as I mentioned earlier here are is what I suggest to spread our EP well:
23EP finishing reconstruction in hoffnung
20EP to trickle in reconstruction in aurelia and lesath to finish on time since its 5 turns so 20EP per turn at minimum
30EP on eco dev which is 37.5 worth of progress
38EP on Political maneuvering which is 47.5 worth
 
22 cp to finish off Hoff (for completion)

80 cp for Aurelia (for completion)

56 for medium term economic development (for completion)

probably want to overpsend up to 20-30 CP into supporting the doves.

this gives us a finishing touch on the Hoffnung Industrial Engineering reconstruction, throw our weight into Aurelia/Leasath so we can continue to grow (with half of it done this bit), put exactly 14 into the economic development for the next 4 turns to get it done evenly. The political Maneuvering in osea gets 32, quite a fucking bit but considering its size? i think this would be barely enough to get things done as it would count as 32 CP turned into 40 EBOP.

this leaves the treasury empty, but hopefully next turn we can see another increase of our CP so we can finish off Aurelia/Leasath in a turn, thus getting the construction done ahead of time. With the development we could then theoretically pump it up further than before, while if the situation continues in Osea send more resources to ensure the doves win the elections.

I'm liking the look of this plan. It doesn't put our EP into the hole, keeps us on track with our various commitments, and plays to our strengths.

Shouldn't it be 23EP? Our government does not give bonuses to reconstruction if I recall.

Edit: the reason why I only put 20 points into reconstruction of aurelia and lesath is because our government does not give bonuses on reconstruction, so I spread it out evenly and focused more on eco dev and subterfuge.

ah i see, i honestly thought that the EP points would count for the reconstruction...

and i get ya, but we have to do the eco development for 4 turns, doesn't make sense to suddenly spend 30-40 on it and then finish it up in a turn or two and have to keep spending more on it.
 
As the reconstruction is not a set time, while the economic development is 4 turns no matter what, I would like to try to get it done in 3 turns. This would be a public relations win, and free of an action sooner rather than later. Belka witchcraft getting the project done a year early.

Spending about 30 on the covert operation sounds good. It's a pretty substantial amount. I suggest 32 to hit 40 with the new Belka bonus.

I'm just on lunch but I'll throw together a plan when I get home from work.

Once you pay the total needed for economic development that is it you are only waiting on time not paying anymore.

Also be aware that sometimes things happen and the points you put into a project might not be fully used I do roll a d10 for effects on actions and for certain actions that make sense there is also a counter roll.

Even with no loss of points to random dice roll the Usea points would not finish. Aurelia and Leasath have time to complete so rushing it isn't needed but it also isn't a bad idea. Econ development needs both time and money totals by the end. It doesn't matter when the money is put in so long as it is paid in full by the end.
 
The chance is low but still present you might just roll that nothing happens as well which is the highest chance or you get a bonus. Just be aware of that is why I am bringing it up.
 
Here is my plan.

Overspending slightly on the reconstruction work as a buffer in case things go wrong. I don't know how much they can fall short, but this is a 13% overspend so... we will see?

33EP on the new project. This will hopefully let us get it done in 3 turns. That would give us 2 full turns if there is a shortfall, and get us the action slot that much sooner otherwise.

Economic Development spending 20EP gives us 25EP worth of progress. Again about 1/3 of the way there. Following this pattern will get us fully funded with 1 turn left for adjustments.

Political Manoeuvring gets 32EP for 40 after our government bonus. This seems... excessive but when are Belkans subtle? Well... we are being subtle. But that is beside the point.

I hope so. Tentatively I'm hoping to throw the other opposition a bone next turn. Do a small R&D project and do more training to get the 14/16 XP group to elite status. The government parties are getting exactly what they want, so a small concession seems good. It would also just be useful in general.

I'd prefer to try to do a economic tech research, but I'd be willing to entertain suggestions. I don't want to get into Superweapons yet. That said if there is a strong call a project to examine Excalibur and come up with plans for a modern version would be my suggestion.

huh. So my plan spends enough EP on influencing the Osean elections that we could double the number of groups in our air force. Or improve all of our groups to next-gen and add a cutting edge group. I'll ignore the impact on our upkeep for the moment.

I love the image of 6 full groups of vets all using ADF-11F/11 Ravens. It would quite probably get us invaded, but hot damn that is a scary mental image.

I'm not going to revise things but damn I hope this works.
 
Honestly fucking over the Osean elections is something we need to do in order to keep the Osean scum for nuking us into oblivion for daring to try to become stronger.
