A successful vote to capture the actinide-rich cloud will indeed keep your orbit from getting higher or lower.We've had a freedom of movement so far, we're not forced to stay where gas giants reside.
We do have a basis for going higher, getting lighter gases than carbon dioxide and ice/water. As far as I know we have zero ice/water at the moment along with zero gases lighter than carbon dioxide.
Staying in higher orbit probably does mean any ice collected will stay as ice. However we do not have to stay at higher orbit.

Eh the issue was that we might pick up too much iceWe might be able to have life without water, but it was stated that the ice was in a higher orbit.
Any possibility of celebrating this is interrupted when you discover a ravenous little planetesimal probably flung down from a higher orbit happily gobbling up what dust remains in your belt and what gas it can keep a grip on.
