Actually, I can think of one reason to try to get a hidden village to sponsor some of the Emikolle into the Chunin Exams. I wouldn't say it's a smart idea, but if the Emikolle did want attention, then going to the exams, openly identifying themselves as former ninja of the defunct Hidden Reef, and kicking ass at their young age is guarenteed to get international (political) attention. What Shizue and friends would try to do with that attention or why they'd want it, I don't know. It'd have to be a damn good reason to convince a hidden vilage's leader, and they'd need someone without a giant bounty to stand in for Jounin-sensei during the exams...

On the topic of Chunin Exams, I could see a minor village "outsourcing" it's contestants. Of course, that would bring a lot of attention to Emikolle.
