If I understood it correctly, distance just doesn't matter. Skill with IT regards the ability to reliably teleport, and most importantly the speed and how much concentration it takes.

There's a big difference between "take a few minutes of concentration to teleport" and "it takes a fraction of a second, to the point you can do it out of combat".
Depending on how much concentration it takes to maintain a pre-calculated teleport solution, that might be enough for the bombardment team at least.
ah, also I don't think that interstellar teleporting is an elite talent? From what I understand distance doesn't matter. I think the limiting factor is simply that you can only feel really strong ki sources that far away, so usually you just don't have a "beacon" to teleport to.
Galactic navigation - possibly by sensing stars, which is doable if you know genki dama - is either an elite talent or like an extra skill. The elite talent system here is confusing.

Can you clarify the timeline we're working against? If I understand correctly, we have about six months until the prophecy comes due, and like a week until the Prince leaves this system.
Futuresight has shown that you'll be found if you enter the ship for reconnaissance, but that you won't even get close enough for good information if you try past a certain point. That point is rapidly approaching. You'd say you're maybe a couple of weeks out at this point.

I think 50% chance of getting what we want risk-free before trying anything else is good.

Tactics for the Just Buzz Them plan:
*Do it in Multiform, in Masque. Vary each form's power levels a bit.
*Wear disguises.
*Shoot ship engines, unoccupied docking collars, fuel tanks, whatever you can to destroy mobility without killing people; this is the cover story, but what makes it a good cover is that it's also very helpful to your cause.
*Reflect on whether maiming champions is a thing you're willing to do. If you actually force retirement, it does lead to fewer deaths...

Prefer going slow - I'm not even sure if these two are mutually exclusive? Seems like it might work out to do lyre's plan and then if that doesn't work out just fuck it and try bugle's plan.

Not a fan of rushing *quite* as hard as the other plans want, but I get why you'd want to.
 
Interesting to see everyone being so gung ho after so many attempts to go for low risk moves. I suppose people are running out of patience and finally want to get things going.
