I'm all for clever devilish schemes with a chance of failure. I fully understand the limitations of nasty plot that you've laid out and remain committed. You can take the devil out of the forest but now the devil is the entire region's problem.

..No, Pikachu don't learn that by leveling up. Or by breeding. Or by TM (no such TM exists.) But there was an event Pikachu that knew it, and it didn't even have to tie any balloons to itself or anything!

Also no offense but it sounds like the QM is a little peeved we choose both the 'make us smart' options last vote.

I don't think she's peeved, just worried that it might not be being chosen with a full understanding of how it works.

We are a little fragile. Going full mobility shenanigans seems like it will serve us basically always.

I could also see an argument for thunder wave (paralyze also slows) but mobility always serves.

Since we decided to work with tools last vote, we should to charge them without frying them. Also I am under the hope that upgrading will also be the path to an even deeper electrical well.
 
I'm gonna ignore the favorites and go for something that appeals to me because AoE is fucking cool :p

An electromagnetic wave of arcing lightning washes over an area, locking up muscles and paralysing those caught in it.
 
I do really like both Quick Attack II and Nuzzle II.

At the same time, as someone who is dedicated to status effect abuse and who basically never has an electric pokemon without thunder wave, I feel like it's an important technique to pick up... Otoh, we do already have nuzzle 🤔
