commitments.

speaking of actions I sort of wandering but what is the max number of things(actions) Iluontar can do in a single day, like he is an effectively an Outsider so he doesn't need to sleep, eat or even go to the bathroom, with his teleportation spells travel time means nothing to him being effectively instant so that is even more time freed up and then there is his magical abilities spells that create clones should in theory mean he can exponentially increase the number of things he can do even if the clones are lower level than him

That one has less of a hard answer that uses in universe stuff, and more of a narrative one, in the form of 'a few things, but no so many it makes it impossible to effectively write a chapter of it', especially since it seems better, to me, to measure in terms of chapters than in-universe means. Like, 'Raise a full Clockwork Army' could only be 1 action, but spanning multiple days, whereas the time y'all met Lisa spanned a few chapters, but was only a few hours, or fighting the Simurgh was only a matter of minutes, but was multiple chapters. So, I can't really give a hard answer on that one.

Honestly, him being an outsider that doesn't require food, drink, or sleep actually makes the usual lines for days much blurrier. That paired with the Staff having Mage's Lucubration and Memory of Function, having Fast Healing, and the Jar of Endless Nectar, means that resting mainly only fixes up a bit of ability damage, and is mostly just the way to regain and re-prepare or spells of 6th level and higher. Like, you absolutely could go straight weeks without even taking a single 1-hour Recuperation rest, if nothing ended up forcing your hand on the high level spell-slots, especially since you do have a lot of those.

I would be perfectly happy if we made a S-class shopping list and beat them up to get free real estate (given that S-class threats that have meaningful real estate have done a lot of harm to the former owners of said real estate, and are insoluble problems to the existing world order), and find a reason to take over it so we can establish that our rule is indeed a positive thing for those under it?

I am kind of set on the bay now , this was the first worm story that described its geography for me which is beyond perfect for the goal of setting up an independent city state with its access to sea , natural harbor and mountains protecting its from overland attacks as far as someone from pathfinder/D&D would be concerned plus we already built a base here and tried giving it a moat of endbringer blood levels of invested , besides the plan involves conquering everything anyway

Stranger 5 (Breaker)/-1: Iluontar can temporarily (approx 5 min., potentially longer) become invisibile alongside all of his worn equipment. (-1): Iluontar innately repels all non-micropscopic animals within a 30 ft. radius, apparently regardless of form or if the animals in question are aware of his presence. Blaster 9: Iluontar's demonstrated disintegration effect is not Manton-Limited, delivery mechanism is via nigh-invisible green-beam. Specialist Thinkers took 20 total hours of repeated collaborative re-watches of the recording to notice the beam. Iluontar is also capable of an apparent 'Instant Death Wail', also nigh-impossible to notice, capable of inducing immediate and sudden death in at least 2 otherwise healthy parahumans. Autopsies have found no apparent cause of death beyond sudden, immediate, and total cessation of all bodily activity, including both brain and heart.

Breaker 7: Capable of temporarily inducing a massive increase in personal speed, near-identical to the hero Velocity[2], Thinker speculation indicates this forces a Manton-Limit on all interactions.

Mover 7: Teleportation confirmed to be intra-continental in range, and near-instantaneous in execution.

Tinker 9: Iluontar has proven capable of creating highly advanced non-robotic self-propelled platforms 'Constructs' (text shortened & matching Iluontar's own descriptors) that appear effectively sentient, capable of understanding complex non-specific verbal commands and generalized orders. Visual analysis suggests they are made fron exclusively steam and gear power, Thinker analysis suggests they are capable of running indefinitely with water, and are intelligent enough to locate and procure said water unassisted. The whip Iluontar wields is also noted by Thinker analysis to utilize monomolecular Tinker-tech.

Thinker 10: Iluontar is reported to have such advanced technological knowledge that upon first viewing the internals of Armsmaster's[3] Halberd[4], after also being allowed to handle it for approximately 5 seconds which included a single tap on one side of the haft, he was capable of integrating himself into Armsmaster's normal maintenance routine to the degree of not only suggesting tool order, but ordering it in such a fashion that Armsmaster's normal Halberd maintenance cycle was halved in duration. Thinker consultation also confidently suspects extreme amounts of beyond-human skill/knowledge in further fields.

Your character sheet is literally identical, so not adding it again. Also, to actually roll your Disable Device (INT) here for how well you got in and out of the PRT- that is 111, against normal 2011 human tech. If anything, the systems ran better when you were on them (not really).

