Considering that the Batman and Huntress expies have completely different ethnicities from their DC counterparts, I'm not really sure why people are trying to guess future expies based on hair color.

I'm not sure why they're so intent on guessing expies at all, given that Cyclone has explicitly stated that he's picking and choosing who (and what) gets imported.
 
It's a source of amusement while people wait for the next chapter.

Yeah, but just based on appearance? Bah. Poor logic.

Poison Ivy isn't just a red-head. She's a red-head who genetically engineers super-plants to further her cause of eco-terrorism.
The latter part of that sentence is literally everything important about who she is. That she's physically attractive simply provides her another avenue of attack.

After a psychotic break from all the pressure, Amy sequesters herself in the Brockton Botanical Gardens, bio–engineering grotesque monsters, lashing out at heroes and villains alike.

The only reason she hasn't fallen off the deep end being her connection to Victoria/Quinn who.. herself had become unhinged after the death of New Wave.. attaching herself to the new Joker of Crime.. Clockblocker?..

In my mind there's NO ONE else to be Harley then Circus.. :p
