Lots of quests start with a character creation vote, but lots of them start with an already QM chosen and developed character. And lots of quests go somewhere in between, like a vote for choosing a character from a list. If you're getting stuck on doing character creation then it might be best to just skip it entirely.
 
Indeed it's often recommended that you not get bogged down in detailed character creation because doing so means people will get stuck onto whatever character they're arguing for and then when they lose will be inclined to drop the quest because they don't have any reason to be invested yet.