What I'm hearing is that
1) We have a lot of leeway for actions as long as we don't go totally stick about it,
2) and anything actually important is going to be stored via paperwork or encoding or whatever?

edit: I would also like to know what they think about Iluontar being well over 4 millennia old because that has implications. And the reaction of the thinker who figured it out.

OK. With the reminder you gave us recently that Iluontar is supposed to be accumulating power and planning a reconquest force for Golarion, I will propose a suggestion for the conversation that also leads into actionable objectives later. :)

[X] Mr. Hebert potentially has a perspective on the city that will be less skewed by personal desire for power, organizational obligations, or various special cases. After talking about Taylor, use him to feel out what you could do in or for the city that would make people support you coming to power. Smaller-scale monsters to kill, infrastructure to build, cultural icons to recover, that sort of thing.

D&D Trope Expectation would be to combine all three and it turns out the Boat Graveyard is home to a corrupted Metal Elemental that has stolen the statue of the city founder Barry Brockton; kill the monster and recover the artifact so the city can safely clean up the harbor and regain its prestige. :p Give us a quest, GM!

Obscure Lore Quibble: the superpower ratings in Worm aren't supposed to be general power like D&D spell levels, they're quasi-military threat ratings based on what sort of counterforce squad and tactics are needed to effectively fight a parahuman with this superpower.

Rating 1 indicates a power so combat-ineffective the user can still lose a fight to an unarmed civilian, even if it's very valuable and socially impactful. For example, Reconstruct is a 5th level spell, but would rate Tinker 1 on its own. Going up the scale, 4 is "cops can handle it" (paraphrased), 5 is "cops should bring a parahuman of their own", 6 is "cops should bring a combat-spec parahuman", etc, up to 10 "call in the Triumvirate".

The first Mover entry, IMO, goes to Mover 7 right away because it means the Mover can break line of sight, leave range of fire, ignore obstacles and walls and killing grounds, escape ambushes, bypass cordons, gain total cover at will, and generally clown on anyone walking at regular speed. It dominates the tactical situation.

But for much the same reason, it is really hard to get a high Blaster rating without long-range cover-penetrating homing AOE omni-tactical intelligent-projectile multi-feature nonsense. Miss Militia can manifest a bottomless rocket launcher and she's only rated Blaster 5, iirc. Blaster powers are often deadly, but a mundane gun is also deadly, and a gun with quadruple damage can't kill you more than once. Damage dice on Disintegrate don't do much to change the tactical situation to the degree an 8 is supposed to indicate.

(The books are self-contradictory and frequently don't match their own official rating scale, so don't take this too seriously. ;) )

Oh yeah, that's also the sense I got too. That and to my knowledge/use, the numbers are mostly meant as an 'if this were just on its own (since powers usually are) what'd it be?', also paired with it being subject a bit to internal PRT stuff (looking at you, 'give her a 2 in every other category' director whose name I forget). As for the mover one specifically, that one was admittedly a chunk due to thinking in PF movement terms where 30 ft. is standard human, and 40 ft. isn't too far past that, while them also not including the burrowing they have no known examples of at the time.

Funny enough I did have two versions of the same scale open for reference as I made these :V .

On the blaster side, it's a mix of 'Oh this kind of like Legend's beam, maybe similar-ish' and the fact that a 60 ft. cone is just, pretty dang big, and also dang flashy, which gets it a bit overplayed in the report. As for the MM thing, eh, I'm going to assume that's also a bit of an internal thing, 'keep our guys/gals/creatures a bit less scary if these documents leak or something, bump the numbers down one or two'.

Of course, that then leads to some ridiculous conclusions when Vista being a Shaker 8 comes up, but yeah- it's a bit of a thing, and frankly being called on only two is a victory in my eyes!

Being entirely fair, that's only slightly overstating things. Tinker 2 for spider silk tripwires and garments, Stranger 2 for Bug Clones, Blaster 2 and Shaker 2 just from having a giant swarm of bugs, Mover 2 from effectively being omnipresent in her range, Brute 2 from her bodysuit and absurd pain tolerance.

There's still some stuff missing, but it's not coming from nowhere.
Yeah PRT ratings quickly went from PRT thing to something Entities themselves apparently use when designing powers.
That's mostly a fanon thing, not a Wildbow thing, to be fair.
